AbstractDespite the importance of part time farming in a wide variety of agro‐rural systems, our knowledge of the phenomenon is far from complete. The absence of a seminal theory on the subject may be due to its diverse nature and the complexity of the issues involved. Different disciplines (geography, economics, political science, sociology and demography) have contributed to theory but the farm family has seldom been a focus in pan time farming studies. The author makes the case for a farm family approach. Decisions about income and labour allocation are dependent upon labour resources, customs and attitudes of the family. Farm family structures are dynamic and related to the dynamics of part time farming. Replacing the term “part time farming” by “multiple job holding” would neutralise a continuing focus on farming and encourage the examination of the farm family as the central decision making unit. The author concludes that studies should be at two levels. Empirical studies need to be placed in their socio‐political context while macro‐level studies would be enriched by noting the filtering role of the farm family.RésuméMalgré son importance dans de nombreux systèmes agricolcs ou ruraux, l'agriculture à temps partiel est loin d'être bien connue II manque une théorie de base, sans doute en raison de la diversité et de la complexité du phénomene. Differentcs disciplines (géographic, économie, science politique, sociologie, démographic) ont apporté leur éclairage, mais la famille agricole a rarement étéétudiée dans le cas de l'agriculrure à temps partiel, et l'auteur propose une approche dans cette direction.Ce sont les ressources en travail, les habitudes et les attitudes de la famille qui déterminent en fait les décisions concernant l'allocation des revenus et du travail. Les structures familiales sont dynamiques et évoluent avec l'agriculture à temps partiel. Si on remplace “agriculture à temps partiel” par “pluriactivitc”, on déplace l'attention dc l'agriculture vers la famille agricole comme unité de décision. En conclusion, l'auteur en vient à distinguer deux niveaux de recherche: les études empiriqucs d'une part, qui doivent être situées dans leur contexte socio‐politique, et d'autre part les études macro‐sociales qui devraient s'enrichir en précisant le rôle actif de la famillc agricole.KurzfassungTrotz der Bedeutung der Nebenerwcrbslandwirtschaft in einer Reihe unterschiedlieher ländlich‐agranscher Systeme, ist unser Wissen über das Phänomen noch sehr unvollständig. Das Fehlen ciner fruchtbaren Theorie über den Gegcnstand kann auf seine Verschiedenar‐tigkeit und die Komplexität der damit verbundencn Sachverhalte zurückgefuhrt werden. Unterschiedliche Disziplinen (Geographic, Ökonomie, Politikwisscnschaften, Soziologie und Demographic) haben Beiträge zur Theorie geleistct, aber die landwirtschaftliche Familie war selten zentraler Punkt dcr Untcrsuchungen über die Nebenerwerbslandwirtschaft. Der Autor schlägt einen mehr auf die Landfamilie bezogenen Ansatz vor. Entscheidungen über die Allokation von Einkommen und Arbeit hängen von den verfügbarcn Arbeitskräften, Gcwohnheiten und Einstellungen dcr Familie ab. Familienstrukturcn in der Landwirtschaft sind dynamisch und hängen mit dcr Dynamik von Nebenerwcrbslandwirtschaft zusammen. Die Ablösung des Begriffs “Nebencrwerbslandwirtschaft” durch den Begriff “Mehrfachbe‐schäftigung” würde die andaucrndc Konzentration auf die Landwirtschaft in ihrer Wirkung bedeutungslos werden lassen und zur verstärkten Untersuchung dcr landwirtschaftlichen Familie als zentralen Entscheidungseinheit führen. Der Autor schluβfolgert, daβ For‐schungen auf zwei Ebenen durchgeführt werden solltcn. AbstractThe trend towards reorganisation of part time farms in continental Europe is slow and weak. Many farmers simply stick to tradition, some fear the risks involved in change and some intend giving up their land later on in order to enjoy an easier life. If, however, the general economic structure of the country is such that greater food production is required and waste of land cannot be tolerated, and if part time farmers are firmly resolved to hold on to their farms, rational reorganisation of part time holdings becomes economically necessary, and should be fostered. The author deals with the problems of why, where and how to foster the adjustment of pan time farms to multiple job holding in such a way that work loads are reduced and yields do not fall below those of full time farms in the same size class. While primitive methods, remaining more or less within the traditions of peasant‐like, subsistence mixed farming, do not lead to higher yields or to more rational use of land, a substantial reorganisation of farms towards modem, specialised, commercial production may reduce labour requirements and still increase yields. It may, with further labour saving developments in agriculture, contribute to the progressive merging of village and town.RésuméEn Europe continentale, la tendance à restructurer l'agriculture à temps partiel s'avère faible: la plupart des agriculteurs sont rivés à la tradition, certains craignant tout pari sur le changement, d'autrcs attendant simplemcnt de vendre leur tcrre pour améliorer leur niveau de vie. Or, quand la structure économique d'un pays lui impose d'augmenter sa production alimentaire et done de ne pas gaspiller la tcrre, et lorsquc, par ailleurs, les agriculteurs à temps paniel se monttent très attachs à leuts exploitations, il devient nécessaire de réorganiser ce type d'agriculture. LCARauteur traitc des conditions susceptiblcs de provoquer l'adaptation de l'agriculture à temps partiel à la pluriactivité, de manière telle que les charges de travail soient réduites et que les rendements restent comparablcs à ceux des autres exploitations de dimensions équivalcntes. Les méthodes ancestrales, plus ou moins inscrites dans les traditions paysannes, bref l'agriculture mixte de subsistance ne permet pas en effet ni un rendement eleve, ni un usage rationnel du sol. La restructuration doit done s'orienter vers des exploitations modernes, spécialisées, tournées vers le marché, qui n'cxigeront pas trop de travail tout en accroissant les rendcments. En permettant de préserver l'emploi agricole dans le futur, cette réorganisation contribuera aussi à une intégration croissante de la ville et de la campagne.KurzfassungDer Trend zur Umstellung von Ncbenerwerbsbetrieben in Kontinentaleuropa ist langsam und schwach. Viele Landwine halten an der Tradition fest, einige fürchten das Risiko, das mit einer Veränderung verbunden ist und einige neigen zur späteren Aufgabe ihres Landes, urn sich ein einfacheres Leben zu machcn. Wenn jedoch die allgemeine ökonomische Situation eines Landes eine vermehrte Nahrungsmittelprodulction erfordert und ungenutztes Land nicht toleriert werden kann, und wenn Nebcnerwerbslandwirte sehr ent‐schlossen an ihrem Bctrieb festhaltcn, wird eine rationelle Umstellung der Nebenerwerbs‐betriebe notwendig und sollte gefördert werden. Der Autor behandelt die Probleme warum, wo und wie die Anpassung von Nebenerwerbsbetrieben an die doppelberufliche Tätigkeit so gefördert werden kann, daβ die Arbeitsbclastung gesenkt wird, ohne dass die Erträge unter diejenigen von Vollerwerbsbetrieben der gleichen Gröβenklassc fallen. Da einfache Verfahren im Rahmen der traditionellen bäuerlichen, subsistenzorientierten gemischten Land‐wirtschaft nicht zu höheren Erträgen oder zu einer rationelleren Landnutzung führen, kann eine gänzliche Umstellung der Betriebe auf eine moderne, spezialisierte und marktorientierte Produktion den Arbeitsbedarf reduzieren und dennoch die Erträge steigen lassen. AbstractPart time farming can be defined in various ways. Three definitions in common use are based on the amount of work provided by the farm, the amount of labour contributed by the farmer and other members of the farm labour force and other gainful activities of the farmer. Drawing on results of the 1975 Farm Structure Survey of the European Economic Community, the author quantifies and compares these three approaches, identifying regions with high concentrations of various types of part time farmer. He states that no price policy will be able to achieve the income and social objectives of the Treaties of Rome in the absence of efficient farm structural adaptation. Good farm structure policy depends on an adequate analysis of structures, in which part time farming is not overlooked. The author therefore develops a socio‐economic classification scheme which takes account of part time farming, sources of income and the present or potential viability of the farm.RésuméL'agriculture à temps partiel peut se définir de différentes manières. Les trois définitions usuelles se réferent à la quanrité de travail requise par l'exploitation, aux quantités de travail fournies par l'exploitant et par les autres travailleurs de l'exploitation, et aux autres activités rémunératrices de l'exploitant. Se basant sur les résultats du Survey des structures agricoles de la Communauté Economiquc Européenne, l'autcur quantifie et compare ces trois approches, et il identifie les régions selon les proportions de chacun de ces trois types d'agriculteur à temps partiel. II en conclut que la politique des prix ne pourra permettre d'atteindre les objectifs sociaux et de revenus du Traité de Rome sans procéder à une adaptation strucrurelle efficace. Et cette politique de structures suppose une analyse correcte des structures, analyse qui ne sous‐estime pas l'agriculture à temps partiel. L'auteur développe enfin un modèle de classement socio‐économique qui prend en compte l'agriculture à temps partiel, les sources de revenu et la viabilityé actuelle et potentielle des exploitations.KurzfassungNebenerwerbslandwirtschaft kann unterschicdlich dcfiniert werdcn. Unter Heranziehung von Ergcbnisscn dcr EG‐Agrarstrukturerhebung aus dem Jahre 1975 quantifiziert und vergleicht dcr Autor diese drie Ansätze und identifiziert Regionen mit hohcr Konzentration unterschiedlicher Arten von Nebenerwerbslandwirten. Er stellt fest, daβ keine Preispolitik in der Lage ist, die einkommens‐ und sozialpolitischen Ziele der römischen Verträge zu erreichcn, solangc keine effiziente agrarstrukturclle Anpassung stattgefunden habe. Eine gute Agrarstrukturpolitik hängt von der adäquaten Analyse der Agrarstrukturen ab, wobei die Nebenerwerbslandwirtschaft nich übersehen werdcn darf. KurzfassungTraditionell kommt dcr Ncbenerwerbslandwirtschaft in der Bundesrepublik Deutschland cine groβe Bedcutung zu; etwa zwei Fünftel der landwirtschaftlichen Betriebe werden nebenberuflich bewirtschaftet. Wurzelnd in zwei verschiedenen Arbeitswelten, handelt essich um cine Daseinsform, in der verschiedene Forscher ein besonderes kulturclles Muster erblicken. Gleichwohl handelt es sich aber auch um eine “stehende Welle”, die zwar ausläuft, doch ständig aus dem Bereich dcr Voll‐ und Zuerwerbslandwirtschaft neuen Zugang erfährt. Charaktcristisch ist dcr Formenreichrum und die Vielfelt in den Erwerbs‐ und Einkom‐menskombinationen. Wenngleich der Arbeitseinsatz sehr hoch und die Brutto‐Einkünfte gegenüber der auβerlandwirtschaftlichen Bevölkerung niedriger erscheinen, bictet dicse Form der Existenz manche Vorteile. Es handelt sich um ein Model], das Beschäftigung sichert, teilweise Selbstversorgung ermöglicht, anders als in anderen arbeitstciligen Prozessen, die unmittclbare Bedeutung der eigenen Leistung erkennen läβt und damit Selbstbestimmung in stärkerem Maβe gestattet. Mit der nebenberuflichen Landbewirtschaftung wird einc traditionelle Arbeitsform in das Industriezeitalter übernommen, da sic gleichfalls auf dessen Risiken wic auch Chancen zugeschnitten ist.AbstractBy tradition, part time farming is of importance in the Federal Republic of Germany; about two‐fifths of all agricultural holdings are managed by part time farmers. This way of life, where the holder is actively involved in two different work situations, is regarded by some researchers as a specific cultural pattern. Referring to its stability, it has also been described as a “standing wave”, that fades away but at the same time is steadily re‐formed by an inflow of full time farmers with little or no additional income, who change to part time farming. It is characterized by the combining of a large variety of activities and a multitude of sources of income. Although the labour input seems to be quite high and the gross income lower than that of the non‐agricultural population, this type of existence offers several advantages. It assures employment and guarantees subsistence production to some extent. Unlike occupations in systems of divided labour, it allows people to identify the significance of their own efforts and, by this means, it offers a higher degree of autonomy in the work process. Through part time farming a traditional type of work is transferred to the industrial epoch, one which is well adapted to the risks and opportunities of modern societies.RésuméTraditionnellement l'agriculture d'appoint a une place importante en Allemagne Fédérale; elle représente deux cinquièmes des exploitations agricoles. Prenant ses sources dans deux univers diffcrents du travail, il s'agit là d'unc forme d'existence dans laquclle plusicurs chercheurs ont reconnu un modèle culturel spécifique. II s'agit en même temps d''un phénomène cyclique, mais qui prend continucllement un nouvel essor dans le domaine de l'agriculture, qu'elle soit exercée à titre principal ou à titre d'appoint. On peut y observer une grande richesse de formes et une variété de combinaisons entre les revenus et la production. Même si la quantité de travail est importante, et si les revenus paraissent bas par rapport au reste de la population agricole, cette forme d'agriculture présente des avantages. AbstractCan part time farming help provide security to rural communities? Or is it mainly an obstacle to the development of a rational farm structure? These types of questions arc often raised now that it is obvious that part time farming is not a transitory phenomenon in Sweden. Every second farm requires less than one man year of labour; 57 per cent of farm families' incomes originate from off farm jobs. Part time farms arc heterogeneous. In this article a classification system is suggested that takes into account both the size of farm in terms of labour requirement and the family's off farm employment. Surveys in different Swedish regions show that the importance of part time farming in the production system is far less than the number of farms implies. Model simulations show that the number of farmers occupying full time off farm jobs is likely to increase in the future. Even in peripheral regions part time farming represents an opportunity for a new generation to take over small farms. Though part time farming is shown to contribute little to local employment, it plays a role in rural‐urban economic integration. Least conflict between regional and food policy goals seems to arise in peripheral rural areas, where part timers generally make ‐ or could make ‐ intensive use of land resources to the benefit of local employment, while additions to food surpluses could be neglected.ResumeL'agriculture à temps partiel peut‐elle aider à assurer l'avenir des communautés rurales? In diesem Artikel wird ein Klassifikationsschema vorgeschlagen, das sowohl die Gröβc des Bctriebes, ausgedrückt durch den Arbeitsbedarf, wie auch die auβerbctriebliche Erwerbstätigkeit der Familie berücksichtigt. Erhebungen in verschiedenen schwedischen Regionen zeigen, daβ die Bcdcutung der Nebenerwerbslandwirtschaft für die Agrarproduktion wesentlich geringer ist als die Zahl der Betriebe vermuten läβt. Modellsimulationen zeigen, daβ die Zahl der Betriebsleiter, die einen auβerlandwirtschaftlichen Hauptberuf innehaben, in Zukunft vermutlich ansteigen wird. Sogar in peripheren Regionen bietet Nebenerwerbslandwirtschaft für die nachwachsende Generation eine Möglichkeit zur Übernahmc klcinerer Betriebe. Obwohl gezeigt wird, daβ Nebenerwerbslandwirtschaft wenig zur Beschäftigung in den Dörfern beiträgt, spielt sie doch eine Rolle für die ökonomischen Intcgrationen von Stadt und Land. AbstractThis paper presents the findings of a case study of part time farming in the small farm economy of Western Ireland. Three aspects of off farm employment are examined: factors affecting the adoption of employment, its impact on the rural economy as expressed in investment patterns, and its impact on land use patterns. The study compares full time and part time farms. The results help to supplement the findings of previous research on part time farming in Ireland and illustrate that off farm employment has both benefits and disadvantages for the rural economy. On the one hand, population is retained in the countryside and opportunities arc provided for improving general standards of living, while on the other, intensities of land use are reduced. The study concludes that while strategies for increasing the productivity of part time farms are required a broadly based approach is needed in development policies which takes account of the inter‐connections between part time farming and other aspects of rural social and economic life.RésuméCet article expose les résultats d'une étude dc l'agriculture à temps partiel dans le cadre de l'économie de petites exploitations en Irlande Occidentale. Trois aspects dc l'cmploi extra‐agricole sont analysés: les facteurs déterminants de la mutation professionnelle: son impact sur l'économie rurale du point de vue des investisscments; ct son impact sur les modèles d'utilisation du sol. L'auteur compare les exploitations à temps plein et celles à temps partiel. Ces résultats complèment ceux d'une recherche antérieure en Irlande pour montrer à la fois les avantages ct les inconvénients de l'cmploi extra‐agricole pour l'économie rurale. D'une part la population se maintient à la campagne et l'amélioration du niveau de vie est facilityée; d'autrc part on observe une réduction de l'usage intensif du sol. Une double conclusion se dégage: il est nécessaire d'élaborer des stratégies pour améliorer la productivityé des exploitations à temps partiel, mais aussi il faut employer une approche plus globalc dans les politiques de développement pour prendre en compte les inter‐relations entre l'agriculture à temps partiel et les autres aspects de la vie socio‐économiquc en milieu rural.KurzfassungDicser Bcitrag stellt einige Ergebnisse einer Fallstudie über Nebencrwerbslandwirtschaft in der kleinbctricblichen Landwirtschaft West Irlands vor. Drei Aspckte dcr auβerland‐wirtschaftlichen Erwerbstätigkeit werden untersucht: Faktoren, die die Aufnahme einer Erwerbstätigkeit bewirken, deren Bedeutung für die ländliche Wirtschaftskraft, wic sic in der Investitionstätigkeit zum Ausdruck kommt, und ihre Bedeutung für die Struktur der Landnutzung. Die Studie stellt Vergleiche zwischen der Vollcrwcrbs‐ und Nebenerwerbslandwirtschaft an. Die Ergebnisse tragen dazu bei, die Befunde früherer Forschungen über Nebenerwerbslandwirtschaft in Irland zu ergänzen und zeigen auf, daβ auβerland‐wirtschaftliche Erwerbstätigkeit sowohl Vorteile als auch Nachteile für die Wirtschaftskraft des ländlichen Raumes hat. Einerseits wird die Bevölkerung auf dem Landc gchalten und werden Voraussetzungen für eine generelle Verbesserung des Lebensstandards geschaffen, während andererseits die Intensität der Landnutzung sinkt. AbstractIn this paper the farmer‐worker is discussed from two angles: first, from the work process itself, entailing on the one hand, his contribution to the functioning of the farm and on the other hand, the consequences of his employment on the farm for his productivity on the job; and second, from the angle of his shuttling between his place of residence (the village) and his place of employment (the city).It has been argued that agricultural production from farm households where at least one member works only on the farm while others are employed elsewhere is no lower than the productivity of so called “pure” agricultural households, due to the mechanisation of work and to their market orientation. Members of mixed farm households, employed off the farm, are not only as productive as other workers, but in many cases even outdo them by better discipline, lower turnover and less absenteeism.Daily commuting of workers from villages to cities has also valuable effects on the countryside itself. It slows down the depopulation of the countryside and abandonment of farm land. Even when farmer‐workers lose interest in cultivating the land they can still contribute to the preservation of the countryside and to its further development by their efforts to reach the standards of urbanized areas and preserve the beauties of the countryside.RésuméCet article analyse l'ouvrier‐paysan de deux points de vue: au niveau du travail, il décrit à la fois sa contribution au fonctionnement de l'exploitation et les conséquences de cette activité agricole sur sa productivité au travail; en second lieu, il examine la question des navcttes entre son lieu de résidence (village) et son lieu de travail (en ville).II a été avancé que la productivité des exploitations oü un seul membre de la famille est occupé dans la ferme, (les autres étant employes ailleurs) n‘était pas plus basse que celle des exploitations “pures”, du fait de la mécanisation du travail et de l'orientation vers le marché. Par ailleurs les ouvriers qui appartiennent à ce genre de ménages mi‐agricoles se révèlent non seulement aussi productifs que les autres, mais se signalent par une meilleure discipline, moins d'absenteisme et de rotation de main d'oeuvre.Quant aux migrations quotidiennes des campagnes vers les villes, elles ont aussi des effets positifs sur la campagnc. Elles attenuent la dépopulation et l'abandon des terres. Même au cas où lses ouvriers‐paysans ne trouvent plus avantage à eultiver la terre, ils ne cessent de contribuer à la préservation et au développement de la campagne par leurs efforts pour atteindre le niveau des zones urbaines et pour conscrver les charmes de la campagneKurzfassungIn diesem Beitrag erfolgt eine Erörterung über den Arbeiter‐Bauern aus einer zweifachen Sicht: erstens, vom Arbeitsprozeβ selbst her, in dem er einerseits scinen Beitrag zum erfolgreichcn Bewirtschaften des Betriebes leistet und wo seine Beschäftigung im Betrieb auf der andercn Seite Konsequenzen für seine Leistungsfahigkeit im Hauptberuf hat; zweitens, im Hinblick auf sein Pendeln zwischen seinem Wohnort (dem Dorf) und seinem Arbeitsort (der Stadt).Es wirdt festgestellt, daβ die landwirtschaftliche Produktion von Haushalten, wo mindestens ein Mitglicd nur im landwirtschaftlichen Betrieb arbeitet, während alle anderen sonst erwerbstätig sind, infolge der Mechanisierung der Arbeit und ihrer Marktorientierung, nicht niedriger ist, als die Produktivität der so genannten “reinen” landwirtschaftlichen Haushalte. Mitglieder gemischter landwirtschaftlicher Haushalte, die auβerhalb des Betriebes erwerbstätig sind, sind nicht nur genau so produktiv wie andere Arbeiter, sondern übertreffen diese in vielen Fällen sogar noch durch besscre Disziplin, geringere Häufigkeit des Betriebswechsels und weniger Fehlzeiten.Täglichcs Pendeln der Arbeiter von den Dörfern in die Städte hat ebenfalss wiehtige Effekte für das Land selbst. Es verringcrt die Entvölkerung des Landes und die Aufgabe der Landbewirtschafrung. Sogar wenn Arbeiter‐Bauern ihr Interesse an der Landbewirtschaftung verlieren, können sie dennoch dutch ihre Bemühungcn, Standards der städtischen Räume zu erreichen und die Schönheit des ländlichen
