AbstractDuring the 1950's the character of agricultural syndicalism in France was transformed by the arrival of a new generation of militant farmers from the geographically and economically peripheral regions of France. This paper examines the chronology, causes and consequences of this process in one department of France, Aveyron, and argues that an understanding of the social history of agricultural organisations in France is essential to a fuller appreciation of their current role and preoccupations.RésuméDurant les années cinquante, le syndicalisme agricole franfais s'est transformé du fait de ľ irruption ? une nouvelle génération de militants agriculteurs à partir des régions périphériques (spatialement et éconoraiquement) de la France. Cet article détaille la chronologie, les causes et les conséquences de ce processus dans le cas du département de ľ Aveyron. II tend à démontrer qu'on ne peut comprendre pleinement le role et les préoccupations des organisations agricoles sans avoir fait cette histoire sociale des organisations.KurzfassungWährend der 50er Jahre hat sich das Wesen der landwirtschaftlichen Interessenverbände in Frankreich durch das Auftreten einer neuen Generation militanter Bauern aus den räumlich und ökonomisch peripheren Regionen Frankreichs verändert. Dieser Beitrag untersucht die Chronologie, Ursachen und Folgen dieses Prozesses in dem Departement Aveyron und schlußfolgert, daß das Verständnis der Sozialgeschichte des landwirtschaftlichen Organisationswesens in Frankreich entscheidend ist für das Erkennen seiner gegenwärtigen Roll

AbstractThis paper provides an historical background to corporatist policy arrangements in British agriculture. It then examines recent changes in agricultural objectives, policy making, and conflicts. In particular it emphasises the politicisation of agriculture and tlie changed basis for corporatist initiative in policy making and implementation consequent on the shift from political concern with production to concern at the financial and environmental costs of agricultural price support policies. The integrity of the agricultural policy community itself is of critical significance for these changes. Accordingly the paper closely considers the changing position of the National Farmers' Union, particularly as a result of increased public concern over its role in environmental protection in the aftermath of the 1981 Wildlife and Countryside Act.RésuméCet article commence par rappeler les bases historiques du caractère corporatif de la politique agricole britannique: il décrit ensuite les changements récents et les conflits apparus dans le secteur agricole. II met en évidence la politisation des problèmes agricoles: les préoccupations politiques, jusque là centrées sur la production agricole seule, sont de plus en plus centrées sur les couts financiers et les impacts environnementaux des politiques de soutien des prix agricoles, et cela modifie nettement la base sur laquelle ľ organisarjon corporative peut agir. Dès lors, c'est tout le mécanisme de solidarite de la politique agricole qui est mis en cause. Ľ article centre alors ľ attention sur ľ Union Nationale des Agriculteurs et son attitude nouvelle face à une opinion qui s'interesse de plus à son rôle dans la politique de ľ environnement qui découle de la Loi sur la Nature et la Campagne de 1981.KurzfassungDer Beitrag zeigt zunächst den historischen Hintergrund der korporatistischen Politikeinrichtungen in der britischen Landwirtschaft auf. Danach werden jüngste Veränderungen landwirtschaftlicher Ziele, Politikgestaltung und Konflikte untersucht. Insbesondere werden die Politisierung der Landwirtschaft und die veränderte Basis fur korporatistische Ansätze bei der Gestaltung und Implementierung politischer Maßnahmen als Folge der Verlagerung des politischen Interesses von Produktionszielen zu den finanziellen und Umweltkosten der landwirtschaftlichen Preissrützungspolitik betrachtet. Die Geschlossenheit der landwirtschaftlichen Politikgemeinschaft selbst ist von entscheidender Bedeutung für diese Veränderungen. Dementsprechend wird in dem Beitrag eingehend die sich ändernde Position des Nationalen Bauernverbandes, insbesondere aufgrund des erhöhten öffentlichen Interesses an seiner Rolle beim Umweltschutz infolge des Gesetzes über den Natur‐ und

AbstractSince the late 1960's financial institutions (pension funds and insurance companies) have steadily purchased the freehold to agricultural land in Great Britain. With lower inflation and an uncertain economic future for farming, this investment has largely ceased to be replaced by a period of portfolio rationalisation. Previously, such institutions only provided landowners with loan or mortgage capital, opting not to buy land, and the paper seeks to assess the significance of this change of policy for British agriculture. The direct impact on landowning and productive relations has been small as they still own only 1.9% of the agricultural area of Great Britain. They do, however, represent the most active area of agrarian landlordism today and have encouraged new forms of lease, and sale and leaseback arrangement. The latter are highly selective and only of benefit to efficient occupiers with large, well‐equipped farms on good land. Evidence that institutional landlords exploit their tenants, or employ farming practices unused by progressive family farmers, is limited. The main lesson for farmers and landowners of recent investment is that in a capitalist economy, which most of them endorse, they cannot expect the state to protect them from the periodic incursions of finance capital.RésuméDepuis la fin des années soixante des institutions financières ont, de manière régulière, acquis des terres. Du fait ? une inflation plus basse, et en raison de ľ incertitude économique croissante de ľ agriculture, ce type ? investissement a largement cessé et cedéà des rationalisations dans les portefeuilles financiers. Jusque là de telles institutions se contentaient de fournir aux propriétaires des prêts ou du crédit hypothécate et n'achetaient pas de terre: ľrticle tente ?évaiuer la signification de ce changement de politique pour ľ agriculture britannique. Ľ impact direct sur la propriété et les rapports de production est faible puisque ces institutions ne possédent que 1.9% des surfaces agricoles. Mais ceci représente cependant le secteur le plus dynamique de la grande propriété, et constitue un encouragement à de nouvelles formes de rapports financiers. Ces nouveaux rapports sont très sélectifs et ne bénéficient qu'aux exploitants les plus efficaces, disposant de grandes fermes bien équipées sur de grandes surfaces. II y a peu de preuves soit que ces institutions exploitent les fermiers, soit qu'elles induisent des pratiques agricoles nouvelles. La principale leçon à en tirer par les fermiers et les propriétaires est que, dans un système capitaliste, auquel ils adhèrent par ailleurs, il est vain ? attendre de ľ Etat que celui‐ci les protège des incursions périodiques du capital financier.KurzfassungSeit Ende der 60er Jahre haben Finanzinstitute ständig Eigentumstitel an landwirtschaftlichem Grund und Boden in Großbritannien erworben. Mit der niedrigeren Inflationsrace und ungewissen ökonomischen Zukunft der Landwirtschaft wurden diese Kapitalanlagen nun weitgehend beendet und durch eine Periode auf wirtschaflichen Ercrag gerichteter Anlagetätigkeit abgelöst. Seit kurzem bieten diese Institute Landbesitzem nur noch Darlehen oder Pfandbriefe an ohne die Absicht, selbst Land erwerben zu wollen. Der Beitrag versucht die Bedeutung dieser Veränderung für die britische Landwirtschaft zu bewerten. Der unmittelbare Einfluß auf Bodeneigentums‐ und Betriebsverfassung ist gering, da die Institute immer noch nur 1,9% der landwirtschaftlichen Nutzfläche in Großbritannien besitzen. Sie stellen jedoch den aktivsten Teil des landwirtschaftlichen Grundeigentums dar und haben neue Formen von Pacht‐, Verkaufs‐ und Pachtrückgabevereinbarungen angeregt. Diese sind hoch selektiv und nur gewinnbringend für Inhaber von großen, gut ausgerüsteten landwirtschaftlichen Betrieben auf ertragreichen Böden. Anzeichen dafür, daß institutionelle Grundeigentümer ihre Pächter ausbeuten oder Produktionsverfahren anwenden, die fonschrittlichen Familienbetriebslandwirten nicht vertraut sind, sind nur begrenzt zu erkennen. Die wichtigste Lehre für Land wine und Grundbesitzer aus den jüngsten Kapitalanlagen ist, daß sie in einer kapitalistischen Wirtschaft, die ja so sehr befürwortet wird, vom Staat nicht erwart

AbstractThe growing reliance on off‐farm employment in industrialized societies has become a topic of considerable research interest. Although attention has been paid to the impact of multiple job holding on the economic well‐being and the internal organization of farm families, there is a lack of discussion on how this may affect external social relations among these families. Examining farm couples in Louisiana, this paper treats their work‐role statuses as an interface between the worlds of agricultural production and the larger economy and as an intrusion into traditional patterns of external social relationships (i.e., social networks) of the farm family. While off‐farm employment, especially in white collar occupations, reduces the proportion of farmers found in social networks, over all, it has litde impact on the structure or composition of these networks. Of greater significance, the farm background of the husband is strongly associated with traditional forms of external social relationships. Patterns of social interaction established earlier in life appear to reproduce themselves across generations of farm families. Implications of these findings for the structure of agriculture are discussed.RésuméLe développement de ľ emploi extra‐agricole dans les sociétés industrialisées est devenu un thème ? un intérét scientifique croissant. Si on a bien prêté attention à son impact sur le bien‐être économique et sur ľorganisation interne des families agricoles, on a relativement peu étudié ses effets sur les relations sociales externes de ces families. Etudiant des couples agricoles en Louisiane, cet article considère les statuts liés au travail comme un interface entre ľ univers économique et le monde de la production agricole ? une pan, et comme une rupture dans les modèles de relations sociales (les réseaux ? interactions) traditionnels ? autre part. Ľ emploi extra‐agricole, surtout si c'est un emploi non manuel, atténue la proportion ? agriculteurs dans les réseaux, mais il en modifie peu la composition et la structure. De plus, le passé agricole du mari semble très nettement lié au maintien de formes traditionnelles de relations sociales. Il s'ensuit que les modèles ? interaction sociale intériorisés semblent bien se reproduire ? eux‐mêmes de génération en génération. La conclusion dégage de ces constats certaines implications quant à la structure de ľ agriculture.KurzfassungDie Zunahme der außerlandwirtschafdichen Erwerbstätigkeit in industrialisierten Gesellschaften ist Gegenstand beträchtlichen wissenschaftlichen Interesses geworden. Beachrung hat vor allem die Bedeutung der Mehrfachbeschäftigung für die ökonomische Situation und innere Organisation landwirtschafdicher Familien gefunden, doch fehlt eine Diskussion über deren Wirkungen auf die externen sozialen Beziehungen dieser Familien. Durch Untersuchungen bei landwirtschaftlichen Ehepaaren in Louisiana werden in dem Beitrag die Arbeitsrollen‐Status als eine Verbindung zwischen landwirtschaflicher Produktion und der übrigen Wirtschaft und als eine Erweiterung traditioneller Muster externer sozialer Beziehungen (z.B. soziale Netzwerke) der landwirtschaflichen Familien behandelt. Während mit auβerbetrieblicher Erwerbstätigkeit, insbesondere höher qualifizierten Tatigkeiten, der Anteil von sozialen Netzwerken angehörenden Landwirten generell abnimmt, hat dies doch wenig Bedeutung für die Struktur oder Zusammenseczung dieser Netzwerke. Von größerer Bedeutung ist, daß der landwirtschaftliche Hintergrund des Ehemannes eng mit traditionellen Formen externer sozialer Beziehungen verbunden ist.
