SUMMARYThe paper attempts to present a framework for a number of sociological considerations involved in the analysis of water resources development practices. Special emphasis is given to the nature of some organizational implications connected in irrigated areas in tropical countries and to various constraints affecting the development and future use of water resources for agricultural purposes.The main argument is that in many heavily populated countries there is much scope for the improvement of organizational measures concerning water utilization besides the development of natural water resources as such. In describing problems of water development a systems approach is advocated, which attempts to integrate social and physical dimensions in order to achieve maximum utilization of water resources.The conclusion is the paper delineates the importance of the participation of water users in the planning and implementation of projects and to make provisions for flexibility in water management.RéSUMéCet article essaye de présenter un cadre pour tout un nombre de considérations ?importance pour ľanalyse des méthodes employées dans le cadre du développement des ressources en eau. Ľaccent est mis tout particuliérement sur la nature de certaines implications pour Porganisation dans les zones irriguées des pays tropicaux, et sur les différentes contraintes affectant le développement des ressources en eau et leur usage ultérieur dans ľagriculture. Ľargument principal est que dans beaucoup de pays tres peuples, parallélement au développement des ressources naturelles en eau, il y a un large champ de manoeuvre pour amdliorer ľorganisation de ľutilisation de ľeau. En décrivant le probleme du développement des ressources en eau, nous défendons une approche systématique qui essaie ?intégrer les dimensions sociales et physiques afin ?atteindre une utilisation maximale des ressources en eau.La conclusion de ľarticle esquisse Pimportance ?une participation des utilisateurs de ľeau à la planification et à la mise en aeuvre des projets, et celle ?une grande flexibilityé dans le cadre de la gestion de ľeau.ZUSAMMENFASSUNGDieser Artikel versucht einen Oberblick über eine Anzahl soziologische Problemstellungen in Bezug auf die Analyse der Entwicklung von Verfahren zur Nutzung von Wasserressourcen zu geben. Beson‐deres Augenmerk wird dabei auf die Bedeutung einiger organisatorischer Gesichtspunkte in bewässerten Gebieten tropischer Länder und auf diverse Constraints, die auf die Entwicklung und auf den zukünftigen Gebrauch von Wasserressourcen für landwirtschaftliche Zwecke Einfluß nehmen, gerichtet.Neben der Entwicklung natürlicher Wasserressourcen, so das Hauptargument, besteht in dichtbevölkerten Landern ein großer Spielraum zur Verbesserung organisatorischer Maßnahmen zur Wassernutzung. Bei der Beschreibung von Problemen der Entwicklung der Wassernutzung wird ein Systemansatz befürwortet, der soziale und physische Dimensionen zu integrieren sucht, urn hierdurch zu einer maximalen Ausnutzung der Wasserressourcen zu gelangen.Die Schlubxfolgerung dieses Artikels zeigt die Bedeutung sowohl der Teilnahme von Wassernutzern an Planung und Durchführung von Projekten, als auch der Sicherstellung

SUMMARYThe soviet village remains, as in the past, a rural community with its popular assembly (shod) and its own court. Owing to collectivisation, it has become a collective productive unit (kolkhoorsovkboq) whereas its former administrative functions have been assumed by the ruralsoviet.A new stratification, prompted by the Party, has evolved as a result of which a man's qualifications and the nature of his work matter more than the property status. The traditional peasant culture is still alive in the field of housing, diet, arts and behaviour, Nevertheless, the urban model is responsible for changes in consumer habits and rapid migration of youth from countryside to towns in spite of recent efforts at die modernisation of rural settlements.RÉSUMÉLe village soviétique reste comme autrefois une communauté‘avec son assemblée (shod), sa justice populaire. Sous ľeffet de la collectivisation, il s'est mué en une unite’?exploitation collective (kolkhoousovkhoz), tandis que ses fonctions administratives sont assumees par lesovietrural. Sous Taction du Parti une nouvelle stratification apparaît où la qualification et la nature du travail comptent plus que le régime de propriété. ľanciene civilisation paysanne reste vivace dans ses aspects matériels (habitation, alimentation, etc.) et culturels (arts populates, mentalités). Toutefois le modéle urbain modifie les habitudes de consommation et provoque ľexode de la jeunesse malgréľeffort de modernisation des villages regroupés.ZUSAMMENFASSUNGDas sowjetische Dorf bleibt, wie in der Vergangenheit, eine ländlichc Gemeinschaft mit öffentlicher Versammlung (Shod) und eigenem Recht. Durch die Kollektivierung ist sie eine kollektive Produktions‐einheit (KolchosoderSowchos) geworden, wobei friihere administrative Funktionen durch den ländlichen Sowjet übernommen wurden. Eine neue, von der Partei veranlaßte Stratifikation wird sichtbar, bei der die Qualifikation eines Menschen und die Art seiner Arbeit mehr zahlen, als sein ökonomischer Status. Die traditionnelle bäuerliche Kultur besteht jedoch weiterhin in materieller (Wohnung, Verpflegung) und in kultureller (Volkskunst, Mentalität) Hinsicht. SUMMARYIn this paper it is argued that there are three types of rural Welsh community, firstly, what has been called ‘a countryside of scattered settlements’, secondly, the rural village and, thirdly, the market town. In suggesting these three ideal types we have been concerned to demonstrate the usefulness of ideal type theory when employed in a critical fashion and, at the same time, to demonstrate that the problem of distinguishing the various types of rural community which exist is a more fruitful problem for a sociologist to explore than the problem of distinguishing the rural from the urban.RESUMEDans cet article on argumente que le Pays‐de‐Galles comprend trois types de communautés rurales; en premier lieu ce qui a été décrit comme ‘une contrée ?agglomérations dispersées’, en second lieu le village rural, en troisiéme lieu le bourg. En proposant ces trois types idéals, nous avyons essayé“de montrer ľutilityé” de la théorie des types idéals lorsque elle est appliquée ?une facon critique, et, en même temps, de prouver que le probléme ?une distinction entre les divers types dc communauté rurale est, pour les sociologies, un probléme plus prometteur à explorer que celui ?une distinction entre le type rural et le type urbain.ZUSAMMENFASSUNGIn diesem Artikel wird behauptet, daß es drei Typen ländlicher Ge‐meinden in Wales gibt: Erstens was man unter ‘Streusiedlungen auf dem Lan? versteht, zweitens die ländlichen Dörfer, drittens die Marktstädte. SUMMARYIn the french Alps and in the Pyrenees sheepmen just as sheepherders take part in tending transhumant herds. The sheepherders are recruted in general from other regions of the country, foreign countries of southern Europe and the north African continent.There are four different types of sheepfarming:a) pure sheepfarms, b) pure sheepfarms with the placing of small flocks on farms in the plain for hibernation, c) sheepfarms with agriculture, d) milkproducing sheepfarms.The size of the sheepfarm is also determined by the type of farming. It has grown larger during this century, whereas the number of farms has diminished at the same time.Among the high‐mountain communities with transhumant farming there are villages with dominating sheepfarming, with tourism, with industry and such with central facilities. For all these communities the high portion of high meadows is significant. For lowland‐communities with important sheepfarming, which mostly are pure agricultural villages, large areas of natural grazing land are of the same importance.RÉSUMÉDans les Alpes françaises et dans les Pyrénées, éleveurs et bergers salariés participent pour la même part à la surveillance des troupeaux transhumants. Les bergers salariés sont en général recrutés dans ?autres régions du pays, dans ?autres pays ?Europe et sur le continent Nord‐Africain.On distingue 4 formes differentes ?exploitation:a) les exploitations pratiquant uniquement ľélevage, b) les exploitations pratiquant uniquement ľélevage avec placements en hivernage par petits troupeaux dans des exploitations de plaine (gazailhe),c) les exploitations ?élevage pratiquant également la culture, d) les exploitations ?élevage pratiquant également la production de lait. La taille des troupeaux, qui a augmenté au cours de ce siécle, tandis que pendant la même période le nombre des exploitations a diminué, dépend également des différentes formes ?exploitation.Parmi les communes de haute‐montagne pratiquant ľelevage transhumant on trouve des communes ?éleveurs, de tourisme et ?industrie ainsi que des communes disposant ?une organisation administrative centralisée. Elles se caractérisent toutes par la grande place que prennent les pâturages ?altitude dans ľutilisation du sol. Pour les communes de plaine pratiquant une transhumance importante, qui sont en régie générale des communes uniquement agraires, les vastes surfaces de landes sont ?une importance correspondante.ZUSAMMENFASSUNGIn den französischen Alpen und in den Pyrenäen sind Viehzüchter und Lohnhirten in gleicher Weise an der Beaufsichtigung der transhumanten Herden beteiligt. Die Lohnhirten rekrutieren sich in der Regel aus anderen Regionen des Landes, aus dem südeuropäischen Ausland und dem nordafrikanischen Kontinent.Es lassen sich 4 verschiedene Betriebsformen unterscheiden:a) reine Herdenbetriebe, b) reine Herdenbetriebe mit Pensionsweide, c) ackerbauliche Herdenbetriebe, d) milchproduzierende Herdenbetriebe. Nach der Betriebsform richtet sich auch die Herdengroße, die im Laufe dieses Jahrhunderts zugenommen hat, während sich gleichzeitig die Anzahl der Betriebe verringerte.Unter den Hochgebirgsgemeinden mit bedeutender transhumanter Viehwirtschaft gibt es Viehzüchter‐, Fremdenverkehrs‐ und Industriegemeinden, sowie Gemeinden mit zentralen Einrichtungen. Für alle ist der hohe Anteil der Hochweiden an der Bodennutzung kennzeichnend. Für Tieflandgemeinden mit bedeutender Trans‐humanz, die in der Regel reine Agrargemeinden sind, sind

SUMMARYA deliberate shift in the World Bank's policy over the past six years has resulted in a widening and deepening of lending for agriculture and, in particular, for rural development programs, defined as programs with an antipoverty focus, targeted toward benefiting small farmers. The new lending strategy elicited new types of projects and is confronted with new economic, sociological, institutional and technological problems. Additional research is needed to examine the conceptual framework and the operational experience of rural development projects and for designing monitoring and evaluation systems for such programs.RésuméAu cours des six dernières années, la Banque Mondiale, ayant modifyéRural Development Sector Policy Paper, World Bank; February 1975. sa politique, a accru de façon sensible ses prêts au monde agricole notamment dans le cadre de programmes de développement rural orientés vers les petits agriculteurs dans le but de réduire leur pauvretea. Si cette nouvelle stratégie a fait naître de nouveaux types de projets, on se trouve confronté maintenant à de nouveaux problèmes ?ordre économique, sociologique, institutionnel et technologique. En conséquence, le besoin ?un programme de recherche complémentaire se fait sentir pour examiner la conception mecme de ces programmes de développement rural, lcaron;expdrience qui s'en dégage et pour concevoir des systèmes de suivi opérationnel et ?eavaluation adaptés à ce genre de programmes.ZUSAMMENFASSUNGEin Umdenken in der Politik der Weltbank hat in den vergangenen sechs Jahren zu einer Erweiterung und Vertiefung der Kreditvergabe für ländwirtschaftliche und insbesondere für ländliche Entwicklungs‐programme geführt. Programme, in deren Brennpunkt die Bekampfung der Armut stehen, und die auf eine Förderung von Kleinbauern zielen. Die neue Strategic der Kreditvergabe bedingte neue Projekt‐formen und stieß auf neue ökonomische, soziologische institutionelle und technologische Probleme. Ergänzende Forschungsarbeit ist notwendig, um einerseits die konzeptionellen Rahmenbedingungen und die Erfahrungen bei der Durchführung ländlicher Entwicklungs‐projekte zu untersuchen und andererseits Systeme zur Planung, Über‐wachung un
