Feminhm has focused our aittention on gender coflicts; but paradoxically, it has long embraced the ideal of an egalitarian and peaceful social onder. Three theories are plumbed for their contributions to this ideal: the social construction perpective, the theory of gender differences, and the theoretical dmmand for epistemological revision. Among those theorists given sustained attention are Peter Berger and Thomas Luckmann, Gerda Lerner Carol Gilligan, and Susan Griffin. The relevance of numerous feminist ideas to other areas of conflict resolution is noied.

In September 1993 an outline peace agreement was signed between Israel and the Palestinians. This represented a major step in the peacemaking process between two hostile parties, but since then hopes of progress have plummeted. Whatever the outcome of the current phase, it is clear that some kind of Palestinian political entity must be established if the minimal demands of the Palestinians are to be met. If such a political entity is to survive and the overall peace process toward a final resolution of the conflict is to progress, then a sustained peace‐building effort is required. Among many other things, sustained constructive work is necessary to create a new environment within the occupied territories that will deal with the underlying economic, social, cultural, humanitarian, and political problems that, if left unattended, will undermine any negotiated peace agreement. The Woman's Peace Party (WPP), founded in 1915, represented the first national separate women's peace society established in the United States. Some of its principal founders, though, were uncertain initially about the idea of creating a gender‐exclusive group. Their uneasiness did not prevent the formation of the WPP, but the issue failed to go away. Rather, the separatist question affected WPP actions throughout World War I. Of all the WPP leaders who struggled with the separateness issue, the one who faced the dilemma most directly was Crystal Eastman, the guiding force of the organization's New York City branch. Western governments are increasingly seeing the issues of refugees and migrants in terms of national security. This article surveys the changing paradigms used to understand and respond to forced migration, including humanitarian/emergency approaches, foreign policy, human rights, development, and the emerging national security paradigm. The article explains some of the reasons for the emergence of this security paradigm and outlines the security concerns of host governments. The consequences of a focus on security are examined and the alternative of an approach based on common security is explored. The article concludes that an emphasis on common security and peace offers many advantages in dealing with both the causes and the consequences of forced migration.
