SummaryTRACTORIZATION OF AGRICULTURE: THE SOCIAL HISTORY OF A GERMAN VILLAGEThis paper explores certain aspects of the phenomena associated with rural modernization in a selected case. It traces the chain of events and changes in attitudes that led to the introduction of tractors and, subsequently, to the problem of ‘over‐mechanization’ of agriculture in a once traditional, relatively isolated, peasant village in southern Germany.An acculturation model is employed for analytical purposes. Diffusion is treated as the necessary condition for technological modernization to occur and the roles and attitudes of initial adopters are explored in detail. Four socio‐historical stages are studied: i) presentation, 2) acceptance, 3) integration, and 4) aftermath or repercussions.One unanticipated consequence has been the problem of over‐mechanization relative to the productive capabilities of existing land resources. Land is regarded as the only basis for economic security in an uncertain world, and villagers cling to their holdings even though almost all are employed in industry. The use of modern machinery is considered essential. This phenomenon, which may be inefficient on a strictly cost‐account basis, may nevertheless be functional in social terms, serving to stabilize a rural society in transition.ResuméLA TRACTORISATION EN AGRICULTURE l'HISTOIRE SOCIALE D'UN VILLAGE ALLEMANDCet article envisage, au travers de l'étude d'un cas particulier, certains aspects du phénomène de la modernisation en milieu rural. II retrace Penchainement des évènements et l'évolution des attitudes qui ont conditioné l'introduction des tracteurs, puis le sur‐équipement de l'agriculture dans un village agricole traditionnel, relativement isolé du sud de l'Allemagne.l'analyse est réalisée au moyen d'un modèle d'acculturation. La diffusion y est considérée comme une condition nécessaire à la modernisation technologique. Les rôles et attitudes des premiers utilisateurs y sont étudiés dans le détail. Quatre étapes socio‐historiques sont envisageées: 1) I'offre ‐ 2) l'acceptation ‐ 3) 1'intiégration et 4) les repercussions.l'une des conséquences inattendues de ce processus a été le sur‐équipement en fonction des potentialités des terres disponibles. La terre est percdue comme la seule garantie de la sécuritééconomique dans un monde incertain et les ruraux s'accrochent à leurs exploitations, bien que la plupart d'entre eux soient employés dans 1'industrie. l'utilisation de matériel moderne, percue comme essentielle, peut être, d'un point de vue strictement Économique, considéré comme un gaspillage inefficace. Par contre, cette mécanisation peut être envisageée comme nécessaire dans la mesure où elle stabilise une société rurale en mutation.ZusammenfassungTRAKTORISIERUNG DER LANDWIRTSCHAFT DIE SOZIALE GESCHICHTE EINES DEUTSCHEN DORFESDer Artikel untersucht gewisse Aspekte der Erscheinungen, die mit der Modernisierung des flachen Landes zusammenhängen, in einem ausgewählten Falle. Er spürt die Kette von Ereignissen und Veränderungen in den Verhaltensweisen auf, die zur Einführung des Traktors und anschließend zum Problem der Übermechanisierung der Landwirtschaft in einem früher traditionellen, relativ isolierten Bauern‐dorf Süddeutschlands geführt haben.Für Zwecke der Analyse wird ein Akkulturationsmodell benutzt. Die Verbreitung von Neuerungen wird als die notwendige Bedingung für die technologische Modernisierung angesehen, und die Rollen und Verhaltensweisen der Landwirte werden im Detail analysiert die die Neuerungen zuerst aufnehmen. Vier sozio‐historische Stufen werden untersucht: i. Präsentierung, z. Annahme, 3. Integration, 4. Nachwirkungen.Eine nichtvorauszusehende Konsequenz war das Problem der Übermechanisierung im Verhältnis zu den produktiven Möglichkeiten der gegebenen Bodenresourcen. Der Boden wird in einer ungewissen Welt als einzige Grundlage ökonomischer Sicherheit angesehen, und die Dorfbewohner halten an ihren Betrieben fest, obwohl fast alle in der Industrie beschäftigt sind. SummarySOCIO‐ECONOMIC STRUCTURE AND DIFFUSION OF INNOVATION IN THE RUMANIAN CO‐OPERATIVE VILLAGEThe investigation in two Rumanian villages aimed to establish to what extent the speed at which innovations are adopted or the readiness to accept them may be determined by the following factors: 1) information, and its role in the process of adopting an innovation; 2) the traits of the general socio‐economic system; 3) the characteristics typical of the village in its capacity as a social system, and the degree to which its members have identified themselves with the system; 4) the social status of the individuals; 5) the rationale of the behaviour of the individuals with respect to the co‐operative farm; 6) the type of interest taken in innovations (the motivation for adopting them). The innovations considered were: the mechanisation of the various farming tasks and the degree of use of chemical fertilisers, of insecticides and fungicides, of selected seeds and of industrial fodder. In addition to the diffusion of technical innovations in agricultural production, the study also embraced the penetration of technical innovations in the private life of the peasant's family (diffusion of household appliances and of mass media).The research centred on the co‐operative farm since, in Rumania's co‐operative agricultural system, the function of the individual plots of land is quite different from that of the privately‐owned land of the individual peasant.The survey showed the decisive significance of the social agrarian structure, which sets its seal on the speed of innovation diffusion in agriculture. In co‐operative agriculture, it is not the information on technical innovations that is the main agent in their diffusion. The admission of technical novelties depends on deeper, structural factors, namely, the socio‐economic structure of the co‐operative and of the entire social system. In the case of agricultural co‐operatives, the utilization of technical innovations is mostly financed by the state and controlled, either by means of contracts concluded with state‐owned agricultural machinery enterprises or by means of state allotments of such machines, the cost of which is refunded by the cooperative farm. Decisions concerning production, including the introduction of innovations, are taken by a population with a specific institutional structure. Information exerts a comparatively greater influence on decisions concerning the admission and acquisition of technical items for personal use in the peasant family.It is argued that a socialist agrarian structure cannot by itself ensure an optimum functionality. It requires self‐conscious activity and the ability of the human being to turn the advantages of the new system to good account. The modernization of rural life depends to a marked extent on the internal cohesiveness of the rural group and of the organizational level of their productive efforts. The investigation disclosed that the subjective conditions for a rapid pace of development are also conditioned by the vocational, moral and civic qualities of the leaders of the co‐operative units.ResuméSTRUCTURES SOCIO‐ÉCONOMIQUES ET DIFFUSION DE l'INNOVATION DANS LES VILLAGES COOPERATIFS EN ROUMANIECette étude dans deux villages de Roumanie se proposait d'établir dans quelle mesure la rapidité avec laquelle les innovations sont adoptées et le degré d'acceptabilité peuvent être déterminés par les facteurs suivants: 1) l'information, son rôle dans le processus d'adoption de Finnovation, 2) les caractéristiques du système économique, 3) les traits spécifiques du village étudié quant à son système social et au degré d'identification de ces membres à ce système, 4) le statut social des individus, 5) l'analyse du comportement des in‐dividus a 1'egard de la ferme coopérative, 6) le type d'intérêt portéà l'innovation (la motivation de son adoption). Les innovations observées au cours de cette étude et sur lesquelles des données objectives et des opinions ont été recueillies étaient la mécanisation de diverses opérations culturales et le degré d'utilisation des engrais, des insecticides et fongicides, de semences sélectionnées et aliments du bétail. Paral‐lèlement à la diffusion des innovations dans le processus de production, l'étude envisageait également le mode de pénétration du progrès technique dans la vie domestique des families de paysans (diffusion des appareils ménagers et des mass‐media).La recherche étant centrée sur Sexploitation coopérative, la fonction des lots individuels de terre y est connue dans Pensemble du système coopératif de l'agriculture roumaine, très différente de celle des exploitations privées.l'enquête témoigne de l'importance fondamentale de la structure agraire qui prouve son authenticité par la vitesse de diffusion de l'innovation en agriculture. II résulte clairement que dans l'agriculture coopérative ce n'est pas l'information sur l'innovation technique qui est le principal agent de diffusion, et que Padoption de nouvelles techniques dépend des facteurs structuraux profonds, tels que la structure socio‐économique de la coopérative et le système social dans son ensemble. Dans le cas des coopératives agricoles, l'utilisation de techniques nouvelles est essentiellement financeée par l'Etat et contrôlée soit par les entreprises d'état de matériel agricole, soit par l'attribution par l'état des dites machines, le prix de celles‐ci étant remboursé par la coopérative. Les décisions concernant la production et l'introducdon des innovations ne sont pas le fait d'un individu mais d'un groupe au sein d'une structure spécifique. Comparative‐ment, 1'informadon exerce une influence plus grande dans les décisions concernant l'achat d'appareils ménagers ou autres, utilisés au niveau de la vie de chaque famille.l'article insiste sur le fait que la structure sociale de l'économie agraire ne peut assurer par elle‐même et quasi‐automadquement, un rendement optimum. Elle nécessite une activité consciente et la capacityé d'aménager à son profit les avantages du nouveau système. La modernisation de la vie rurale dépend de manière décisive de la cohésion interne du groupe rural et du niveau d'organisation de la production.l'étude révèle que les acquis subjectifs de rythme de développe‐ment sont également conditionés par les qualityés professionnelles, morales et civiques des leaders des unités coopératives.ZusammenfassungSOZIO‐ÖKONOMISCHE STRUKTUR OND VERBREITUNG VON NEUERUNGEN IM GBNOSSBNSCHAFTSDORFDie Untersuchung in zwei rumänischen Dörfern versuchte fest‐zustellen, inwieweit die Geschwindigkeit der Adoption von Neue‐rungen oder der Bereitschaft, sie anzunehmen, von den folgenden Faktoren bestimmt sein kann:1. Information und ihre Rolle im Prozess der Adoption einer Neue‐rung.2. Die Merkmale des allgemeinen sozio‐ökonomischen Systems.3. Die typischen Charakteristiken des Dorfes als eines sozialen Systems und der Grad der Identifikation der Mitglieder mit dem System.4. Der soziale Status der Einzelnen.5. Das Rationale des Verhaltens der Einzelnen hinsichtlich der Gen ossenschaftsfarm.6. Die Art des Interesses an Neuerungen (Motivation für deren Adoption).Folgende Neuerungen wurden in Betracht gezogen: Die Mechanisie‐rung verschiedener Arbeiten des Betriebes und der Grad des Einsatzes von Handelsdünger, Pflanzenschutzmitteln, verbessertem Saatgut und Kraftfutter. AuBer der Verbreitung technischer Neuerungen in der Agrarproduktion umfasste die Studie auch das Eindringen technischer Neuerungen in das Privatleben der Bauernfamilie (Verbreitung von Haushaltsgeraten und von Massenmedien).Die Untersuchung konzentrierte sich auf die Genossenschaftsfarm, weil im rumänischen genossenschaftlichen Agrarsystem die Funktion der individuellen Hofwirtschaft sich wesentlich von der der Privat‐flächen des Einzelbauern unterscheidet. Die Untersuchung ergab die entscheidende Bedeutung der sozialen Agrarstruktur, die die Geschwindigkeit der Durchsetzung von Neuerungen in der Landwirt‐schaft bestimmt.ten hängt von tieferen Strukturfaktoren ab, nämlich von der sozio‐ökonomischen Struktur der Genossenschaft und vom ganzen Sozialsystem. Bei landwirtschaftlichen Genossenschaften ist die Benutzung technischer Neuerungen meistens vom Staat finanziert und wird kontrolliert ent‐weder durch Kontrakte mit landwirtschaftlichen Maschinenunter‐nehmen in Staatseigentum oder durch staatliche Zuteilung dieser Maschinen, deren Kosten von der Genossenschaftsfarm zu tragen sind. Entscheidungen über Produktion, einschließlich der Ein‐führung von Neuerungen werden von einer Bevölkerung gefasst mit einer spezifischen institutionellen Struktur. Die Information übt einen vergleichsweise größeren Einfluß auf Entscheidungen aus, die die Annahme und den Erwerb technischer Geräte für den persönlichen Gebrauch in der Bauernfamilie betreffen.Der Artikel stellt fest, daß eine sozialistische Agrarstrukrur nicht von selbst eine optimale Funktionalität sichern kann. Eine selbstbe‐wußte Aktivität und die Fähigkeit des Menschen, die Vorteile des neuen Systems zum Guten zu nutzen, ist gleichfalls erforderlich. Die Modernisierung des ländlichen Lebens hängt zu einem wesentlichen Teil von dem internen Zusammenhalt der ländlichen Gruppe und von dem organisatorischen Niveau ihrer Produktionsanstrengungen ab. Die Untersuchung ergab, daß die subjektiven Bedingungen für einen schnellen Entwicklungstakt mitbedingt sind von den fachlichen, moralischen und staatsbürgerlichen Qualitäten der Leiter

SummaryCO‐OPERATION AND EXTENSION IN THE AREA OF THE SERER (SENEGAL)Senegalese socialism claims to originate directly from traditional community mentality. It excludes likewise State domination and liberalism and bases itself on rural co‐operation and extension. The co‐operative movement is stimulated and controlled by the State. But the examination of its functions of marketing and provision shows that the advantages attract members in increasing numbers. Extension is the pre‐condition and the complement of co‐operation for the introduction of the ‘contractual socialism’. In collaboration with the expansion centres, employing the agents of the public technical services and the extension workers of a groundnut scheme organized by the Society for technical aid and co‐operation, extension is at the same time a network of dynamic peasants and an administrative machinery for training and maintenance. Co‐operation and extension, marketing and provision of inputs are analyzed in detail for the region of Sine‐Saloum (the area of the Serer). The uncertainties of the Senegalese socialism at the local level become evident, and the analyses suggest that the traditional mentality is not as socialist as we are sometimes made to believe.ResuméCOOPÉRATION ET ANIMATION EN PAYS SÉRÉR (SENEGAL)Le socialisme sénégalais se déclare directement issu de la mentalité communautaire traditionnelle. II exclut autant l'étatisation que le libéralisme, et veut se fonder sur la coopération et l'animation rurale. Le mouvement coopératif est stimulé et contrôlé par l'Etat. Mais l'examen de ses seules fonctions de commercialisation et d'équipement suffit à montrer que ses avantages suscitent des adhésions de plus en plus nombreuses. l'animation est le préalable et le complément de la coopération pour instaurer le «socialisme contractual«. En liaison avec les Centres d'expansion groupant les agents des services techniques de l'Etat et les vulgarisateurs d'une opération arachidière organisée par la Société d'aide technique et de coopération, l'animation est à la fois un réseau de paysans dynamiques et un appareil administratif de formation et de soutien. Coopération et animation, commercialisation et équipement sont analysés en détails dans le Sine‐Saloum (pays Sérèr). On y voit les aléas du socialisms sénégalais au niveau local, et ces analyses permettent de penser que la mentalité traditionelle n'est pas aussi socialiste qu'on veut bien le faire croire parfois.ZusammenfassungKOOPERATION UND BERATUNG IM GEBIET DER SERER (SENEGAL)Der senegalesische Sozialismus leitet sich direkt von der traditionellen Gemeinschaftsmentalität ab. Er schließt gleichermaßen staatliche Beherrschung und Liberalismus aus und will sich auf ländlichen Gemeinschaften und Beratung gründen. Die Genossenschaftsbewegung wird vom Staat stimuliert und kontrolliert. Die Prüfung ihrer einzigen Funktionen, nämlich der Vermarktung und der Produktionsmittel‐lieferung zeigt jedoch, daß ihre Vorzüge Mitglieder in wachsenden Zahlen anziehen. Beratung ist die Vorbedingung und Ergänzung des Genossenschaftswesens bei der Einführung des ‘kontraktuellen Sozialismus’. In Zusammenarbeit mit den Entwicklungszentren, die die Angestellten der öffentlich‐technischen Dienste und die Berater eines Erdnussprojektes beschäftigen, das von der Gesellschaft für technische Hilfe und Kooperation organisiert ist, ist die Beratung gleichzeitig ein Netz dynamischer Bauern und ein Verwaltungsapparat für Ausbildung und Materialpflege. Genossenschaften und Beratung, Vermarktung und Ausrüstung werden im einzelnen in dem Gebiet von Sine‐Saloum untersucht (Land der Serer). Man erkennt daraus die Ungewißheiten des senegalesischen Sozialismus auf der lokalen Ebene, und die Untersuchungen legen den Gedanken nahe, daß die

SummaryMESSAGE DISTORTION AND THE DIFFUSION OF INNOVATIONS IN NORTHERN INDIAThis study investigates message distortion in an analysis of data gathered in the context of planned change, agricultural development in northern India. Data were obtained from professional change agents, respondents in frequent contact with these agents, and respondents having little or no such contact. It was hypothesized that perceptions of innovations would differ most from their original form at the beginning of the informal communication network through which they were transmitted. The hypothesis was supported. The data showed a pronounced cleavage in perceptions of innovations between change agents and their farmer clients, especially those in close contact with the agents. Implications of differences in perceptions of innovations between change agents and their clientele are discussed in terms of diffusion theory and change program success.RésuméDISTORSION DU MESSAGE ET DIFFUSION DES INNOVATIONS DANS l'INDE DU NORDCette étude a pour objet la distorsion du contenu d'un message grâce à l'analyse de données recueillies dans un processus d'évolution planifiée.Ces données ont été recueillies auprès d'agents responsables de ce développement, d'agriculteurs en contact plus ou moins fréquent avec ces agents, voire méme sans contact aucun.l'hypothèse émise était que la perception des innovations differa sensiblement du message originel en fonction du réseau de communications informel, au moyen duquel il est véhiculé.Cette hypothèse a été confirmée. Les données montrent un clivage très net dans les perceptions de l'innovation entre les responsables du développement et les agriculteurs, en particulier ceux qui sont en contact étroit avec ces responsables.Les implications de ces différences de perception entre responsables et clients sont ici analysés en fonction de la théorie de la diffusion et de la réussite du plan de transformation.ZusammenfassungENTSTELLUNG VON MITTEILUNGEN BEI DER VERBREITUNG VON NEUERUNGEN IN NORD‐INDIENIn der Studie wird die Entstellung von Mitteilungen anhand von Daten untersucht, die im Zusammenhang mit geplantem Wandel der landwirtschaftlichen Entwicklung in Nord‐Indien gesammelt wurden. Die Daten kommen von hauptberuflichen Beratern, von Befragten mit häufigem Kontakt zu den Beratern und solchen mit seltenerem oder fehlendem Kontakt. Die Hypothese lautete: Die Aufnahme von Neuerungen unterscheidet sich zu Beginn des informalen Kommunikationsnetzes, durch das die Neuerungen vermittelt werden, am stärksten von ihrer ursprünglichen Form. Die Hypothese wurde bestätigt. Die Daten zeigen ausgesprochene Unter‐schiede in der Aufnahme von Neuerungen zwischen Beratern auf der einen Seite und ihren bäuerlichen Klienten, besonders jenen, die in engem Kontakt mit den Beratern standen, auf der anderen Seite.
