AbstractThis paper attempts to provide a framework for understanding and analysing structural change and structural policy in agriculture. To date, sociological analyses of these subjects have been insufficiently attuned to the agricultural economics approaches that dominate the outlook and understanding of policy makers.Agricultural economics analysis of structural policy concentrates on the technical and biological aspects of structure, i.e. the ‘beta determinants’. The ‘gamma determinants’ are defined as organizational, institutional and cultural network aspects of agricultural structure. The Structure‐Conduct‐Performance (SCP) model derived from industrial organization theory is applied as a framework linking these gamma and beta determinants to ‘structure’ and market behaviour.Sociological theory is traditionally dominated by the action versus structure dilemma. Giddens's structuration theory suggests a solution to this problem by distinguishing ‘system’ and ‘structure’, and by assuming a duality of structure (i.e. structure is both the medium and the outcome of action). Suiting from this duality it is shown that rural sociology and agricultural economics have a common point of reference at system level.RésuméCet article cherche à proposer un cadre conceptuel pour ľanalyse du changement en agriculture et pour ľanalyse des politiques de structures. Il postule que les analyses sociologiques sont restéees insuffisamment liées aux approches économiques, celles‐ci constituant la base de la culture des decideurs politiquesCes analyses économiques se sont surtout centrées sur les aspects techniques et biologiques, soit les facteurs beta. Les facteurs gamma sont définis comme les aspects organisationnels, institutionels et culturels de la structure agricole. Un modèle, dérivé de la théorie de ľorganisation industrielle, et dénommé modèle “Structure ‐ Conduct ‐ Performance” (SCP) est proposé pour élucider les relations entre ces facteurs beta et gamma ?une part et les aspects de structure et de marche ?autre part.La théorie sociologique, habituellement tiraillée entre action et structure, peut cependant repondre à ce problèms à travers la théorie de la structuration de Giddens qui distingue système et structure, et suppose une dualité de la structure, celle‐ci étant à la fois médiation et produit de ľaction. Sur cette base théorique, on peut montrer que la sociologie rurale et ľeconomie agricole ont un plan commun ?analyse au niveau du système.KurzfassungIn diesem Beitrag wird versucht, einen Bezugsrahmen für das Verständnis und die Analyse von Strukturwandel und Strukturpolitik in der Landwirtschaft zu liefern. Bisher sind soziologische Analysen dieser Themenbereiche ungenügend abgestimmt mit Ansätzen der Agrarokönomie, die die Ansichten und das Verständnis der agrarpolitischen Entscheidungs‐träger beherrschen.Die Agrarökonomie analysiert schwerpunktmäßig die technischen und biologischen Aspekte der Struktur, d.h. die ‘Beta‐Determinanten’. Die ‘Gamma‐Determinanten’ wer‐den definiert als organisatorische, institutionelle und kulturelle Netzwerkaspekte der Agrar‐struktur. Das aus der industriellen Organisationstheorie abgeleitete Struktur‐Verhalten‐Leistung‐Modell wird als Bezugsrahmen angewandt, um diese Gamma‐ und Beta‐Determinanten an ‘Struktur’ und Marktverhalten zu verbinden.Soziologische Theorie ist traditionell stark geprägt durch das Dilemma von Handlung und Struktur. AbstractThe growing literature on Third World rural development project management has begun to reach some tentative consensus. Based on a survey of this literature and research at three Gandhian projects in India, this article presents and discusses a matrix of variables that influence project outcomes. The variables are arranged in a conceptual framework with the assumption that the factors leading to an efficient and well organized project can be distinguished from those involved in long term strategy decisions. The framework is designed to apply to projects with aims consistent with both justice and economic growth. Since the Gandhian projects studied each work with 500 villages or fewer and include social and economic programs, the framework is most applicable to similar efforts coordinated by other private voluntary organizations, but it is intended to have a broader scope. The article concludes with a discussion of the utility of the framework for project evaluation, management and analysis.RésuméLes écrits concernant la gestion des projets de développement dans le Tiers Monde rural sont de plus en plus nombreux, et un certain consensus semble se dessiner. A partir de cette littérature et sur base de recherches à propos de trois projets en Inde, cet article propose une matrice des variables déterminantes. Celles‐ci sont organisées sur base de ľhypothèse selon laquelle on peut séparer les facteurs qui conditionnent ľefficacité et ľorganisation correcte du projet des facteurs qui déterminent les stratégies du long terme. Le modèle proposé est formulé de manière à convenir à des projets orientés à la fois vers des objectifs de croissance économique et de justice sociale. Sachant que les projets étudiés concernent des entités de 500 villages ou moins et incluent des programmes tant sociaux qu'économiques, le modèle est le micux adaptéà des projets comparables mis en oeuvre par des organismes volontaires, mais il est conçu pour s'appliquer aussi à une plus grande échelle. En conclusion ľarticle démontre la pertinence ?un tel modèle pour la gestion et ľanalyse ?un projet, ainsi que pour son évaluation.KurzfassungIn der anwachsenden Literatur über das Management von ländlichen Entwicklungsprojekten steht das Erreichen eines vorläufigen Konsenses bevor. Gestützt auf eine Analyse dieser Literatur und Forschungen in drei Gandhiprojekten in Indien wird in dem Beitrag eine Matrix von Variablen vorgeschlagen und diskutiert, die maßgeblich sind für den Erfolg von Projekten. Die Variablen werden in einen konzeptionellen Bezugsrahmen eingeordnet unter der Annahme, daß Faktoren, die zu einem effizienten und gut organisierten Projekt führen von solchen unterschieden werden können, die bei langfristigen strategischen Entscheidungen einbezogen sind. Der Bezugsrahmen ist auf Projekte mit Zielen ausgerichtet, die sowohl mit Vorstellungen über Gerechtigkeit wie wirtschaftlichem Wachstum konsistent sind. Da die untersuchten Gandhiprojekte jeweils mit 500 oder weniger Dorfern arbeiten und soziale und okonomische Programme einschließen, ist der Bezugsrahmen gut geeignet für ähnliche Anstrengungen, die von anderen Freiwilligenorganisationen auf privater Basis koordiniert werden; es wird jedoch eine größere Reichweite angestrebt. AbstractThis paper proposes and defends a particular conception of a capitalist unit in an attempt to arrive at agreement on a basic unit of analysis essential for theory construction. It is argued that farmers in advanced capitalist countries are commodity producers and operate capitalistic farms, but a capitalist unit is an enterprise in which the individual capitalist employs a certain minimum number of wage workers and direct production is not his/her main task. Three alternative definitions of a capitalist unit are evaluated. Trois définitions possibles ?une unité capitaliste sont passées en revue, et des données statistiques sur ľagriculture canadienne illustrent les différences qui apparaissent selon la définition qui est utilisée.KurzfassungIn dem Beitrag wird eine besondere Konzeption einer kapitalistischen Einheit als Versuch zur Erzielung von Einvernehmen iiber eine grundlegende Analyseeinheit vorgeschlagen und verteidigt, was für die Theoriebildung unabdingbar ist. Es wirdt behauptet, daß Landwirte in entwickelten kapitalistischen Ländern Warenproduzenten sind und kapitalistische Land‐wirtschaft betreiben, aber eine kapitalistische Einheit ein Unternehmen ist, in dem der Einzelkapitalist eine bestimmte Mindestzahl von Lohnarbeitern beschäftigt und die unmit‐telbare Produktion nicht seine Hauptaufgabe ist. AbstractThe paper documents stagnating crop yields in Eastern European countries, particularly the USSR and East Germany, since the late 1960s, despite considerable efforts and official directions to boost agricultural output. The author concludes that current cultivation methods are over exploiting the land, leading to reduced soil fertility. The social determinants of these practices have been socialist agrarian reforms aimed at eliminating all differences in living standards and opportunities between town and country, through the intensification and mechanisation of agricultural production and its rationalisation on ever larger collectivised farms. The massive scale of these units, their specialisation and the need to maximise the use of high capacity machinery have typically led to reduced crop rotation and recycling of organic matter, and to problems of animal waste pollution, soil compaction, erosion and poorer land drainage.ResumeCet article décrit la stagnation des rendements des cultures dans les pays de ľEst, spécialement en URSS et en Allemagne de ľEst, en dépit des efforts importants et de ľorientation off icielle vers la croissance de la production. L'auteur attribue ce fait à la surexploitation de la terre qu'induisent les méthodes actuelles de culture, qui conduisent à une diminution de la fertilityé. Les déterminants sociaux de ces pratiques sont les réformes agraires socialistes qui visaient àéliminer toute différence de niveau et de mode de vie entre ville et campagne et qui ont procédé par ľintensification et la mécanisation du travail au sein de fermes de grande dimension et très rationalisées. Ces fermes à grande échelle, très spécialises, ont été organisées de manière à maximiser le rendement des machines ce qui a conduit à réduire les rotations culturales et la restitution organique, a produire des surplus de dechets animaux, tout en provoquant le tassement du sol, ľerosion et un mauvais drainage.KurzfassungIn diesem Beitrag werden die stagnierenden Ernteerträge in osteuropäischen Ländern seit Ende der 60er Jahre, insbesondere in der UdSSR und der DDR, trotz beachtlicher Anstren‐gungen und offizieller Erklärungen zur Steigerung der landwirtschaftlichen Erzeugung dokumentiert. Der Autor schlußfolgert, daß die gegenwärtigen Bewirtschaftungsmethoden zu einer Überausbeutung des Bodens geführt haben mit entsprechendem Rückgang der Bodenfruchtbarkeit. Die sozialen Determinanten dieser Praxis waren danach die sozialistische Bodenreform, die darauf abzielte, alle Unterschiede im Lebenstandard und in den Lebenschancen zwischen Stadt und Land durch die Intensivierung und Mechanisierung der landwirtschaftlichen Produktion und ihre Rationalisierung in immer großeren Kollektivbetrieben auszugleichen. Die ungewöhnliche Große dieser Einheiten, ihre Spezialisierung und die Norwendigkeit des Einsatzes von Großerntemaschinen haben in typischer Weise zu einer eingeengten Fruchtfolge und verringertem organischen Stoffumsatz sowie zu Umwelt‐problemen durch tierische Abfälle, Bodenverdichtun

AbstractLocal attempts to have industry locate in a west of Ireland town since the 1940s are examined in the light of two perspectives on the role of small‐scale self‐help groups in promoting industrial development. What we call the community development position holds that voluntary groups of the type represented here can facilitate the establishment of local industries in various ways. The second perspective, derived from the literature on political clientelism, suggests that politicians can project themselves as being in a better position and more effective than others in influencing locational decisions of incoming industry. Self‐help groups must therefore use politicians as intermediaries if they are to recruit capital externally. Examined over a period when state policy changed complexion, both perspectives are seen to illuminate certain dimensions of the activities of the Laketown Development Association.RésuméCet article étudie les efforts locaux de développement industriel dans une petite ville de ľOuest de ľlrlande. Concernant des petits groupes volontaires dans la promotion indus‐trielle, deux hypothèses sont discutées. La premiè1re, qui peut être appelée celle du développement communautaire, soutient que les groupes volontaires tels ceux étudiés ici peuvent effectivement favoriser de diverses manières un développement industriel local. La seconde hypothèse, appuyée par les études concernant le clientélisme politique, mettent en évidence le rôle des politiciens qui apparaissent mieux placés et plus efficaces pour influencer la localisation des investissements. II s'ensuivrait que les groupes volontaires auraient à utiliser les hommes politiques comme intermédiaires quand ils veulent attirer des capitaux exogènes. L'étude pone sur une période pendant laquelle la politique étatique a changé, et les deux hypothèses permettent de comprendre plusieurs aspects de ľactivité de la ‘Laketown Development Association’.KurzfassungVersuche auf örtlicher Ebene zur Industrieansiedlung in einer Sudt Westirlands seit 1940 werden im Lichte zweier Betrachtungsweisen kleiner Selbsthilfegruppen zur Förderung der industriellen Entwicklung in Irland untersucht. Die Position, die wir die der Gemeindeent‐wicklung nennen, behauptet, daß freiwillige Gruppen der Art, wie wir sie in unserer Fallstudie finden, die Schaffung örtlicher Gewerbebetriebe in verschiedenartiger Weise fordern. Die zweite, aus der Literatur uber politischen Klientelismus abgeleitete Betrach‐tungsweise spielt darauf an, daß Politiker sowohl in einer besseren Position als auch wirkungsvoller erscheinen als andere, wenn sie die Standortentscheidungen der hereinkom‐menden Industrie beeinflussen. Selbsthilfegruppen müssen deshalb Politiker als Vermittler nutzen, um Kapital von außerhalb anzuziehen. Nach Prüfung iiber einen Zeitraum der Veränderung staatlicher Politik, kann von beiden Betrachtungsweisen angenommen werden, daß sie bestimmte Dimensionen der
