SummaryTHE NATURE AND CHANGE OF PEASANT ECONOMIESPart I presents a general type of peasant economy. It discusses the major specific aspects of this: the family farm production‐consumption unit, the village as an economic organization, the market and money in the peasant economy, the political economy of peasant societies. It ends with a conceptual differentiation of the scholars sharing the assumption of a specific peasant economy but divided over the hierarchy of the interlinked qualities so defined.Part II is devoted to the diversity of peasant economies, while focusing on the typical patterns of their change included under the umbrella term of modernization. It reviews in these terms the aspects of the peasant economy delineated in Part I. In addition it presents the issue of the processes responsible for the ‘spontaneous’ disintegration of the peasant economy under the impact of urban centred and market‐directed national economies, while recalling those opposing processes which, often simultaneously, restructure and re‐establish specifically peasant social characteristics.Part III turns to agrarian policies and the impacts of state intervention on peasant economies. It deals with the aims of such interventions, with land reform, and with the major programmes of reconstruction and transition of peasant economies today: ‘betting on the strong’, collectivization, and the transformation of the peasant into a ‘modem’ farmer.ResuméNATURE BT EVOLUTION DES ECONOMIES PAYSANNESCet article est une prtséntation des principaux caractéres des économies paysannes: l'exploitation familiale, unité de production et de consommation, le village, infrastructure économique, le marché et la monnaie, la politique économique dans les sociétés paysannes. Cette analyse se termine par une classification, en fonction de leur systéme d'interprétation, des spécialistes, qui, soutenant l'idée d'une économie paysanne spécifique, sont divisés sur la hiérarchisation des interrelations évoquées.La seconde partie est consacrée a la diversité des économies paysannes et insiste plus particuliérement sur les modtles d'évolution caractéristiques, inclus sous le terme général de «modernisation», en intégrant les différents aspects, analysés prcédemment, de l'économie paysanne. Enfin, l'article présente l'aboutissement de processus responsables de la désintégration «spontanée» de l'économie paysanne sous l'impaa d'économies nationales orientées vers l'urbanisation et l'économie de marché, tout en rappelant l'existence de tendances opposées‐et parfois simultanées‐qui restructurent et réinstaurent des caractéristiques sociales paysannes spécifiques.Une troisiéme partie aborde le probléme des politiques agraires et de l'impact des interventions de 1'Etat sur les économies paysannes: buts de ces interventions, réformes agraires, principaux programmes de restructuration et de transition (aide préférentielle a l'é

SummaryPEASANT SOCIETY AND DEVELOPMENT IN ETHIOPIAA considerable amount of effort and of capital is invested for development in Ethiopia. But the social and political situation in the country is such that all efforts bear little effect. The distribution of property, chances, and influence is extremely unequal. The prevailing power structure enables the landlords, rich merchants and officials to employ every new project for their own interests. Even development projects which were started to improve the lot of the poor peasants end up being additional tools for the rich to exploit the peasants more effectively.Technical aid does often not reflect over its social side‐effects. This helps to increase social and economic differences, instead of filling the gap between rich and poor. If we do not want this situation to continue, we will have to revise our own concept of development, and to accept responsibility for the social consequences of our interference.RésuméSOCIETE PAYSANNE ET DEVELOPPEMBNT EN ETHIOPIELe développement éthiopien a bénéficié d'un effort considérable en hommes et en capital; mais la situation sociale et politique y est telle que ces investissements ont, en réalité, peu d'effet. La répartition de la propriété, du pouvoir, des chances, se caracttrise par son extrCme intgalitC. La structure du pouvoir permet aux propritéaires fonciers, aux riches marchands et am hauts fonctionnaires de détourner a leur profit tout nouveau projet, y compris les projets de développement instaurés pour améliorer la condition des paysans les plus démunis et qui sont devenus, entre les mains de cette classe favorisée, un moyen supplémentaire d'exploitation du paysannat.Le donneur de l'aide technique rarement réfléchit aux effets secondaires sur la structure sociale. En fait, il ne fait qu'accroître les disparités économiques et sociales, au lieu de les diminuer. Summarythe farmer‐an entrepreneur personality?Asocio‐psychological analysis of decision‐making with special regard to the economic behaviour of farmersThe entrepreneur is regarded as an important autonomously acting economic factor disposing the other production factors and combining them with the purpose of achieving economic success for the enterprise. Based on Schumpeter's comparison of the creative Unternehmer and the non‐creative Wirt, the entrepreneur typology distinguishes two basic types, the innovator and the imitator.But with regard to his functions, an entrepreneur is an actor who, in the process of economic decision‐making, continually has to choose among merent alternatives. The entrepreneur frequently bases his decisions on previous reflections and experiences using standardized rules of thumb (or norms) without always taking real decisions. Numerous behaviour‐patterns, formed by the socialization process, largely determine economic actions, particularly those of owner‐entrepreneurs.Real acts of decision‐making are reactions to a situation that has been recognized as multivalent. They extend in time from the incentive phase via the experimental phase to the phase of adoption. Risk behaviour is an integral part of the entrepreneurial acts of decision‐making, which in a certain way tries to resolve the conflict between security and achievement tendencies. The scope for real ‘entrepreneurial’ action is found where the tendency for achievement comes very near to balancing the tendency for security. This holds irrespective of the motivation for entrepreneuytial action.The entrepreneurial element as a form of creativity thus seems to be independent of social systems and professions, and to be a characteristic of the personality. It is formed by hereditary and environmental factors and can be influenced by selection and training.RésuméLE PAYSAN ‐ UN ENTREPRENEUR?ANALYSE SOCIO‐PSYCHOLOGIQUE DU PROCESSUS DE DECISION AVEC REGARD PARTICULIER DU COMPORTEMENT ECONOMIQUE DES PAYSANSL'entrepreneur est considéré comme un facture économique importante qui dispose des autres facteurs de production d'une maniére autonom. et les combine pour atteindre un succés économique pour l'entreprise, Basant sur la comparaison de Schumpeter du Unternehmer créateur et Wirt non‐créateur, la typologie d'entrepreneurs distingue dew. types fondamentaux: l'innovateur et l'imitateur.En ce qui concerne ses fonctions, l'entrepreneur est pourtant un acteur qui, dans le proés de décision économique, est toujours obligé A choisir parmi plusieurs alternatives. De nombreuses manières de comportement sont formées par le procés de socialisation et, par conséquent, déterminent l'action économique, en particulier parmi les propriétaires‐entrepreneurs.Des actions décisives véritables sont des réactions a une situation identifiée comme polyvalente, où succédent, avec le temps, la phase d'incitation, la phase de recherche et d'évaluation, et la phase de rentabilité optimale. Le comportement relatif aux risques est une partie intégrante des actions décisjves des entrepreneurs, qui cherche à resoudre le conflit entre une tendance de garantir la sécurité et une tendance de productivité. Le domaine du comportement entrepreneur proprement dit se trouve là où la tendance de productivité s'approche de la tendance de garantir la sécurité, mais ne reste pas inférieure a cellëci.L'élément entrepreneur comme une forme de créativité semble êre indépendant de systémes sociaux et de certaines professions.
