Summary‘CULTURE OF POVERTY’ AND SOCIAL REALITY: FAREWELL TO A THEORYSome of the most important contributions to recent sociological research on poverty have been made by Oscar Lewis who has proposed a theory of the existence of a transculturally homogeneous culture of poverty. The prime postulate of this theory is the structural uniformity of this sub‐culture, while differences in environment, national context and regional ties are only secondary.If Lewis's theory is considered in terms of aspects of recent general culture theory, the inconsistency of the hypothesis of the culture of poverty becomes evident. It does not match up to the theoretical pretensions, and furthermore suggests a general obscurity concerning the functions of culture within the framework of this hypothesis.Research work by several authors on the specific conditions of slums, particularly in Latin America, suggests that the most important hypothetical assumptions are wrong. Besides theoretical deficiencies, the basis for his construction involves methodological errors. These have led to the hypothesis and lend support to the tendency to deny any responsibility for the situation of the poor strata and to the claim that the poor have only themselves to blame.Résumé‘CULTURE DE LA MISÈRE’ ET RÉALITÉ SOCIALS: l'ADIEU À UNE THÉORIEl'une des contributions les plus importantes à la recherche sociolo‐gique récente, a été le fait d'O. Lewis. O. Lewis a élaboré une théorie de l'existence d'une culture de la misère, homogène et supra‐culturelle dont le premier postulat est l'uniformité structurelle de cette subculture en dépit des différences d'environnement, des contextes nationaux et régionaux dont l'influence n'est que secondaire.Confrontée avec les aspects les plus récents de la théorie générale de la culture, 1'inconsistance de l'hypothèse d'une culture de la misère devient évidente. Elle ne peut faire face à ses prétentions théoriques et suggère, de plus, une obscurityé générale quant aux fonctions de la culture dans le cadre de cette hypothèse.Les recherches de nombreux auteurs portant sur les conditions specifiques des taudis, particulièrement en Amérique latine, montrent que les hypothèses fondamentales sont fausses. Outre des faiblesses théoriques, certaines erreurs méthodologiques sont insérées dans la construction initiale, faiblesses et erreurs qui ont conduit l'auteur àélaborer cette hypothèse et à soutenir la tendance à la négation de toute responsabilité de la société quant à la situation des classes défavorisées et l'idée que les pauvres doivent s'en blâmer eux‐mêmes.Zusammenfassung‘CULTURE OF POVERTY’ UND SOZIALE WIRKLICHKEIT: NACHRUF AUF EINE THEORIEEinige der wichtigsten Beiträge zur neueren Armutsforschung in den Sozialwissenschaften stammen von Oscar Lewis, der in diesem Zusammenhang die Theorie von der Existenz einer transkulturell homogenen Kultur der Armut entworfen hat. Das wichtigste Postulat dieser Theorie ist die strukturelle Gleichförmigkeit dieser Sub‐kultur, wobei DifFerenzen der Umwelt, des nationalen Zusammen‐hanges und regionaler Bindungen von nur sekundärer Bedeutung sind.Bei einer Gegenüberstellung der von Lewis gebildeten Theorie mit neueren Aspekten allgemeiner Kulturtheorie ergibt sich die Inkonsistenz der Hypothese von der Kultur der Armut. Sie genügt in keiner Hinsicht den theoretischen Anforderungen, und läßt darüber hinaus auch eine weitgehende Unklarheit über die Funktionen von Kultur im Rahmen dieser Hypothese erkennen.Mehrere Untersuchungen über die spezifischen Verhältnisse ins‐besondere in lateinamerikanischen Slums legen den Schluß nahe, daß die wichtigsten theoretischen Annahmen der Hypothese hin‐fällig sind. Neben den Mängeln in der Theorie sind für Lewis' Fehlkonstruktion vor allem auch methodologische Mängel verant‐wortlich. Diese haben zur Bildung dieser Hypothese geführt und unterstützen die Tendenz zum Abschieben der

SummaryTHE VIABILITY OP LOWER SIZE‐ORDER SETTLEMENTS IN RURAL AREAS THE CASE OF NORTH‐EAST ENGLANDUsing North‐East England as a study area, it is suggested that certain critical thresholds may be observed with respect to the viability of rural settlements. The first, and most important, relates to the grade 2 centres of sub‐regional market towns which, facing competition from larger industrialised centres, need to be assured of their economic future. A second threshold seems to occur for settlements with a minimum adult population of 450, for these contain a more advanced social provision for asemi‐mobile societywhich can avoid the need for frequent long‐distance travel to a grade 2 or grade 1 centre. A third seems to occur at about 120–140 adults since this appears to be the lowest notable growth grade and provides the minimum social provision for anon‐mobile society.Lasdy, and simply in terms of population, a setdement of 50–60 adults represents the threshold between moderate and severe losses of population. It is stressed that these conclusions have been reached from research carried out in a region which has suffered from economic decline and structural change since the 1930s. SummaryTHE EVOLUTION OF THE SOCIAL STRUCTURE IN BRASILIAN AGRICULTUREIn Brasil, three types of agricultural production units have developed during the colonial period: the monoculture plantations, dependent on the world market; the cattle estates providing meat and draft animals; and the small independent producers of food. The inner organization of labour in these three types developed differently according to regions and historical phases, but is generally related to external factors. Monoculture was stratified into several hierarchical layers; in the cattle farms, the breeders distinguished themselves from cowboys and mpradores; in the regions of small food producing farms, no social stratification existed. Everywhere, interpersonal relations were affective, direct and marked by a neat paternalism.These three structures have been modified substantially in the course of history. The organisation of the plantations and of the cattle farms was based partly on groups of hired workers and partly on the work of family units. A more and more complex stratification is now emerging and the social distance between the groups is increasing, thus destroying the paternalistic relations. In the regions of commercial food production, the old family structure with its egalitarian tendency continues.Résumél'ÉVOLUTION DE LA STRUCTURE SOCIALE DANS l'AGRICULTURE BRÉSILIENNEAu Brésil trois types d'unites de production agraire se développèrent pendant la période coloniale: les plantations de monoculture subordonnées au marché international; les domaines d'élevage fournissant viande et animaux de trait; les petits producteurs vivriers indépendants. l'organisation du travail à l'intérieur de ces trois types évolua de façon différente suivant les régions et les phases historiques, mais en général en fonction de facteurs venus de l'extérieur. La monoculture était stratifyée en plusieurs couches hiérarchisées; dans les domaines d'élevage, les éleveurs se distinguaient des bouviers et des moradores; dans les régions de petite agriculture vivriére, il n'y avait pas de stratification sociale. Partout les rapports interpersonnels étaient affectifs, directs et marqués d'un net paternalisme.Ces trois structures ont subi d'importantes modifications au cours de l'histoire. l'organisation des plantations et des domaines d'elevage fut basée tantôt sur un travail salarié collectif, tantôt sur un travail d'unités familiales. A l'heure actuelle, une stratification de plus en plus complexe s'instaure et la distance sociale se développe entre groupes, ruinant les rapports paternalistes. Cependant, dans les régions d'agriculture vivrière commerciale, l'ancienne structure familiale et à tendance égalitaire continue d'exister.ZusammenfassungDIE ENTWICKLUNG DER SOZIALSTRU KTUR IN DER BRASILIANISCHEN LANDWIRTSCHAFTIn Brasilien haben sich während der Kolonialzeit drei Typen land‐wirtschaftlicher Produktionseinheiten entwickelt: die weltmarkt‐abhängigen Monokultur‐Plantagen, die Rindviehgroßbetriebe, die Fleisch und Zugtiere liefern, die kleinen unabhängigen Lebensmittel‐produzenten. Die innere Arbeitsorganisation dieser drei Typen ent‐wickelte sich unterschiedlich je nach Region und historischer Phase, im allgemeinen aber in Anhängigkeit von äußeren Faktoren. Die arbeitende Bevölkerung der Monokulturbetriebe war in mehrere hierarchische Schichten aufgeteilt; in den Viehzuchtbetrieben scheiden sich die Züchter von den Rinderhirten und den moradores; in den Gebieten der Kleinlandwirtschaft gab es keine soziale Schichtung. Überall waren die persönlichen Beziehungen wohlwollend, direkt und von klarem Paternalismus geprägt.Diese drei Strukturen sind im geschichtlichen Ablauf wesentlich modifiziert worden. Die Organisation der Plantagen und Viehfarmen wurde bald teils auf Lohnarbeit umgestellt, teils auf Arbeit von Familieneinheiten. Gegenwartig bildet sich eine immer kom‐pliziertere Schichtung heraus, und der soziale Abstand zwischen den Gruppen verstärkt sich, wodurch die paternalistischen Beziehungen zerstört werden.
