Abstract:Historically, the concept of career public service has received remarkably little attention in Canada. Career public service is, however, a central theme in the recent Public Service 2000 white paper on renewal of the federal public service. The challenge is to decide the extent to which the public service should adhere to the major principles of career public service relating to political neutrality, merit, open versus closed competitions, and career planning.There are significant barriers to achieving these principles, including conflict between some of the principles themselves. The extent to which career service will be achieved depends largely on the degree to which the vision of Public Service 2000 is realized. It is a vision of a new public service culture that is results‐oriented and client‐oriented and that is based on the precepts of service, innovation, people, and accountability. Among the obstacles to successful implementation of this vision are resistance by public service unions, lack of understanding about the magnitude of the commitment required to create a new public service culture, and the possible lack of political will to implement the white paper's proposals. Among the means by which the federal government can enhance the prospects for career service are a renewal of commitment to career service, including the allocation of more resources to career planning and development, and greater sensitivity to the threat of undue politicization of the public service.Sommaire:Historiquement, au Canada, le concept d'une fonction publique de carrière a bien peu retenu I'attention. Abstract:The article approaches the Canadian federal government's handling of the Al‐Mashat affair in May and June of 1991 as a case study in direct administrative accountability. The author begins with a discussion of the main lines of political control under responsible government, writing as a partisan for the traditional doctrines of collective and individual ministerial responsibility. A number of questions emerging from this discussion are then posed as probes into the case: was an important minister effectively shielded; was blame ever allocated in a convincing way; were the criteria of natural justice respected in both internal actions and in the House of Commons' Standing Committee on External Affairs and International Trade; were democratic controls over political and administrative action respected? It is the author's conclusion that the government's strategy to deflect its accountability onto a senior career official and a political chief of staff failed on all these counts and several more, as well. Perhaps the most important of these is the politicization of officials. Another disturbing element that the case reveals is a willingness to arrogate new powers and liberties to the executive.Sommaire:Cet article examine la reaction du gouvernement fédéral Canadian dams I'af‐faire Al‐Mashed, en mai et juin 1991, pour faire une étude de cas fort intéressante sur I'imputabilité administrative directe. L'auteur discute tout d'abord des grandes lignes du contrôle politique du gouvernement responsible, du point de vue d'un partisan des doctrines traditionnelles de responsabilité ministérielle collective et individuelle. L'auteur arrive alors à un certain nombre de questions qui permitting d'explorer plus loin ce cas: un minister important a‐t‐il en fait été protég? Le blâime dans cette affaire a‐t‐il jamais été attribué de manière convaincante? Les critères de la justice naturelle ont‐ils été respectés aussi bien dans le cadre des mesures internes qu'au Comité permanent de la Chamber des Communes chargé des affaires extérieures et du commerce international? Les contrôles déocratiques régissant les activités politiques et administratives ont‐ils été appliqués? L'auteur en arrive à la conclusion que, à tous ces égards et sur bien dautres points encore, la stratégie suivie par le gouvemement pour rejeter ses respon‐sabilités sur un haut fonctionnaire et sur un chef de personnel politique fut un échec. Abstract:The subject of this investigation is cabinet decision‐making in the provincial governments of Saskatchewan, Manitoba, and British Columbia. Specifically, it attempts to examine the forces that underlie the initiation and persistence of cabinet institutionalization in the postwar period.The postwar period has witnessed the replacement of the unaided (or traditional) cabinet by the institutionalized (or structured) cabinet. In other words, unstructured and relatively uncoordinated central executives have given way to those which are more structured, more collegial, and more prone to emphasize planning and coordination. The factors promoting initial cabinet institutionalization in the three provinces were a mixture of ideology, pragmatism, and historical precedent unique to each province. There were both endogenous factors (those growing from within government) and exogenous factors (those acting from without) which affected the persistence of institutionalized cabinets. They were common to more than one province but their relative weight differed between premiers.Not surprisingly, the institutionalization of provincial cabinets has had major effects on political actors and functions in the three provinces studied. Cabinet structure has both changed and been changed by power relations within cabinet. Full cabinet appears to have been overshadowed as a decision‐making center. It is apparent that central agencies and central departments do not always yield similar political effects. Abstract:Growing government reliance on information technology for decision‐making and the delivery of public services spotlights the contemporary relevance of the centralization debate. The view that the employment of advanced technology by bureaucracies will dispossess local actors of their policy‐making autonomy provides the foundations for a substantial body of literature on information technology and organizational change. The reliance of past research on anecdotal or case data casts doubt on the theoretical and empirical soundness of this proposition. Findings have contributed few reliable generalizations about the ways in which the locus of authority between a government agency and its field service shifts. This paper offers a revised approach to characterizing an administrative system as moving towards centralization over time. Assumptions about the nature and direction of causal influence for conceptualizing centralization as a dynamic process are explored. An issue‐centered approach and process orientation are proposed to assess changes to the relative distribution of power between field and headquarters. An acknowledgment and understanding of these refinements serve as a basis for future empirical research.Sommaire:La dépendance croissante du gouvernement à I'égard de la technologie de I'information, pour ce qui a trait aux prises de décision et à I'offre de services publics souligne bien la pertinence contemporaine d'un ddbat sur la centralisation. L'une des principales observations notées dans la littérature sur I'informatique indique que le recours à une technologie de pointe mène inévitablement a une plus grande centralisation des décisions dans le domaine des politiques administratives. Bien que les documents ex‐istants fournissent le cadre nécessaire à la plus grande partie des réflexions théoriques, presque tous évitent ou ignorent les considérations de méthodologie. On sait bien peu de choses sur les glissements de pouvoir qui s'opèrent entre un organisme gouvernemental et ses services sur le terrain. L'auteur propose ici une nouvelle approche pour caractériser un systéme administratif en processus dorientation vets une plus grande centralisation. Il explore les hypothèses sur la nature et I'orientation de I'influence causale pour con‐ceptualiser la centralisation en tant que processus dynamique. II propose une approche centrée sur les problèmes et une orientation fondée sur les processus pour évaluer les changements quant h la distribution relative des pouvoirs entre les services sur le terrain et le bureau principal.
