Abstract:The purpose of this paper is twofold. First, it examines the deployment of Canadian experts and teachers in international development. Secondly, it assesses the extent to which the distribution of Canadian expertise among developing countries is consistent with the Canadian policy of concentrating on the needs of the poorest of the poor and those in greatest need. The results show that over one‐half of all Canadian experts go to Africa and that about 20 per cent are women, mostly in traditional female‐dominated professions. Using more objective social and economic development indicators, such as the Physical Quality of Life Index and Disparity Reduction Rates, however, the results show that the deployment of Canadian expertise does not reflect the real needs of many of the developing countries receiving aid from the Canadian International Development Agency.These contradictions and inconsistencies are discussed in the light of competing and often conflicting foreign policy objectives which often override the legitimate development needs of the most needy countries. Specific suggestions are made to alleviate some of the inconsistencies.Sommaire:Cet article poursuit un double objectif. Il se penche tout d'abord sur le contingent d'experts et de professeurs canadiens nommés à l'étranger dans le cadre du développement international. Ensuite, il évalue si la répartition des compétences canadiennes dans les pays en voie de développement est conforme à la politique canadienne selon laquelle il faut se concentrer sur les besoins des plus pauvres parmi les pauvres et des plus démunis. Les résultats montrent que plus de la moitié de tous les experts canadiens vont en Afrique et qu'environ 20% d'entre eux sont des femmes, celles‐ci exerçant surtout des professions typiquement féminines par tradition. Toutefois, en s'appuyant sur des indicateurs de développement économique et sociaux plus objectifs, comme 1'Indice de la qualité physique de la vie et les Taux de réduction des disparités, les résultats montrent que le contingent d'experts canadiens ne reflete pas les vrais besoins de beaucoup de pays en voie de développement bénéficiant de l'assistance de 1'Agence canadienne de développe‐ment international.Dans l'article, on analyse ces contradictions et ces illogismes à la lumière des objectifs de la politique étrangère, lesquels sont souvent en conflit les uns avec les autres et ne tiennent pas compte des besoins légitimes des pays les plus démunis en matière de développement. Abstract:The privatization of government‐owned corporations reflects both the trend towards a greater reliance on the market, and attempts to better manage the public sector. But while advocates of privatization assume that it will readily yield gains in efficiency, a number of problems arise if governments seek to pursue public policy goals following privatization. The Ontario Liberal government's privatization of the Urban Transportation Development Corporation illustrates the difficulty in completely disentangling the government and the corporation. Complicated links between the utdc and the government have evolved since its creation which were essential to the performance of the utdc either as a public or as a private corporation. Furthermore, the government sought to continue to protect employment using the utdc after privatization in addition to the utdc's original goal of promoting high technology in the field of urban mass transit. The resulting agreement between the government and the buyer, Lavalin, is a complex deal in which the government retains a substantial interest in the new firm. Rather than a sharp break between the government and the firm, what occurred was a change in the mix of instruments used by the government.Sommaire:La privatisation des sociétés d'État à fonction de gestion commerciales reflète deux tendances: une plus grande confiance dans le marché et une tentative de mieux gérer le secteur public. Pourtant, tandis que les tenants de la privatisation partent du principe que celle‐ci entraînera immédiatement une plus grande efficacité, un certain nombre de problèmes se posent dès lors que les gouvernements cherchent à poursuivre des objectifs de politique publique après la privatisation. La privatisation de la Société de développement du transport urbain (stdu) par le gouvernement libéral de l'Ontario illustre les difficultés qu'il y a à complètement dissocier la société d'État du gouvernement. Depuis la création de la stdu, les liens complexes qui unissent celle‐ci au gouvernement ont évolué. Ces liens qui étaient essentiels au bon fonctionnement de la stdu aussi bien comme société publique que comme société privée. De plus, après la privatisation le gouvernement a essayé de protéger l'emploi en s'appuyant sur la stdu malgré le fait que celle‐ci avait pour objectif premier de promouvoir une technologie de pointe dans le secteur du transport urbain en commun. L'entente qui a été conclue entre le gouvernement et l'acheteur, la société Lavalin, est un accord complexe selon lequel le gouvernementgarde des intérêts importants dans la nouvelle société. Abstract:The relative weakness of Canadian municipalities in their bargaining positions with central governments may, in certain circumstances, be effectively short‐circuited. In this case study of the 1984 attempt by the City of Edmonton to garner a larger portion of long distance tolls for its municipally owned telephone system from the provincial monopoly, it is demonstrated that a well‐developed civic campaign rooted in a strategic concept of gamesmanship can outflank constitutionally defined institutional impotence. What risks must be taken and how they can be moderated are considered. The lesson is that, as in any campaign, both tactics and strategy must be clearly defined, understood and adhered to for a winning scenario to result.Sommaire:La faiblesse relative des municipalités canadiennes quand elles négocient avec les gouvernements centraux peut, dans certains cas, être court‐circuitée de facon efficace. Dans cette étude, qui porte sur les tentatives qu'a faites en 1984 la Ville d'Edmonton pour détourner vers son propre système de téléphone une part importante des communications inter‐urbaines relevant de l'autorité d'un monopole d'Etat montre qu'une campagne municipale bien orchestrée et se fondant sur le concept stratégique de la victoire peut déjouer l'inefficacité institutionnelle érigée en système. On se penche ici sur les risques qu'il faut prendre et sur les moyens de les réduire. Sommaire:Cette étude teste s'il est vrai, comme on l'a prétendu, que le gouvernement Mulroney a procédéà un remaniement sans précédent du personnel des sousministres lors de son premier mandat. Il s'agit d'établir si 1) le remaniement a été exceptionnellement important comparativement aux pratiques antérieures à l'arrivée des conservateurs et 2) si ce remaniement a marqué une politisation accrue des sous‐ministres dans le sens que le gouvernement conservateur aurait donné la préférence aux hauts fonctionnaires qui partagent ses orientations idéologiques ou ses programmes d'action. Deux techniques d'enquête ont été mises à contribution: l'indice de mobilité des sous‐ministres calculé en nombre de départs, nominations et mutations, et une série d'entretiens semi‐directifs conduite auprès de hauts fonctionnaires et de responsables politiques. La conclusion est que les sous‐ministres ont échappéà une politisation accrue de leur fonction même s'ils ont été soumis à un remaniement d'une ampleur exceptionnelle lors des deux premières années du mandat conservateur.Abstract:This study examines whether it is true, as some have claimed, that the Mulroney government did an unprecedented reorganization of the deputy ministers' staff during its first term. We had to determine whether the reorganization was exceptionally extensive as compared to the practices prior to the Conservatives, and whether that reorganization constituted greater politicization of the deputy ministers in the sense that the Conservative government would have given preference to senior officials who supported its ideology and action programs. Two investigative techniques were used: the mobility index of deputy ministers, based on the number of departures, appointments and transfers, and a series of semi‐focused interviews with senior officials and politicians. Abstract:The cabinet decision‐making system of the last Trudeau government was the object of much criticism. The system purportedly frustrated individual ministers, relied excessively on central agencies, and made policy‐making difficult. Based on a study of the manner in which the federal government dealt with the issue of direct patient charges, this article argues that the failings of the Trudeau decision‐making system were exaggerated. Instead of being seen as a flawed attempt to structure how Ottawa decides, the Trudeau system of 1980–84 should be viewed as an important contribution towards the development of an effective cabinet decision‐making process.Sommaire:Le système de prise de décisions en vigueur dans le dernier gouvernement Trudeau a fait l'objet de nombreuses critiques. Le systètme était vraiment frustrant pour les ministres, s'appuyait beaucoup trop sur les organismes centraux et rendait toute décision politique difficile. Abstract:The Norman Wells project involved a tenfold expansion of the Norman Wells oilfield and construction of a 324‐mm (12‐inch) pipeline extending 870 kilometres up the Mackenzie Valley to northern Alberta. Completed in May 1985 after years of controversy, Norman Wells expansion was the first of several large hydrocarbon production and transportation projects likely to be completed in the Mackenzie Valley by the end of the century. Because of a highly innovative approach to project management, Norman Wells has been heralded as a model for future northern development projects.Construction was delayed seventeen months from the time of project approval in part to permit effective planning and the use of “special measures” during the construction phase. A major component of these special measures was the unique Norman Wells impact funding program set up to help manage negative effects and enable native involvement in the project. This paper assesses the planning and administration of two socioeconomic components of the impact funding program, using seven criteria drawn from the literature on socioeconomic monitoring and management.The subject programs failed to satisfy all but one criterion. Indeed, the administrative mechanisms used proved to be an serious impediment to effective socioeconomic impact management. This failure was rooted both in the politics of the impact funding package itself and in the historicalmodus operandiof the federal government, particularly the Department of Indian Affairs and Northern Development, in the north.Sommaire:Le project Norman Wells comprenait l'expansion en 10 volets du champ pétrolifère du même nom et la construction d'un oléoduc de 324 mm de diamètre, s'étendant sur 870 kilomètres le long de la vallée Mackenzie jusqu'au nord de 1'Alberta. Ce projet, qui a été terminé en mai 1985 après des années de polémique, était le premier de plusieurs grands projets dans le secteur de la production et de l'acheminement des hydrocarbures à avoir toutes les chances d'être fini dans la valée du Mackenzie avant la fin du siècle. En raison de la façon tout à fait nouvelle dont a été abordée sa gestion, on a dit du projet Norman Wells qu'il servirait à l'avenir de modèle aux projets de développement dans le Nord.La construction n'a débuté que 17 mois après que le projet a été approuvé en partie . pour permettre une planification efficace de façon que des mesures spéciales. soient appliquées pendant la construction. (mainc 1981:4). Un des éléments importants des mesures spéciales était le programme de financement à fort impact Norman Wells, tout à fait unique, mis sur pied dans le but de gérer les effets négatifs et de permettre aux autochtones de participer au projet. Dans cet article, on évalue la planification et l'administration de deux éléments socio‐économiques du programme de financement à fort impact en s'appuyant sur sept normes tirées des documents scientifiques portant sur la surveillance et la gestion dans le domaine socio‐économique.Les programmes ont échoué dans tous les domaines, sauf un. En effet, les mécanismes administratifs auxquels on a eu recours ont été un sérieux handicap pour gérer le projet de façon efficace d'un point de vue socio‐économique.
