SummaryTHE SOCIAL SITUATION OF OLD PEOPLE IN RURAL AREASAgeing population and consequent high dependency ratios are features common to all European countries. However, the specific problems of the elderly inrural areashave not been the subject of systematic research, despite growing preoccupation with the obstacle this group may constitute to modernization and restructuring of agriculture. In default of hypotheses based on properly weighted data on rural populations, the paper examines the type of alteration in the situation of old people which is reported as occurring as agriculture becomes increasingly focused on highly organized market production. It then discusses the possible impact of this change of situation on the basic needs of the old in rural areas, as identified in general studies of old age. These basic needs ‐ for economic security, housing, health care, and continued activity ‐ are briefly reviewed in the context of rural life. The question is put as to whether it is feasible to solve the old‐age problems so presented on lines consonant with the general principles to be observed in treatment of the old, which have emerged in these last few years as a consensus of informed opinion.In view of the lack of precise facts, a long‐term research strategy is suggested. As a first approach, some global studies of all factors involved within some limited and clearly defined areas would seem essential. Specific problems could then be selected for more thorough study, perhaps on parallel multi‐national lines, to ascertain which practical solutions are most likely to be of help in evolving new human patterns of living in integrated rural co

SummaryRECENT DEVELOPMENTS OF FARM FAMILY LIFE ‐ CONSEQUENCES FOR AGRICULTURAL POLICYThree important developments are changing the structure of the agricultural family:1. Marriage is taking place increasingly at a younger age.2. Life expectancy is rising.3. Behaviour in the family is changing.These factors lead to an accelerated sequence of generations. Thus, the peasant family will soon be composed of four generations. These will live and work in at least two, perhaps three households. The family farm then has to provide the economic basis for two active and two inactive generations. This implies an enlargement of scale in all respects of farm organization. On many farms, however, land and capital will not allow for the full productive employment of two males. Here, the one‐man farm can offer a solution. This can be conceived as a transitory phase in the process of structural change either towards complete closing down or towards the growth into a farm with two or more workers. The one‐man farm can also be further developed into lasting forms of land use. In that case, the generation which normally succeeds to the farm will have to learn and to take up an off‐farm profession; only the grandson takes over the farm again. This is feasible, since with generally early marriage the grandson is 22 years old, when the old farm manager (his grandfather) retires at the age of 65 years.These familial developments decisively influence the guiding image of agrarian policy, which should not be concerned with the peasant family farm. Instead, farm enterprises with one or many working people have to be acknowledged as prime objectives of agrarian policy. ‐ The conclusions derived from this analysis offer the basis for a reorientation of agrarian policy and land tenure.ResumeLA VIE DES FAMILLES D'AGRICULTEURS DéVELOPPEMENTS RéCENTS ET CONSéQUENCES POUR LA POLITIQUE AGRICOLE1. l'âge du manage s'abaisse de plus en plus.2. l'espérance de vie s'accroit.3. Les comportements familiaux évoluent.Trois tendances évolutives importantes ont transformé la structure des families d'agriculteurs:Ces trois facteurs déterminent une accélération des séquences de générations. De ce fait, les families agricoles seront bientôt composées de quatre générations, lesquelles vivront et travailleront dans au moins deux, si ce n'est trois foyers. En conséquence, l'exploitation familiale doit constituer la source de revenus de deux générations actives et deux inactives. Ce qui implique un changement d' échelle de l'exploitation. Par ailleurs, dans de nombreuses exploitations, les terres et le capital disponibles ne permettront pas un plein emploi économiquement rentable de deux hommes. Dans ce cas, l'exploitation à une unité de travail masculin peut offrir une solution. Mais ceci ne peut constituer qu'une phase transitoire dans le processus d'évolution structurelle vers une cessation complète d'activité ou vers la constitution d'unités de 2 travailleurs ou plus. l'exploitation à un homme peut cependant évoluer ultérieurement vers des formes durables d'utilisation des terres. Dans ce cas, la génération qui doit normalement succéder à la tête de l'exploitation doit poursuivre des études, et exercer, par la suite, à l'extérieur de l'exploitation, une activité non‐agricole. Ce n'est done que le petit‐fils qui reprendra l'exploitation. Cette solution est possible, compte‐tenu de l'abaissement de l'âge du mariage; car le petit‐fils a 22 ans, lorsque Pexploitant ‐ son grand‐père ‐ prend sa retraite à 65 ans.Les évolutions de la structure familiale influencent de manière décisive les images‐guides de la politique agraire, soucieuse de se débarrasser du Leitbild de l'exploitation familiale. Les entreprises agricoles à un ou plusieurs travailleurs doivent être au contraire reconnus comme des objectifs de pleine valeur de la politique agricole. Les idées force qui en dérivent offrent les bases d'une réorientation de la politique agricole et des structures agraires.ZusammenfassungNEUERE ENTWICKLUNGEN BÄUERLICHEN FAMILIENLEBENS ‐KONSEQUENZEN FÜR DIE AGRARPOLITIKDrei bedeutsame Entwicklungen verändern die Struktur der landwirtschaftlichen Familie:1. Zunehmende Eheschließung in jungen Lebensjahren,2. steigende Lebenserwartung,3. Wandel der innerfamilialen Verhaltensweisen.Das führt zu einer beschleunigten Generationenfolge mit der Konsequenz, daß die bäuerliche Familie in naher Zukunft aus vier Generationen bestehen wird. Diese werden mindestens in zwei, vielfach in drei Haushalten wohnen und wirtschaften. Der Familien‐betrieb muß dann die Existenz für zwei voile Erwerbsgenerationen und für zwei weitere Unterhaltsgenerationen stellen. Das bedeutet eine Maßstabsvergrößerung in alien betriebsorganisatorischen Bereichen.In vielen Betrieben werden jedoch die Produktionsfaktoren Boden und Kapital den produktiven Einsatz von zwei männlichen Vollarbeitskräften verbieten. Hier bietet sich der Einmannbetrieb an. Dieser kann in der agrarstrukturellen Entwicklung einmal als Übergang zur völligen Betriebsaufgabe oder zur Aufstockung zu Betrieben mit mehreren Arbeitskräften angesehen werden. Die Einmann‐Betriebe können andererseits zu dauerhaften Formen der Landbe‐wirtschaftung entwickelt werden. Dann muß die direkte Nachfolge‐generation einen außerlandwirtschaftlichen Beruf erlernen und ausüben; erst der Enkel übernimmt die Bewirtschaftung des Betriebes. Das ist möglich, weil bei konsequenter Frühehe der Enkel rd. 22 Jahre alt ist, wenn die ältere Wirtschaftergeneration (seine Großeltern) mit 65 Jahren auf das Altenteil gehen kann.Die familialen Entwicklungen haben einen entscheidenden Einfluß auf das agrarpolitische Leitbild, das sich völlig vom bäuerlichen Familienbetrieb trennen sollte. Stattdessen wären Betriebe mit einer bis vielen Arbeitskräften als vollberechtigte Inhalte der agrarpolitischen Zielvorstellungen anzuerkennen. Die sich daraus
