SummaryTHE EFFECTS OF SOCIO‐ECONOMIC CHANGES OF A SPANISH PUEBLO ON COMMUNITY COHESIONThis paper discusses the effect of economic and social changes on a small village of a hundred people situated in the Spanish Pyrenees. Although on the margin of urbanised Spanish society, this community is increasingly dependent on forces that originate outside the village: the influence initially of industrial migrants, and latterly, tourists and land developers. As the composition of the community has changed it has become increasingly difficult for groups of people in the village to regard themselves as part of a collective entity with shared traditions and institutions. The changes in Gema, and the responses to those changes, provide a commentary on the way rural communities relate to largely urban and national social systems.ResuméL'impact deL'evolution socio‐economique sur la cohesion communautaire dans un village espagnolCet article expose les effets de l'évolution économique et sociale dans un petit village d'une centaine d'habitants des Pyrénées espagnoles. Bien qu'en marge de la société urbaine espagnole, cette communauté est de plus en plus dépendante de forces qui lui sont extérieures; dans um premier temps, l'influence des migrants sectoriels et plus récemment, celles des touristes et les «aménagears’. La structure de la communauté ayant subi des modifications, il devient de plus en plus difficile pour les différents groupes du village de se considérer comme partie d'une entité collective. Les évolutions que subit actuellement le village de Gema et les modifications qu'elles entrainent livrent un commentaire sur les relations entre les communautés rurales et les systèmes sociaux nationaux

SummaryINDUSTRIALIZATION WITHOUT DEVELOPMENT: A COMMENT ON AN ITALIAN CASE STUDYThe changes in economic and social structure of Southern Italy have determined a situation very different from the image made famous by the studies carried out in the fifties. A problem that deserves attention is the lag between economic growth and social development. This issue has been faced in a research publication by Hytten and Marchioni through an intensive study of an Italian town invested by a process of industrialization. The authors discard the socio‐cultural interpretation of underdevelopment and attribute it to the colonialist attitude that has characterized industrial intervention in Southern Italy.This character of industrialization has implied a class alliance between the advanced industrial capitalist forces and the local reactionary bourgeoisie, whose patterns, particularly patronage have been exploited by the industry settled in the town. A contradiction, particularly in the conclusions, is that the authors propose reformist solutions which do not question the logic of the system, though they have found the causes of underdevelopment in the class structure of the system.RésuméINDUSTRIALISATION SANS DEVELOPPEMENT: A PROPOS DE L'ETUDE d'un CAS ITALIENLes changements de la structure économique et sociale de l'Italie du Sud ont déterminé une situation très diverse de l'image rendue fameuse par les études des années y o. Un problème qui devrait attirer l'attention est la disparité entre la croissance économique et le développement social. Ce thème a été affronté dans la recherche récente de Hytten et Marchioni, à travers l'étude intensive d'une petite ville investie d'industrialisation. Les auteurs écartent l'interprétation socioculturelle du sous‐développement et attribuent l'absence de développement social à l'attitude colonialiste qui a caractérisé l'industrialisation du midi italien.Ce caractère de l'industrialisation a impliqué une alliance de classe entre les forces capitalistes industrielles avancées et la bourgeoisie réactionnaire locale dont les modèles, surtout le clientélisme, ont été exploités par la grande industrie insérté dans la ville. SummaryTHE FARMER AND OCCUPATIONAL CHANGEOne of the main aspects of development in agriculture is the drift of labour from farming to other occupations. As in most countries, the number of farmers in the Netherlands who change their occupation is small compared with what would be necessary to bring about a fundamental and rapid improvement in agricultural production structures. This article attempts to offer an explanation for the inertia of farmers regarding a change in occupation. The main conclusion is that farmers are conditioned to continue their work as farmers in such a way that certain inhibitions tend to restrict them to a greater extent than most other occupational groups faced with a similar dilemma.Résumél'agriculteur et le changement de professionL'un des principaux aspects du développement de l'agriculture est le passage des travailleurs agricoles vers d'autres emplois. De même que dans de nombreux autres pays, le nombre des agriculteurs qui, aux Pays‐Bas, quittent un emploi agricole pour une autre profession est inférieur à celui qui serait nécessaire à une amélioration rapide et fondamentale des structures de production agricoles. SummaryCONCEPTUAL LIMITS OF DEVELOPMENT COMMUNICATIONS THEORYConventional theoretical assumptions are drawn from development communications research and are challenged on the grounds that as theoretical concepts they are inadequate guides to the selection of data and the resolution of development problems. The first conceptual fallacy results from the regular practice of choosing operational examples and analogies from the experiences of developed rather than underdeveloped countries. This is especially evident in terms of a bias favoring technology (especially U.S. technology) as a correlate to communication phenomena and as a solution to development problems. The second fallacy results from the use of inappropriate and frequently untested theoretical models within communication research causing a distorted view of the role of communication in relation to social and behavioral systems.The first issue is argued by presenting a review of empirical studies which show that communication processes and the adoption of new technology does not go on apart from the factors which define the behavior of the socjal, economic and political system. Correlational analyses are of little value in explaining communication processes, or in establishing their role in relation to development.The second issue is addressed by suggesting that communication be viewed as part of a social interaction theory in which communication is treated as a process which unveils and transforms reality in the exchange of information among persons, Communication can be defined as a process of accumulating and integrating intelligence. This reformulation shifts the research focus from questions of how communication functions to change persons (senders or receivers), to how it functions to change and transform ideas. Concepts, ideas, interests and positions can then be used as the primary units of analysis.RésuméLES RELATIONS ENTRE LE DEVELOPPEMENT ET LA COMMUNICATION (1): LES LIMITES CONCEPTUELLES DE LA THEORIELes hypothèses théoriques conventionnelles sont issues de recherches portant sur les relations entre développement et communication et sont contestées dans la mesure où elles sont inadéquates en tant que concepts théoriques, pour la sélection de données et la résolution des problèmes de développement. La première erreur conceptuelle résulte du choix habituel parmi des expériences réalisées dans les pays développés et non dans ceux en voie de développement, des exemples opérationnels et des analogies. Cette modalité constitue un biais qui favorise tout particulièrement la technologie (spécialement la technologie américaine) quant à sa place dans les processus de communication et comme solution aux problèmes de développement. La seconde erreur résulte de l'utilisation dans les recherches concernant la communication de modèles théoriques inadéquates, fréquemment non testés. Il en découle une vue erronée du rôle de la communication dans le systéme social et les comportements.La première assertion est démontrée par la présentation d'une revue des études empiriques qui montre que les processus de communication et d'adoption d'une nouvelle technologie ne se produisent pas in‐dépendemment des facteurs qui déterminent le comportement du système social, économique et politique. Les analyses de corrélation ont peu de valeur pour expliquer les processus de communication ou leur rôle dans la dynamique du développement.La seconde affirmation est abordée en suggérant que la communication soit perçue come partie d'une théorie de«l'interaction sociale» dans laquelle elle serait envisagée comme un processus dévoilant et transformant la réalité dans le réseau d'échanges d'in‐formations entre agents. La communication peut êre définie comme un processus d'accumulation et d'intégration de l'information. SummaryTHE EXTENSION OFFICER IN PERSONAL DISCUSSIONThe paper contains an exploratory effort to analy the factors which determine the effectiveness of personal discussion as an extension method. The basic data for the paper consist of an inquiry among a small number of farmers and extension workers, ad hoc observations during a workshop on methods of personal discussion at Wageningen, and experience. The point of departure for an analysis of the extension agent's behaviour in personal discussion is the client's expectations regarding his behaviour. A number of such expectations among Dutch farmers are presented.From these expectations, a number of variables (15) are developed which describe the conditions under which personal discussion occurs. These conditions allow the formulation of a number of sub‐roles ‐ appropriate for the conditions ‐ which the extension worker can enact in personal discussion. The sub‐roles presented are:1. one who asks for information;2. one supplying information;3. one supplying cut and dried advice;4. one who sustains the client's confidence in what he intended doing anyway;5. one who helps the client to think rationally;6. one who helps the client to overcome his emotions. Awareness of such sub‐roles will allow the extension worker to play the appropriate one for the conditions which are present and to choose deliberately among the alternatives available.The paper ends with some practical suggestions on how best to conduct a personal dipssion.RésuméLE CONSEILLER AGRICOLE ET L'ENTRETIEN DE CONSEILCet article constitue une première analyse des facteurs conditionnant l'eficacité de l'entretien en tant que méthode de vulgarisation. Les données de base ont été fournies par une enquête réalisée sur un petit nombre d'agriculteurs et de conseillers, par des observations faites dans un groupe de travail à Wageningen sur les méthodes de contact et d'entretiens, par l'expérience. Cette analyse du comportement du conseiller au cours des entretiens a pour base l'ensemble des attentes des clients dont certaines sont évoquées dans cet article.L'analyse de ces attentes a mis en évidence un certain nombre de variables (15), caractéristiques des conditions dans lesquelles l'entretien intervient. La détermination de ces situations permet la formulation de rôles composants appropriés, que le conseiller peut mettre en jeu au cours de l'entretien. Les rôles composants présentés sont:1) celui qui demande de l'information,2) celui qui fournit de l'information,3) celui qui fournit la solution détaillée,4) celui qui aide le client à prendre confiance en lui‐même et à réaliser ce que ce dernier avait l'intention de faire,5) celui qui aide le client à penser rationnellement,6) celui qui aide le client à surmonter ses émotions.La prise de conscience de ces rôles composants permettra au conseiller de jouer celui qui convient à chaque situation et de choisir délibéré‐ment parmi les alternatives disponibles.L'artide se termine par quelques suggestions

SummarySTRUCTURAL POLICIES AND SOCIAL CHANGEThe article deals with the socio‐psychological problems and inter‐dependencies of structural changes in rural regions. Particular attention is paid to the attitude of the rural population towards the continuously changing environment; whether structural change influences the partly traditional attitude and behaviour and whether measures of structural change can speed up the psychical process of adaptation.The paper is based on research by the Agrarsodale Gesellschaft, Gottingen in ten rural communities of North Rhine‐Westfalia. Main results from the research, among others, are:1. The traditional principles of peasant's farm management are only indirectly influenced by measures of structural improvement. Decisions about farm organization are forced upon the farmers; but they are mostly not connected with a basic change of attitudes towards modern, entrepreneurial management.2. The interest of the rural population in education hardly differs anymore from that of the urban population. Here, a basic change of attitude towards education and training has occurred. But, there are insufficient modern institutions for education and learning in the countryside which cannot fully match the readiness to learn.3. Mobility of profession and occupation is still quite low. In particular, those farmers whose holdings do not provide a satisfactory livelihood are rarely willing to change their profession so far.4. Structural change has promoted rather than hindered, a growing solidarity among farmers. The rural population has more social contacts and relations than other groups in the population. Apparently, the impact of help between neighbours is on the increase.5. The attitude of the agricultural population towards taking holidays and leisure‐time differs essentially from that of other groups. Regular leisure‐time and annual holidays are not normal. This is not due only to the tense work situation. Often farmers have a feeling of guilt if they take some days off from their usual activities.6. In all farms, it was found, the socio‐psychological process of adaptation is most successful with the generational change. Change and adaptation among the rural population to changing environmental conditions does not occur automatically and can be influenced by structural measures to only a small extent. Decisive impulses towards a change in the dominant attitudes, though, can be affected by intensive information, extension and education for the population concerned.RésuméEVOLUTION STRUCTURELLE ET CHANGEMENT SOCIALCet article traite des problèmes psycho‐sociologiques et de l'inter‐dépendance des évolutions structurelles dans les régions rurales. Une attention toute particulière y est accordée à l'attitude des populations rurales vis‐à‐vis d'un environnement en perpétuel mouvement, soit que ces évolutions structurelles influencent les attitudes et les comportements relativement traditionnels, soit que ces mesures puissent accélérer le processus psychologique d'adaptation. Cet article a pour fondement un travail de recherche effectué par «Agrarsoziale Gesell‐schaft, Göttingen» dans dix communautés rurales de Rhénanie‐Westphalie. Cette étude, entre autres données, a permis d'établir les résultats suivants.1. Les principes traditionnels de gestion de l'exploitation agricole ne sont qu'indirectement influencés par les mesures d'amélioration structurelle. Les décisions concernant l'organisation de l'exploitation s'imposent à l'agriculteur mais ne sont pas, dans la plupart des cas, le résultat d'une évolution des attitudes vers une gestion de type entrepreneur.2. L'intérêt que les populations rurales portent à l'enseignement differe largement de celui des populations urbaines; mais, une évolution fondamentale des attitudes vis‐à‐vis de l'enseignement et de la formation s'est produite. Cependant, les établissements d'enseignement et de formation sont encore en nombre insuffisant dans le milieu rural, pour étancher la soif d'apprendre qui se manifeste.3. La mobilité professionnelle est encore faible. En particulier, les agriculteurs dont les exploitations ne leur assurent pas un niveau de vie suffisant ne se sont pas montrés, jusqu'à préent, très disposés à changer de métier.4. Les transformations structurelles ont plus favorisé l'activité de groupe des agriculteurs qu'elles ne l'ont freinée. Txs populations rurales ont plus de contacts et de relations que les autres strates de la population. A première vue, l'entraide est en augmentation.5. L'attitude des agriculteurs vis‐à‐vis des vacances et des loisirs est essentiellement différente de celle des autres groupes sociaux. Les loisirs et les vacances, pris de manière régulière' n'entrent pas dans les normes habituelles, et ceci n'est pas uniquement dûà un travail intensif. Très souvent, les agriculteurs ont un sentiment de faute s'ils prennent quelques jours de vacances pendant le temps normal de leurs activités.6. Il ressort des conclusions de cette étude, que le processus psychosocial de l'adaptation s'effectue plus rapidement lorsque se produit conjointement un changement de génération. Le changement et l'adaptation des populations rurales à une évolution de l'environnement ne se produisent pas automatiquement et ne peuvent être influencés que dans une très faible mesure, par des mesures structurelles.
