Abstract:Although Canada is a highly urbanized nation, many important principles relating to its governance seem based on the assumption that such urbanization need not be fully recognized. This assumption is increasingly being questioned, thereby causing considerable problems at all levels of government.The first such problem is that provisions of the Canadian Charter of Rights and Freedoms are now being employed to challenge electoral Systems which give special treatment to non‐urban areas. Notwithstanding the Supreme Court's recent decision in theElectoral Boundariescase, there is still reason to believe that a more thorough implementation of the representation‐by‐population principle will strengthen the political interests of urban Canada. Secondly, as more Canadians live in major metropolitan areas, problems with organizing municipal government become obvious. The Greater Toronto Area offers the best example. Thirdly, even when metropolitan areas already possess reorganized metropolitan structures, such structures are rarely able to deal with such issues as transit, water supply and sewage, and garbage disposal.For most provinces other than Quebec, it is time to reconceptualize provincial governments as institutions primarily concerned with the major issues of urban life. Local governments of cities and towns would have a crucial role in delivering Services and expressing local opinion. The role, if any, for existing top‐tier metropolitan and regional authorities is much more difficult to envisage.Sommaire:Bien que le Canada soit une nation fortement urbaine, de nombreux principes importants ayant trait à son administration semblent basés sur l'idée qu'on n'a pas besoin de reconnaître pleinement ce phénomène. Cette idée est de plus en plus remise en cause, ce qui entraîne des problèmes considérables à tous les paliers de gouvernement.Premièrement, on fait appel actuellement aux dispositions de laCharte canadienne des droits et libertéspour contester tout système électoral qui accorde un traitement spécial aux régions non urbaines. Malgré la récente décision de la Cour suprême dans le renvoi relatif aux circonscriptions électorales provinciales, on a toujours des raisons de croire qu'en appliquant plus rigoureusement le principe de la représentation conforme à la population, on renforcera les intérêts politiques du Canada urbain.Deuxièmement, à mesure que le nombre de Canadiens vivant dans les principales régions métropolitaines augmente, les problèmes d'organisation du gouvernement municipal deviennent évidents. La région du Grand Toronto en offre le meilleur exemple.Troisièmement, méme lorsque des régions métropolitaines sont déjà dotées de structures métropolitaines réorganisées, ces dernières ne peuvent que rarement faire face aux problèmes comme la circulation, l'alimentation en eau, les égouts et l'élimination des déchets.Dans la plupart des provinces autres que le Québec, le moment est venu de redonner aux gouvernements provinciaux un rôle primordial dans le règlement des grandes questions touchant la vie urbaine. Abstract:Based on interviews with senior civil federal civil servants in Ottawa, perceptions of various actors' influence on public policy are examined. It is hypothesized that perceived influence patterns will change as one moves across the major phases of the policy process. Although it is expected that actors within the state will be of primary importance throughout the process, it is also expected that the relative importance of actors outside the state will increase as one moves from forming a policy agenda and selecting policy towards policy implementation. This should be particularly true of the perceived influence of private companies. Despite this change in perceived levels of influence of state versus non‐state actors, the structure of correlation patterns for perceived influence patterns will probably not change dramatically from one policy process phase to the next.Results are also presented pertaining to the actual interaction patterns of the civil servants who were interviewed, as well as the relation between interaction and perceived influence. It is expected that there will be positive relations between these two types of variables but that direct interaction will not consistently explain the majority of variation in perceived influence variables.Sommaire:À la suite d'entrevues avec des hauts fonctionnaires fédéraux à Ottawa, on examine ici les perceptions quant à l'influence de divers intervenants sur les politiques gouvernementales. On prend pour hypothèse que ces perceptions évolueront à mesure que l'on avance d'une grande étape à l'autre dans le processus de définition des politiques. On s'attend à ce que les intervenants étatiques jouent un rôle primordial tout au long du processus, mais aussi à ce que le rôle relatif des intervenants extérieurs au gouvernement prenne de l'ampleur lorsqu'on passe de l'établissement d'une liste de politiques au choix des politiques elles‐mêmes et, en̄fin, à la mise en oeuvre de ces politiques. Ceci devrait s'appliquer tout particulièrement à la manière dont on perçoit l'influence des sociétés privées. Malgré ce changement du niveau d'influence perçu entre les intervenants gouvernementaux et les nongouvernementaux, la structure corrélative des influences perçues ne changera probablement pas de façon dramatique d'une étape à l'autre du processus d'élaboration des politiques.On présente également des résultats concernant l'interaction effective des fonctionnaires interviewés, ainsi que le rapport entre cette interaction et l'influence perçue. Sommaire:Il est admis que la relation entre le ministre, son chef de cabinet et les hauts fonctionnaires constitue une pierre d'assise du bon fonctionnement de l'appareil gouvernemental. Le présent article veut apporter une contribution à cette thèse en s'appuyant sur des données recueillies au cours d'une recherche faite auprès des chefs de cabinets de ministres du gouvernement canadien en poste à l'été 1990. Cette recherche a notamment permis de constater que l'idée d'accentuer la collaboration entre les personnels politique et administratif fait l'unanimité parmi les chefs de cabinets et les sous‐ministres. Complémentaires, les grands fonctionnaires et les grands chefs de cabinets font les grands ministres. De plus, à cause de la complexité et de l'ampleur de la machine administrative, il n'y a pas de la part des cabinets ministériels, d'administration parallèle ou d'ingérence dans les dossiers des hauts fonctionnaires. En l'occurrence, les acteurs en place avaient trouvé unmodus vivendiacceptable. En outre, plusieurs acteurs ont adopté l'idée qu'ils doivent dorénavant former des équipes et bâtir à partir d'un système politico‐administratif soudé et non plus compartimenté.Abstract:It is a known fact that the relationship between the minister, the head of his office, and the top civil servants is a cornerstone of any well‐run government structure. This article is meant to contribute to that thesis, based on data collected during a survey of the heads of Canadian government ministers' offices active in the summer of 1990. One of the findings of that survey was that the idea of reinforcing cooperation between the political and the administrative personnel enjoys the unanimous support of the heads of minister's offices and of the deputy ministers. Being complementary, great civil servants and great heads of minister's offices make great ministers. Moreover, due to the complexity and magnitude of the administrative machinery, there is no parallel administration or interference by ministers' offices in matters handled by the top civil servants. In the case at hand, the players in place had found an acceptablemodus vivendi. Abstract:That there is some public responsibility for toxic waste management is a point widely taken for granted. However, there has been controversy over whether toxic waste management should become the responsibility primarily of a public corporation. Proposals for a public corporation to assume such responsibility have been advanced in Canada at the provincial level with widely varying outcomes. Through a comparison of three cases – British Columbia, Alberta, and Ontario – this article examines the salient issues in this policy debate and questions the prevailing mode of problem definition in order to propose a contrasting approach to public responsibility.Sommaire:On s'accorde généralement pour dire qu'il existe une certaine responsabilité publique face à la gestion des déchets toxiques. Abstract:The World Commission on Environment and Development felt that it was desirable to build a common framework and action plan to communicate across the divides of world cultures, religions, and regions. Towards this, the commission recommended a set of ethical principles concerning environmental protection and sustainable development for states to follow. Canada, among several nations, conceded the need for developing such a code of environmental stewardship through its Green Plan. The purpose of this paper is to discuss: our attitudes towards nature which have resulted in the present state of environmental crisis; the extent the world cultures and religions could assist humanity to change its perspectives towards nature; the need for an environmental code of conduct, its basic principles and tenets; suggested guiding principles for environmental management so that governmental commitment to environmental stewardship is on firmer ground; and the role of the media, non‐governmental organizations, and individual citizens in raising the consciousness about the environment through the use of the proposed code. In the end, the arguments presented in support of the suggested code and guiding principles are summarized. Further, an outline of the proposed code and guiding principles is appended.Sommaire:Selon l'avis de la Commission mondiale sur l'Environnement et le Développement, il est souhaitable d'établir un cadre et un plan d'action commun pour communiquer par‐delà les divisions culturelles, religieuses et régionales du monde. À cette fin, la Commission a recommandé un ensemble de principes éthiques relatifs à la protection environnementale et au développement durable, que les divers États pourraient adopter. Par l'intermédiaire de son Plan Vert, le Canada s'est déclaré d'accord avec le besoin d'élaborer un tel code de conduite environnementale. Cet article vise à examiner: nos attitudes envers la nature qui ont menéà l'actuelle crise environnementale; dans quelle mesure les cultures et les religions du monde pourraient aider l'humanitéà changer sa façon de voir la nature; la nécessité d'un code de conduite environnementale et l'examen de ses principes fondamentaux; des principes directeurs pour la gestion de l'environnement afin de placer sur des assises plus solides l'engagement gouvernemental envers l'environnement; et le rôle des média, des organismes non gouvernementaux et des particuliers dans la sensibilisation au sujet de l'environnement, par l'intermédiaire du code proposé. Sommaire:Après avoir montré que le chevauchement des programmes fédéraux et provinciaux est une caractéristique fondamentale de l'activité gouvernementale au Canada et qu'il a son origine dans les dispositions de la Constitution, cette étude présente une évaluation qualitative de ses conséquences quant à l'efficience et à l'efficacité du système politico‐administratif canadien. Ces conséquences sont envisagées sous l'angle du coût de l'action gouvernementale, de l'efficacité des politiques publiques, du fardeau imposé aux administrés en matière de transactions avec l'État et de la portée du principe de la responsabilité politique des gouvernants envers la population. Vue dans cette perspective, la duplication des activités fédérales et provinciales apparaît comme une source d'inefficience et d'inefficacité pour la gestion des affaires publiques. Elle justifie qu'on s'interroge sérieusement sur la valeur du partage actuel des pouvoirs entre les deux ordres de gouvernement.Abstract:After showing that the overlap between federal and provincial programs is a basic characteristic of government activity in Canada rooted in the provisions of the constitution, this study presents a qualitative assessment of its consequences for the efficiency and effectiveness of the Canadian political‐administrative system. These consequences are viewed from the viewpoint of the cost of government action, of the effectiveness of public policy, of the burden the administered face in dealing with governments, and of the scope of governmental political accountability to the people. From this angle, the duplication of federal and provincial activities appears to be a source of inefficiency and ineffectiveness in the management of public affairs.
