ABSTRACTScenarios and projections into the future are strongly influenced by our conceptions of the past. Misconceptions about historical development are never entirely harmless. Industrialization is often conceived of as an irreversible process while traditional peasant society is pictured as stable and monolithic. Yet recent research clearly shows that processes of industrialization existed in the countryside long before large scale production began to concentrate in urban areas. It also indicates that in many rural regions there was a massive proletarianization prior to the great movements to urban areas in the 19th century. These misconceptions tend to blur and hamper our thinking about the future. First, if industrialization is thought of as an irreversible process, alternatives to present development become difficult to carry out in practice. In fact, many alternatives are known already but there is no political will to implement them. Secondly, misconceptions tend to lead to an over‐romanticized conception of rural life. There are already some signs of a rural revival such as population movements from town to country. Some forms of migration may end disastrously if the migrating individuals are without any form of organizational and collective resources.RÉSUMÉLes scénarios et les projections prospectives sont fortement conditionés par les conceptions que nous avons du passé. Les idées fausses à propos du passé ne sont jamais sans conséquences. l'industrialisation est souvent perçue comme une évolution irréversible par rapport à laquelle la société paysanne traditionnelle est décrite comme stable et monolithique. En fait, des récherches recentes montrent clairement que l'industrialisation s'est produite dans les campagnes bien avant que la production à grande échelle ne commence à se concentrer dans les zones urbaines. II apparaît également que, dans beaucoup de régions rurales, il y avait une prolétarisation importantc avant les grands mouvements de populations vers les villes du 19osieFcle. La vision erronnée du passé risque d'empécher une vision daire de l'avcnir. d'abord, si Industrialisation est vue comme un processus irréversible, il est difficile de proposer des alternatives au développement actuel. En fait beaucoup d'alternatives sont connues mais il n'y pas de volonté politique pour les développer. Ensuite, ces idées fausses du passé charrient une conception très romantique de la vie rurale. On peur en fait observer des signes de renouvcau rural, tel que certains mouvements de populations urbaines vers la campagne: certaincs de ces migrations peuvent finir mal, si les individus sont dépourvus de routes ressources collectives ou organisationnelles.KURZFASSUNGSzenarien und Projcktionen über die Zukunft sind stark beeinflußt von unseren Vorstellungen über die Vergangenhcit. Falsche Konzeptionen der historischen Entwicklung sind nie ganz ungefährlich. Industrialisierung wird oft als ein irreversibler Prozess angesehen.während die traditionelle bäucrliche Gesellschaft als stabil und als ein einheirlichcs Ganzes begriffen wird. Neuere Forschungen haben jedoch klar ergeben, daß es Prozesse der Industrialisierung im ländlichcn Raum schon gab, lange bcvor Produktion im großen Maßstab sich in urbanen Gebieten zu konzentrieren begann. Sie zeigen auch, daß schon vor den großcn Bevölkerungsbewegungen im 19. Jahrhunderr in vielen ländlichen Gebieten eine massive Proletarisierung vonstatten ging. Solche falschen Vorstellungen trüben und behindern unser Denken über die Zukunft. Wenn zum einen Industrialisierung als irreversibler Prozess angesehen wird, haben Alternativen zur gegenwärtigcn Entwicklung es schwierig, sich durchzusetzen. Tatsächlich sind eine ganze Reihe solcher Alternativen schon bekannt, aber es fehlt der politische Wille, sie auch auszuführcn. Zum zweiten führen falsche Vorstellungen von der Vergangenheit leicht zu einem übcrromanrisierten Bild vom Leben auf dem Landc. Es gibt schon einige Anzeichen für eine Wiederenrdeckung des Ländlichen, wie sich z.B. in den Bevölkerungsbewegungen aus den Städten aufs Lands zeigt. RÉSUMÉAujourd'hui, l'industrialisation du travail agraire doit aussi être analysée comme un processus oú l'emprise de l'Etat joue un rôle de plus en plus déterminanr, oú l'idéologie de la croissance indéfinie transforme les rapports à la nature, les rapports sociaux et les rappotts à l'histoire, oú une nouvelle classe du savoir qui va des planificateurs aux vulgarisateurs cherche à orienter et à contrôler la gestion comme la production. Ces phénomènes, selon les systèmes politiques, créent des formes diversifées d'organisation du travail: l'entreprise libérale, la ferme d'Etat, la coopérative dont le kibboutz est le modèle exemplaire. Mais partout persiste et parfois se consolide un débar entre l'économie familiale et la volontéétatiquc, indice peut‐être d'une particularité propre à l'agriculture. Dans cette longue métamorphose, les travailleurs de la terre ont créé des types d'identité collective ayant chacun leur originalité, que ce soit celui du chef d' entreprise, de l'ouvrier ou du coopérateur. II y a là un enrichissement de la société industrielle par le travail agraire que l'on ne peut pas réduire à l'économique et qui invite à repenser la notion même d' industrialisation.ABSTRACTTo‐day, industrialization of agricultural work needs to be analyzed as a process in which the State plays a more and more decisive role, in which the ideology of unlimited growth transforms relations with nature, social relations and relations with history, and in which a new ‘class of knowledge’, extending from planners to extension officers, attempts to direct and control the management of production. Depending on the political system, these phenomena give rise to different forms of work organization: free enterprise, state farms or cooperatives of which the kibbutz is an example. But everywhere the debate between the family economy and the will of the state continues and sometimes crystallizes, which probably reflects the unique nature of agriculture. During this long metamorphosis, land workers have created different types of collective identity, be it that of head of enterprise, worker, or co‐operator. Here one finds industrial society being enriched by agricultural work in a way which cannot be reduced to the economic and which invites a rethinking of the notion of industrialization itself.KURZFASSUNGHeutzutage muß auch die Industrialisierung der landwirtschaftlichen Arbeit als ein Prozeß gesehen werden, bei dem der Einfluß des Staates cine zunehmend bedeutsame Rolle spielt, bei dem die Ideologie des unbegrenzten Wachstums die Beziehungen zur Natur, die sozialen Beziehungen und geschichtlichen Bezüge verändert, bei dem eine neue Klasse der Intelligenz, die von den Planern bis zu den Beratern reicht, versucht, sowohl die Verwaltung wie die Produktion zu lenken und zu kontrollieren. Diese Erscheinungen schaffen entsprechend den jeweiligen politischen Systemen unterschiedliche Formen der Arbeitsorganisation: das liberale Unternehmen, den Staatsbetrieb, die Genossenschaft, für die der Kibbutz das Musterbeispiel ist. Aber überall besteht und ab und zu verstärkt sich ein Streit zwischen der Familienwirtschaft und dem staatlichen Wollen, vielleicht Indiz einer Bcsonderheit, die der Landwirtschaft eigen ist. Im Zuge dieser langwierigen Umgestaltung haben die Bewirtschafter des Bodens Typen kollektiver Identität entwickelt, die jede ihre Originalität besitzt, sei es als Betriebsleiter, Landarbeiter oder Genosscnschaftsmitglied. ABSTRACTSince the 1960s, East European agriculture has been undergoing a second revolutionary experience as attempts are being made to ‘industrialize’ production and to build new complex organizational structures consistent with social and economic goals. Theories of class relations in this contemporary agriculture usually recognize the intelligentsia stratum and the classes of state agricultural workers and co‐operative farmers or peasants. Here 1 attempt a more refined analysis. Particular occupational categories will be assessed according to (i) legal ownership of productive property and (ii) thescopeof their control over the processes of production. I shall argue that the intelligentsia must be divided into a dominant state bureaucratic elite and new middle classes of managers and technocratic specialists. While a substantial convergence between the classes of co‐operative peasants and state farm workers has taken place, it is important to recognize the new class of skilled technical workers. Also, the continued significance of the private plot complicates the class situation of the worker's household in that this private activity is often the source of a substantial part of household income. The paper concludes with some speculative analysis on the processes of social change in state socialism.RÉSUMÉDepuis les années 60, l'agriculture des pays de l'Est est engageée dans une nouvelle expérience révolutionnairc: la perspective consiste à industrialiser la production et àédifier dc nouvelles formes complexes d' organisation en harmonie avec les finalités de l'économie et de la société. Les théories des classes sociales appliquées à ce type d'agriculture définissent généralement les catégories suivames: les couches intellectuelles, les travailleurs agricoles du secteur d'Etat, et les paysans du secteur coopératif. l'analyse proposée ici se veut plus fine. Des catégories spécifiqucs sont dégagées en fonction (1) de la propriété légale ou productive, (2) du degré de contrôle sur le procès de production. l'intelligentsia, elle, peut être divisée en une élite bureaucratique dominante et une nouvelle classe moyenne de managers et de techniciens spécialisés. Deux tendances sont à souligner: la solidc convergence entre travailleurs du secteur d' Etat et paysans d'une part, et de l'autre le développement de cette nouvelle classe de techniciens. Enfin, cette analyse de classe se complique du fait de l'importance persistante des lopins individuels dans la mesure où cette activitea constitue souvent une part non négligeable des revenus. l'article sc terminc sur quelques hypothèses quant aux mécanismes du changement social dans le système socialiste d'Etat.KURZFASSUNGSeit den 60er Jahren machr Osteuropa eine zweite revolutionäre Entwicklung durch, insofern als Versuche gemacht worden sind, die landwirtschaftliche Produktion zu industtialisieren und komplexe Organisationsstrukturen aufzubauen, die soztalen und ökonomischen Zielen entsprechen. Theorien der Klassenbeziehungen in der gegenwärtigen Landwittschaft dort unterscheiden gewöhnlich zwischen der Schicht der Intelligenz und den Klassen der Arbeiter in den Staatsbettieben und der Gcnossenschaftsbauern oder Bauern. Hier versuche ich eine verfeinerte Analyse. Einzelne berufliche Kategorien werden beurteilt nach (i) dem rechtmäßigen Eigentum an Produktionsmitteln und (ii) dem Ausmaß der Kontrole über Produktionsprozesse. Ich meine, daß die Intelligenz unterteilt werden muß in die dominierende bürokratische Elite und die neue Mittelklasse der Manager und technischen Spezialisten. Während cine starke Annäherung zwischen der Klasse der Genossenschaftsbauern und der Arbeiter in dc Staatsbetrieben stattgefunden hat, ist es notwendig, von der neuen Klasse der technisch qualifizierten Facharbeiter Notiz zu nchmen. Auch die Bedeutung, die Privatbetriebe immer noch haben, kompliziert die Klassenlage von Arbeiter‐haushalten, wo solche privatcn Aktivitäten oft die Quelle eines bedeutenden Teils des Haushaltseinkommens darstellen. RÉSUMÉLe présent article analyse les conséquences, pour la société rurale, de l'application des modèles de développement économique adoptés au Portugal dans les dernières décennies, compte tenu de la complexité de la situation découlant, dans la période antérieure à la Révolution de 1974, de l'imposition par l'Etat de 1'organisation corporative.L'analyse du conflit entre le mouvement coopératif des producteurs de lait de la Région de Beira Maritime, d'une part, et l'organisation corporarive et les industriels du lait, d'autre part, dans le cadre des modèles de développement alors adoptés, rend possible la définition des relations de domination agissant dans la société rurale. Ccpendant, l'analyse se poursuit dans la période immédiatement postérieure à la chute du régime corporatif dictatorial.ABSTRACTThe article analyses the impact of economic development models applied to Portuguese rural society during recent decades. It takes particular account of the complicated situation which arose in the period before the 1974 revolution from the imposition by the State of a corporate organisation.The analysis of conflict between the milk producers' cooperative in the Beira coastal region on one hand and the milk industry and corporate organisation on the other, makes it possible to define the relations of domination at work in rural society. This analysis is pursued for the period immediately following the downfall of the dictatorial corporate regime.KURZFASSUNGIn dem Artikel werden die Auswirkungen ökonomischer Entwicklungsmodelle, die in den vergangenen Jahrzehnten auf die pottugiesische ländliche Gescllschaft angewandt wurden, analysiert. Insbesonderc wird die schwierige Situation betrachtct, die in dcr Periode vor der 1974er Revolution durch die Einführung einer korporativen gescllschaftlichen Organisation durch den Staat geschaffen wurdeDie Analyse dcs Konflikts zwischen der Milchcrzeugergenosscnschaft in der Küstenregion Beira auf der einen Seite und der Milchindustrie und der entsprechenden Körperschaft auf der anderen Seite macht es möglich, die Hcrrschaftsbezichungen innerhalb des Arbeitsprozesses in der ländlichcn Gesellschaft zu bestimmen. ABSTRACTThis essay deals with the implementation of the doctrine of socialist transformation of agriculture in Poland. Despite the failure of attempts to collectivise Polish farming, the agricultural policy, formulated and conducted in different ways by successive political leaderships, has always been aimed at eliminating private farming and establishing large scale, state owned agricultural enterprises. Private farming has not been eliminated and still plays a dominant role in Polish agriculture but its ability to increase production has been seriously weakened. In spite of all the privileges granted to them, state farms have proved to be economically inefficient and socially unattractive.In no country has the socialist transformation of agriculture solved the basic problems included in the agrarian question. It has not created agricultures capable of economic growth and it has not eradicated the roots of discrimination against agricultural producers as a class. The validity of the assumptions included in the marxist solution to agricultural problems have therefore to be seriously questioned. In Poland the ptolonged period of socialist transformation of agriculture has led to the devastation of its productive capacity and thereby contributed to the global collapse of the Polish economy.RÉSUMÉCet article est centré sur l'application en Pologne de la doctrine de la transformation socialiste de l'agriculture. Malgré l'échec d'une tentative de collectiviser l'agriculture polonaise, la politique agricole, formulée et menée par les différents leaders politiques, fur constamment orientée vers l'élimination de l'agriculture privée et vers la mise en place d'entreprises agricoles de grande dimension appartenant à l'Etat. Cette agriculture privée ne fut pourtant pas éliminée et demeure la forme dominante en Pologne. Mais, la capacité de croissance productive de l'agriculture polonaise s'est affaiblie: malgré tous les privilèges consentis aux fermes d'Etat, celles‐ci se sont avérées économiquement inefficaces et socialement peu attractives.Dans aucun pays, la transformation socialiste de l'agriculture n'a résolu les problèmes de base posés par la question agraire. Elle n'a ni réussi aF créer un développement agricole, ni à supprimer les causes des discriminations dont souffrent les producteurs agricoles comme classe sociale. II faut par conséquent mettre en cause les hypothèses marxistes sur la question agricole. En Pologne, une longue période de transformation socialiste n'a conduit quà la destruction des capacityés productives et a ainsi contribuea au désastre général de l' économie polonaise.KURZFASSUNGDiese Abhandlung beschäftigt sich mit der Durchführung der Lehre von der sozialistischen Umgestaltung der Landwirtschaft in Polen. Trotz dcs Fchlschlags eines Versuchs zur Kollektivierung der polnischen Landwirtschaft war die von verschiedenen aufeinander folgenden polkischen Führungen formulierte und durchgeführte Agrarpolitik unverUndert auf die Überwindung der privaten Landwirtschaft und die Errichtung von großen staatseigencn landwirtschaftlichen Unternehmen gerichtet. Die Privatbetriebe wurden jedoch nicht beseitigt und spielen noch immer die dominierende Rolle in der polnischen Landwirtschaft Aber sie wurden ernsthaft geschwächt in ihrer Fähigkeit zu produktivem Wachtstum. Mit alien Privilcgien ausgcstattct haben sich die Staarsbetriebe ökonomisch als ineffizient und sozial nicht attraktiv erwiesen.In keinem Land hat die sozialistische Umgcstaltung der Landwirtschaft die Grundprobleme der Agrarfrage gelöst. Sie hat keinc Landwirtschaft hcrvorgebracht, die zu ökonomischcm Wachstum fähig ist und sie hat nicht die Wurzeln der Diskriminierung der agrarischen Produzenten als Klasse zerstört. Die Gültigkeit der Annahmen bei der marxistischen Lösung agrarischer Probleme muß deshalb ernsthaft in Frage gesrellt werden.
