This article discusses the antiwar work and pacifist writings of the founder of the War Resisters League. Jessie Wallace Hugh. The intertwining of the biographical and organizational narrative approach to writing history permits the author to explore the interplay of the personal and political in the life of Jessie Hughan. The author argues that Hughan played a central role in the new pacifist movement of the post‐World War I era. This view of Hughan is contextualized in terms of what scholars are now discovering about the interconnections among progressive and left‐wing politics, feminism, and pacifism in the era that spans World War I and World War

This article examines the role of grass‐roots efforts in the promotion of alternative development strategies and the relationship between participatory development and social change. Historians have increasingly written of World War II as a turning point in African American history. However, wartime change was part of an ongoing process and often occasioned considerable resistance. The riots of 1943 point to the complexity of the war's impact. However, there is little doubt that wartime social and economic change, coupled with the experience of military service, did much to foster a mood of hope and expectation among African Americans. This was sustained by the continued pressures arising from America's new world role and the growing recognition among the White population that the nation's professed principles did not accord with its racial practices. It was the persistence of racial discrimination in the face of these pressures that ultimately produced the civil rights revolt of the 1950s.

This article takes stock of the ongoing negotiations on arms control and regional security in the context of the multilateral peace talks on the Middle East. It examines the background conditions that made these negotiations possible and the problem of designing the right sequence within which different issues are addressed. The author reviews the role of confidence‐building measures in the early stages of arms control negotiations. Next, it is explored why certain sequences may help the current partners to the negotiations in two ways. First, they may induce those countries that have not yet joined the multilateral negotiations to do so. From the premise that how we make peace is determined by how we define peace, this article attempts to add some clarity to the conceprualizations of peace and there by to peace research and practice. It identifies two basic orientations or paradigms of peace and elements of the worldviews that underlie each paradigm, drawing on contemporary conceptualizations and on philosophical and historical works. The two paradigms are contrasted with each other, and they are viewed as locations on a continuum of peace understanding that shows a way for peace researchers, practitioners, activists, and educators to communicate about peace. This article attempts to establish some common conceptual ground to enable all those concerned about peace to work together more effectively.
