SummaryMIGRATION MOTIVES AND MIGRATION DIFFERENTIALS AMONG IRISH RURAL YOUTHThis paper reports the results of a field study of the migration intentions of a cohort of adolescents in a typical rural trade centre community in Ireland.Two questions were studied. The first dealt with the proximate social‐psychological factors that predict variations in the migration decisions of these adolescents. Variation in beliefs as to one's ability to fulfil economic and social mobility aspirations locally was the major determining factor in migration decisions. A minority of adolescents, however, were so highly alienated from their home community that, to a large extent, these beliefs were unimportant in their decisions.The second question dealt with differentials in migration planning by sex, educational level and distance of respondents' homes from the trade centre. Clear‐cut differentials occurred and were satisfactorily explained as due to the varying extent of occupational and income earning opportunities matching the aspirations of each category. This is primarily due to an intervening educational and occupational selection process which makes it more difficult for females, the more highly educated, and for respondents from or near the centre to fulfil their aspirations locally.RésuméMOTIVATIONS ET DIFFÉRENTIELS DE MIGRATION DE JEUNES RURAUX IRLANDAISCet article résume une étude des intentions de migrations d'un ensemble d'adolescents d'un bourg rural à vocation commerçante, typique de l'Irlande.Deux problèmes fondamentaux y furent étudiés. Le premier concernait les facteurs psycho‐sociaux actuels qui laissent prévoir des variations dans les décisions de migration de ces adolescents. Le facteur déterminant de ces décisions était basé sur les estimations des possibilités locales d'accomplissement des aspirations économiques et sociales. Pour une minorité d'adolescents, très intégrés à leur communauté, ces estimations ne jouaient aucun rôle.Le second problème concernait le différential des migrations en fonction du sexe, du niveau d'instruction, et de la distance séparant le lieu de résidence des interviewés du centre urbain. Des lignes de partage très nettes apparurent et furent explicitées de manière satisfaisante par le fait que la gamme très vaste des professions et des salaires permettait de répondre aux aspirations de chaque catégoric Ceci est du, en premier lieu, au processus de sélection scolaire et professionnelle qui permet plus difficilement aux jeunes filles, diplomées, et aux interviewés du bourg ou de ses abords immédiàts de remplir leurs aspirations dans le contexte local.ZusammenfassungWANDERUNGSMOTIVE UND WANDERUNGSDIFFERENTIALE BEI DER IRISCHEN LANDJUGENDDie Arbeit berichtet über die Ergebnisse einer Feldstudie über die Wanderungsabsichten einer Kohorte von Heranwachsenden in einer typischen ländlichen Gemeinde in Irland, die ein Handelszentrum ist. Zwei Fragen wurden untersucht. Die erste behandelt die wesentlichen sozialpsychologischen Faktoren, die Variationen in den Wanderungsentscheidungen dieser Heranwachsenden im voraus erkennen lassen. Die Variation in den Vorstellungen über die Fähigkeit, die Aspirationen der ökonomischen und sozialen Mobilität am Ort zu erfüllen, war der wesentliche Entscheidungsfaktor für die Wanderungen. Eine Minderheit der Gruppe war jedoch so stark von ihrer Heimatgemeinde entfremdet, dass diese Vorstellungen weitgehend für ihre Entscheidungen wegfielen.Die zweite Frage gait den Differentialen in der Wanderungsplanung nach Geschlecht, Erziehungsniveau und Entfernung der Wohnungen vom Handelszentrum. Deutliche Unterschiede ergaben sich und wurden ausreichend erklärt als Folge der unterschiedlichen Ausmasses, in dem die Möglichkeiten, Arbeit zu finden und den Lebensunterhalt zu verdienen, den Aspirationen jeder Kategorie entsprachen. Das ist vor allem eine Folge der Erziehungs‐ und Berufsselektion, die es dem weiblichen Bevölkerungsteil besonders bei höherer Ausbildung oder den Befragten aus der Nähe

SummaryAGRICULTURAL POLICY AND SOCIAL POLICY THE FUTURE OF THE FAMILY FARMIn this paper an outline is given of a number of characteristic economic and technological developments in agriculture, which can be lumped together under the common heading of scale enlargement. These were confronted with some fundamental principles and objectives of agricultural policy. The confrontation was concluded with the following propositions:a) Present agricultural policy in most developed countries is characterized by the fact that it seeks simultaneously to serve a number of conflicting aims, as a result of which it assumes a vague character.b) Therefore, agricultural policy gives no attention to the question which is so vitally important for the future of agriculture, i.e. whether agriculture should be organized on the basis of relatively small and independent family, or one‐man farms, or on the basis of large‐scale agricultural enterprises. Arising from this, a substantial part of the farm population lives in a state of structural uncertainty, or sociologically speaking in a state of anomie.c) A quick, clear prouncement on what has been posed under (b) is the first and most important condition for pursuing a just social policy.d) Although every society has the right to choose its own agricultural organization pattern, economic, technological and social developments are clearly and almost compellinlgy taking place in the direction of large‐scale agricultural enterprises.e) Whatever organizational pattern a society wishes to choose for its agricultural production ‐ e.g. large‐scale enterprises or family farms ‐ in both cases comprehensive government planning is necessary for the transformation of the present farming structure, which is very unfavourable, into a more appropriate one.RésuméPOLITIQUE ATRICOLE ET POLITIQUE SOCIALE L'AVENIR DE L'EXPLOITATION FAMILLIALECet article donne un aperçu d'un certain nombre de développements économiques et technologiques, caractéristiques de l'agriculture qui peuvent être appréhendés sous le thème général du changement d'échelle. Ces développements sont, eux‐mêmes, confrontés avec quelques principes et objectifs fondamentaux de la politique agricole.a) De cette confrontation, il ressort que la politique agricole actuelle se caractérise, dans la plupart des pays développés, par une tentative de conciliation d'objectifs antagonistes, tentative qui a pour résultat de conférer une très grande imprécision à ces politiques.b) En conséquence, la politique agricole, n'accorde pas suffisamment d'attention à la question dont l'importance est vitale pour l'agriculture, à savoir, si celle çi doit être organisée sur la base d'exploitations familiales, de dimension relativement modeste, d'exploitations à une unité de travail, ou bien, sur la base d'entreprises de grande dimension. Cette option n'ayant pas été réalisée, la majeure partie de la population agricole vit dans l'incertitude de ce que seront les structures de demain, et sociologiquement parlant, dans un état d'anomie.c) Une réponse claire et rapide, au problème posé ci‐dessus est la première et la plus importante des conditions de mise en oeuvre d'une juste politique sociale.d) Bien que chaque société ait le droit de choisir son propre schema d'organisation, en matière agricole, les développements techniques, economiques, et sociaux vont clairement, irrésistiblement vers l'etablissement d'entreprises agricoles de grande dimension.e. Quel que soit le schéma d'organisation qu'une société souhaite choisir pour sa production agricole ‐ entreprises de grande dimension ou exploitations familiales ‐ une planification gouvernementale globale s'avère dans tous les cas nécessaire à la transformation de la structure agricole actuelle, défectueuse, en un autre type d'organisation plus approprié.ZusammenfassungAGRAPOLITIK UND SOZIALOLITIK DIE ZUKUNFT DES FAMILIENBETRIEBSDer Beitrag stellt einige charakteristische wirtschaftliche und technologische Entwicklungen in der Landwirtschaft dar, die als Erweiterung des Produktionsumfanges, zusammengefasst werden können. Diesen wurden einige fundamentale Prinzipien und Ziele der Agrarpolitik gegenübergestellt. Die Gegenüberstellung wurde mit folgenden Feststellungen beschlossen:a) Die gegenwärtige Agrarpolitik der meisten entwickelten Länder ist dadurch charakterisiert, daß sie gleichzeitig mehreren einander widersprechenden Zielen zu dienen sucht und daher sehr vage wird.b) Aus diesen Gründen vernachlässigt die Agrarpolitik die für die Zukunft der Landwirtschaft lebenswichtige Frage, ob die Landwirtschaft in relativ kleinen unabhängigen Familien ‐ oder Ein‐Mannbetrieben organisiert werden soil, oder in Großbetrieben. In dieser Hinsicht lebt ein wesentlicher Teil der landwirtschaftlichen Bevölkerung in einem Zustand struktureller Ungewißheit, oder ‐ soziologisch ausgedrückt ‐ in einem Zustand der Anomie.c) Eine schnelle und deutliche Erklärung zu Punkt b ist die erste und wichtigste Bedingung für eine gerechte Sozialpolitik.d) Zwar hat jede Gesellschaft das Recht, ihre eigenen Organisations‐formen für die Landwirtschaft zu wählen. Technologische und soziale Entwicklungen finden jedoch statt, die klar und fast zwingend in der Richtung landwirtschaftlicher Großbetriebe wirken.e) Welche Organisationsform eine Gesellschaft für ihre Agrarproduktion wählt ‐ z.B. SummaryCO‐OPERATION BETWEEN FARMERS IN FINLANDThe present study concerns 200 farmers in a traditional and more‐than‐average prosperous agricultural area. Three‐quarters of them were found to be co‐operating with other farmers. One out of three co‐operation groups concerned human labour, while 60 per cent of groups had to do with agricultural machinery. Small‐holders exchanged work, while on larger farms the co‐operation was more often with machines. Younger farmers in general seemed to favour co‐operation more, especially machinery exchange. The intensity of co‐operation was not found to vary with degree of mechanization, but innovativeness was somewhat higher among the most intensively co‐operating farmers. Partners in co‐operation tended to be from farms of roughly the same size. About every third of partners were relatives, the operators of larger farms and younger farmers more often having relatives as partners. Attitudes towards agriculture in general were not found to correlate with co‐operativeness. Farmers generally were content with their present co‐operation. It had not particularly restricted their independence, a majority did not mention any negative aspects, and nearly all intended to continue it. The more intensively a farmer was co‐operating, the more positive was his attitude towards still more intensified co‐operation, and the more he himself was willing to increase his participation in co‐operation. But when co‐operation threatened to limit a farmer's independence, he objected to it very strongly.RésuméCOOPÉRATION AGRICOLE EN FINLANDEL'étude concerne deux cent agriculteurs d'une zone rurale traditionnelle dont la richesse agricole est supérieure à la moyenne nationale. Les trois quarts de ces exploitants sont des coopérateurs. Pour un tiers d'entre eux, cette coopération a pour objet la force de travail, alors que pour 60%, elle se borne à l'utilisation en commun de machines. Les agriculteurs exploitant de petites surfaces échangent du travail alors que, pour leurs homologues ayant de plus grandes superficies, la coopération se situe, le plus souvent, au niveau de l'échange des machines. Les agriculteurs les plus jeunes semblent plus en faveur de la coopération, en particulier de l'échange de machines. L'intensité de la coopération ne varie pas en fonction du degré de mécanisation, mais l'aptitude à l'innovation est plus développée parmi les agriculteurs les plus coopératifs. La coopération semble s'effectuer entre partenaires ayant des exploitations de dimensions voisines; environ un tiers de ces partenaires ont entre eux des liens de parenté, et ceci plus particulièrement parmi les plus jeunes agriculteurs et les détenteurs des plus grosses exploitations.Les attitudes envers l'agriculture en général n'offrent aucune corrélation avec le degré de coopérativité des individus. Les agriculteurs sont généralement satisfaits de l'état actuel de la coopération; cette dernière n'ayant pas sensiblement restreint leur indépendance, la majorité des agriculteurs ne ltd attribue aucun aspect négatif et presque tous pensent la poursuivre. Plus un agriculteur co‐opère intensement, plus son attitude est favorable à un renforcement de la coopération et de sa propre participation. Si la coopération menace de limiter son indépendance, l'agriculteury oppose de fortes objections.ZusammenfassungZUSAMMENARBEIT ZWISCHEN BAUERN IN FINNLANDDie Studie betraf 200 Bauern in einem traditionell landwirtschaftlichen und überdurchschnittlich wohlhabenden Gebiet. Drei Viertel von ihnen arbeiten mit anderen Landwirten zusammen. Ein Drittel der Kooperationsgruppen gait der menschlichen Arbeitskraft, 60% den landwirtschaftlichn Maschinen. Kleinbauern tauschten Arbeit aus, während auf grösseren Betrieben die Zusammenarbeit häufiger die Maschinen betraf. Jüngere Landwirte waren im allgemeinen der Zusammenarbeit geneigter, besonders dem Maschinenaustausch. Die Intensität der Zusammenarbeit schien nicht mit dem Grad der Mechanisierung zu variieren, aber die Neuerungsbereitschaft war etwas grösser bei den Landwirten, die am intensivsten kooperierten. Partner der Zusammenarbeit sind häufig Leiter von Betrieben, die etwa gleich gross sind. Etwa jeder dritte Partner war ein Verwandter, und die Leiter grosserer Betriebe und junge Landwirte hatten häufiger Ver‐wandte zu Partnern. Das Verhalten gegenüber der Landwirtschaft im allgemeinen korrelierte nicht mit der Kooperationsbereitschaft. Die Bauern waren meist mit ihrer gegenwärtigen Kooperation zufrieden. Sie haben nicht wesentlich ihre Unabhängigkeit eingeschränkt; eine Mehrheit erwähnte keinerlei negative Aspekte, und fast all beabsich‐tigten sie fortzusetzen. SummaryAGRICULTURAL POLICY IN WESTERN EUROPE AND SOME OF ITS SOCIOLOGICAL ASPECTSWestern European agricultural policy is not based on a consistent set of objectives and means. On the one hand, the programs demand rapid mechanization of production and structural rationalization of the agricultural sector. On the other hand, those who support these programs acknowledge that agriculture has several social functions which are not compatible with extensive structural rationalization.The most widely accepted value behind the programs is the utilization of the most modern techniques of production. This leads to an “adjustment model” where the technology saving the most labour and land at any time is taken as an external factor, i.e., it is not considered to be subject to modification or compromise which might make it more consistent with other desired objectives. The other important external factor is the market for agricultural commodities. An adjustment of production to the market, therefore, has to be done by reducing the inputs of labour or land or both, not by slowing or reversing technological changes. The amounts of labour and land to be used in agriculture become the “adjustment variables”.The main shortcoming of this “adjustment model” is the assumption that agriculture has no social value which ranks higher than increased labour productivity. It is a challenge to sociologists, economists and other social scientists to investigate whether this assumption is a ‘good’ or a ‘bad’ one at the stages of economic and social development at which we now stand in the countries of Western Europe.RésuméPOLITIQUE AGRICOLE EN EUROPE OCCIDENTALE; QKUELQUES ASPECTS SOCIOLOGUQUESLa politique agricole ouest européenne n'a pas, pour fondement un ensemble cohérent d'objectifs et de moyens. Les programmes pré‐conisent, d'une part une mécanisation rapide de la production et une rationalisation des structures du secteur agricole; d'autre part, les responsables de ces programmes reconnaissent que l'agriculture remplit de nombreuses fonctions sociales incompatibles avec une complète rationalisation structurelle.L'idée la plus largement acceptée, au cours de l'élaboration de ces programmes, est l'utilisation des techniques de production les plus avancées. Cette option conduit à un modéle où la technologie, épargnant toujours plus de travail et de terre, est considérée comme un facteur exogène, i.e ne pouvant faire l'objet ni de modiflications, ni de compromis susceptible de le rendre plus conforme à d'autres objectifs souhaités. Un second facteur externe important est celui du marché des produits agricoles. Un ajustement de la production au marché doit done être réalisé par une réduction des inputs, travail et/ou terre, et non par un ralentissement, voire un renversement dans les transformations technologiques. Les quantités de travail ou de terre à utiliser deviennent ainsi des variables opérationnelles.Le défaut essentiel de ce modéle réside dans l'hypothèse selon laquelle l'agriculture n'a de valeur sociale plus élevée qu'une productivité croissante. C'est la tâche des sociologues, des économistes et autres spécialistes des sciences sociales de dire si cette hypothèse est «bonne» ou «mauvaise» compte tenu du degré de développement actuel des pays d'Europe occidentale.ZusammenfassungAGRAPOLITIK IN WESTEUROPA UND EINIGE IHRER SOZIOLOGISCHEN ASPEKTSDie Agrarpolitik Westeuropas basiert nicht auf einem geschlossenen Bündel von Zielen und Mitteln. Einerseits fordern die Programme schnelle Mechanisierung der Produktion and Strukturrationalisierung des Agrarsektors. Andererseits anerkennen die, die diese Programme unterstützen, dass die Landwirtschaft mehrere soziale Funktionen hat, die nicht mit ausgedehnter Strukturrationalisierung verträglich sind.Der am weitesten akzeptierte Wert hinter den Programmen ist die Nutzung der modernen Produktionstechniken. Das führt zu einem Anpassungsmodell, bei dem die Technologie, die zu gegebener Zeit die meiste Arbeit und das meiste Land einspart, als externer Faktor genommen wird; d.h. dieser Faktor gilt nicht als der Modifikation oder dem Kompromiss unterworfen, die ihn mehr mit anderen Zielsetzungen vereinbar machen würden.Der andere wesentliche externe Faktor ist der Markt für Agrar‐produkte. Eine Produktionsanpassung an den Markt soil daher vorgenommen werden, indem der Einsatz von Arbeitskräften oder Land, oder von beiden, eingeschränkt wird, nicht indem man die technologischen Veränderungen verlangsamt oder umkehrt. Arbeit und Land werden damit die Anpassungsvariablen.Der hauptsächliche Mangel dieses Anpassungsmodells ist die Annahme, dass die Landwirtschaft keinen höheren sozialen Wert als die erhöhte Arbeitsproduktivität hat.
