Abstract:In December 1989 the prime minister launched an initiative of public service reform and renewal called “Public Service 2000.” The initiative is designed to equip the public service of Canada to meet the challenges of an increasingly demanding national and international environment. Based on the premise that the key to management is the motivation of people, the underlying thrust of Public Service 2000 is on changing how public servants are managed and, more broadly, how work is done in government. Building on the established foundations of the modern, professional public service, Public Service 2000 will lead to reforms in mandates, structures and operations and, above all, in the management culture of the public service, its efficiency and its capacity to serve Canadians effectively.Sommaire:En décembre 1989, le Premier ministre a annoncé un projet de réforme et de renouvellement de la fonction publique intitulé“Fonction publique 2000”. Abstract:The article examines the federal Estimates budget from the perspective of whether or not the program format enhances democratic control. It introduces the idea of the budgetary system as a control in a generic management process, and then traces reforms in the accountability side of the Canadian federal government's central management system through the past twenty years. It concludes that the implementation of this version of PPBS was an error, and that it will be difficult to correct, because the budget design is embedded in the network of central institutions, which includes the Office of the Auditor General (OAG). A distinctive kind of “meta control” is now a characteristic of the federal context, and is not clearly managed by government from one decision centre. The author argues that the system does not serve Parliament. Instead it encourages bureaucratic or silent politics at several levels: inside departments; between departments and the OAG; and in an impkit system of elite accommodation between the OAG, central agencies and the government.Sommaire:Cet article analyse le récent budget de dépenses présenté au Parlement fédéral pour voir dans quelle mesure il permet d'accroître le contrôle démocratique. Il présente le système budgétaire comme un élément de contrôle dans un processus global de gestion, pour ensuite décrire les réformes ayant trait à l'imputabilité qui ont eu lieu dans le système de gestion centrale du gouvernement fédéral canadien depuis vingt ans. En conclusion, l'auteur explique que l'implantation de cette version de la rationalisation des choix budgétaires (RCB) était une erreur et que celle‐ci sera difficile à corriger, étant donné que le processus budgétaire est noyé dans le réseau des institutions centrales, dont fait partie le Bureau du Vérificateur général (BVC). Le contexte fédéral se caractérise maintenant par une forme de meta‐contrôle qui ne permet pas au gouvernement de gérer avec autoritéà partir d'un centre unique de décision. L'auteur soutient que le système ne sert pas le Parlement. Abstract:Among the more controversial privatizations that the Province of British Columbia announced in March 1987 were the sale of the soil, dairy and environmental laboratories. The last two performed testing to monitor private firms' compliance with provincial health and environmental regulations. A review of the three transactions offers lessons concerning both the process of privatization in British Columbia and the limits to privatization by contracting‐out. Privatization of elements of government regulatory functions presents three problems: first, private sector contractors may be subject to conflict of interest; secondly, complex and costly contract‐monitoring arrangements may be required to ensure the quality of work performed by contractors; and finally, failure of the contractual arrangements will have implications beyond the contract itself, ultimately affecting the government's ability to achieve its regulatory objectives.A striking feature of the privatization process was the inducements offered to government employees to get them to become private‐sector contractors. The province even accepted uncompetitive bids from employee groups, contradicting its own primary objective of privatization, to increase efficiency based on competition. The case studies also demonstrate that transaction and transition costs of privatization may be substantial, particularly for small operations.Sommaire:L'une des privatisations les plus controversées annoncées par la Colombie‐Britannique en mars 1987 fut la vente des laboratoires d'analyse des sols, des produits laitiers et de I'environnement. Il incombait aux deux derniers de ces établissements de procéder à des tests dans les entreprises privées pour s'assurer que les réglenients provinciaux sur la santé et l'environnement y étaient respectés. L'étude de ces trois transactions est révélatrice du processus de privatisation en Colombie‐Britannique et des contraintes pouvant résulter de la sous‐traitance. La privatisation de certains éléments de la fonction gouvernementale de réglementation présente trois probèmes: premièrement, les entrepreneurs du secteur privé peuvent se trouver en situation de conflit d'intérêt; deuxièmement, des dispositions complexes et coûteuses de surveillance des contrats peuvent s'avtrer nécessaires pour vérifier la qualité des travaux effectués par les entrepreneurs; et finalement, le manquement aux dispositions du contrat a des répercussions qui touchent non seulement celui‐ci, mais nuit égalementàla capacité du gouvernement d'atteindre ses objectifs de réglementation.Un fait étonnant a accompagné le processus de privatisation: les employés du gouvernement ont t été invités à devenir des entrepreneurs privés. La province a même accepté des offres non concurrentielles de groupes d'employés, contredisant ainsi l'objectif premier de la privatisation, soit accroitre l'efficacité par la concurrence. Abstract:This study examines the issue of local government autonomy through the study of municipal policy‐making. After a brief review of the debate over local autonomy, local government policies are grouped into four categories — developmental, allocative, redistributive and constitutional. The evidence examined derives from Ontario during the period from 1968 to 1988. Some increase in autonomy is found in the last three categories but not in that of developmental policy. The fundamental sources of municipal autonomy are found in the politicization of issues at the local level and in the behaviour of the provincial government, which may or may not see benefits to be derived from changes in local autonomy.Sommaire:Cet article étudie la question de l'autonomie des gouvernements locaux à travers leur processus d'élaboration des politiques. Après un bref aperqu du débat entourant l'autonomie locale, les politiques des gouvernements locaux sont groupées en quatre grandes catégories — développement, attribution, redistribution et constitution. Les données utilisées sont tirées de l'expérience de l'Ontario de 1968 à 1988. Elles permettent de constater une amélioration de l'autonomie dans les trois dernières catégories, mais pas dans celle de la politique de développement. En outre, il appert que les sources fondamentales d'autonomie municipale se trouvent dans la politisation des probèmes au niveau local et dans le comportement du gouvernement provincial, pour lequel des changements dans l'autonomie locale peuvent ou non

Abstract:The purpose of this paper is to expound the virtues of the case method, thereby conferring upon it the academic respectability it merits, but has not received. To do this, the paper discusses the use of simulations, cases and case studies in public management teaching and research. It is now important that public management training include a wide variety of skills, which can best be taught by simulation. Role‐playing simulation and the Harvard case method are both discussed as specific types of simulations. The author's experience with two IPAC cases is presented to show how cases and simulations can be used in the classroom. Finally, the case study approach to research is discussed in terms of comparative case methodology and the use of Bayesian, or experience‐based, statistics, as a way of testing hypotheses formulated in comparative case studies.Sommaire:Le but de cet article est d'exposer les avantages de la méthode d'étude de cas, lui conférant ainsi la respectabilité universitaire qu'elle mérite, mais qu'on ne lui a pas accordée. Afin d'atteindre cet objectif, le document examine l'utilisation des simulations, des cas et des études de cas dans l'enseignement et la recherche en administration publique. Il est important à l'heure actuelle que la formation en matière d'administration publique touche un large éventail d'habiletés, la meilleure façon d'y parvenir étant d'avoir recours aux simulations. La technique de mise en situation et la méthode des cas appliquée à Harvard sont étudiées en tant que types particuliers de simulations. L'auteur présente sa propre expérience avec deux cas de l'iapc afin de montrer comment on peut avoir recours aux cas et aux simulations dans l'enseignement. Enfin, l'auteur se penche sur l'étude de cas orientée vers la recherche en terme de méthodologie comparative, ainsi que sur l'utilisation de la statistique de Bayes, statistique fondée sur l'expérience, pour tester les hypothèses formulées dans
