SummaryAn analysis of changes between 1960 and 1970 for all 3,000 counties of the U.S.A. forms the basis of the paper. Interpretation of the results of statistical tests leans to the proposition that both rural and urban communities in the U.S.A. share the same system of values and desires. Differences in opportunities to realise these desires through incomes and careers in farming accounts for much migration and changes. Evidence for wide variety in soils, climates, crops, techniques of husbandry by regions in the U.S.A. is not overlooded. A bibliography of recent literature on rural America is given.RéuméLa base de cet article est formée par une analyse des changements intervenus entre 1960 et 1970 dans tous les 3000 comtés des U.S.A. Ľinterprétation des résultats des tests statistiques supporte la proposition que les communautés urbaines et les communautés rurales des U.S.A. partagent le même système de valeurs et de désirs. Les différences dans les chances de réaliser ces désirs en tirant son revenu de et en faisant carrière dans ľagriculture sont largement responsables pour les migrations et les changements. L'éidence de larges variétés de sols, climats, cultures, économies agraires, n'est pas négligee. Die Interpretation der Ergebnisse statistischer Tests stützt die These, daß in den ländlichen und städtischen Gemeinden der USA das selbe Wert‐ und Anspruchssystem herrscht. Vetantwortlich für einen großen Teil der Wanderungen und Veränderungen ist der Unterschied in der Möglichkeit, diese Wünsche durch Einkom‐men aus der Landwirtschaft und Fortkommen in dieser zu verwirk‐lichen. SummaryIn this article the author presents the various labour force categories found in Hungarian co‐operative farms, showing that non‐members play a significant role in the life of the co‐operative farm. He distinguishes between two main types: the “peasant” and the “worker”. The author has placed them in quotation marks because in Hungarian usagepeasantmeans the member of a co‐operative farm, andworkermeans a physical labourer at a state corporation. The “peasant” places primary emphasis on his own small private farm, which is accepted within the framework of the co‐operative farm itself, for his means of livelihood and the co‐op is only secondary for him. This type does not seek year round employment in the co‐operative itself, in fact, he needs the free time so that he may work his own plot. The “peasant” is on the periphery of the co‐operative farm, but he is nevertheless a part of it, although it is a unique sort of belonging.The “worker” type relies primarily on the common endeavour and works according to the same labour discipline one finds in large industry. In return he demands work all year through and a fixed, guaranteed income. It is mainly the employees who make up the “worker” category, that is, those who are non‐member workers at the co‐operative, the work volume of which approaches 20% of the total work volume of all the co‐operatives. In this category we also find the skilled workers and those members of the co‐operative who carry out industry type functions. Of course, there is a transitional type as well between these two basic ones, the “half‐peasant and half‐worker” type. With the increased involvement of the young generation the number of those workers in the co‐operatives who have a “worker” mentality is likely to increase.RésuméDans set article ľauteur présentc les différentes catégories de travailleurs dans les fermes coopératives hongroises et montre que les personnes ne faisant pas partie de la coopérative jouent un rôle important dans la vie des fermes coopératives. II compare deux catégories principales: le “paysan” et ľ«ouvrier». L‘ auteur met ses expressions entre guillemets, parce que en hongrois le termepaysans'applique aux membres des fermes coopératives, tandis que le termeouvriers'applique aux travailleurs manuels des entreprises ?État. Le «paysan» base son existence en premier lieu sur sa petite ferme propre, qui est acceptée dans le cadre de la coopérative, et seulement en second lieu sur la ferme coopérative. II n'exige pas ?être employé pendant toute ľan‐née, au contraire il a besoin de temps libre pour cultiver sa propre parcelle. Le «paysan» se place à la périphéric de la ferme coopérative, mais en est membre, bien que ?une facon particulière.L'«ouvier» base son existence en premier lieu sur la ferme coopérative et se soumet à la même discipline du travail que dans les grandes entreprises. En retour, il exige un travail garanti pendant toute l'année et un salaire fixe et garanti.A la catégorie «ouvrier» appartiennent tout ?abord les employés, c'est a dire, les ouvriers non membres de la ferme collective; ils fournissent ?environ de 20 pour cent du volume total du travail dans les fermes coopératives. A cette categorie appartiennent aussi les ouvriers qualifies et les membres de la coopérative effectuant un travail à caractère industriel. Entre les deux formes de base, il y a aussi une forme intermediaire «mi‐paysan‐ mi‐ouvrier». Avec la montée de la jeune génération, le nombre des membres de la coopérative de type «ouvrier» augmentera probablement dans ľavenir.ZusammenfassungDer Verfasser legt die verschiedenen Arbeitskraft‐Kategorien der ungarischen genossenschaftlichen Farmen in diesem Artikel dar. Er zeigt, daß im Leben der genossenschaftlichen Betriebe auch Nicht‐mitgliedereine wesentliche Rolle spielen. Erunterscheidetzwei Haupt‐typen: den «Bauer“ und den «Arbeiter». Unter Anführungszeichen, da in der ungarischen Sprache der Begriff «Bauer “das Mitglied der genossenschaftlichen Wirtschaft bedeutet, und der Begriff «Arbeiter” den physischen Arbeiter einer staatlichen Unternehmung bezeichnet. Der «Bauer “gründet seine Existenz überwiegend auf die in die Ge‐nossenschaft integrierte kleine Privatwirtschaft, und nur in zweiter Reihe auf die Kollektivwirtschaft. Dieser Typ verlangt keine ganz‐jährige Beschäftigung in dem Kollektivbetrieb, vielmehr bcansprucht cr Freizeit, da er einen Tcil seiner Arbeitskraft in der kleinen Privat‐uirtschaft benotigt. Der «Bauer” befindet sich auf der Peripherie der genossenschaftlichen Wirtschaft, gliedert sich jedoch in die Genossen‐schaft ‐ wenn auch auf spezifische Weise ‐ ein.Der «Arbeiter“‐Typ grundet seine Existenz überwiegend auf die Kollektivwirtschaft, unterstellt sich vollkommen der großbetrieb‐lichen Arbeitsdisziplin und verlangt daher eine ganzjährige ständige Beschäftigung und eine garantierte bestimmte Entlohnung. Zum «Arbeiter”‐Typ gehoren zuerst die Angestellten, die Nichtmitglied‐Werktatigen der genossenschaftlichen Wirtschaft, deren Arbeitsvo‐lumen sich 20% des ganzen Arbeitsumfanges der genossenschaftlichen Wirtschaft annähert. Hierzu gehören ferner die Mitglieds‐Facharbeiter landwirtschaftlicher Produktionsgenossenschaften, vor allem die, die eine industrieartige Tätigkeit ausüben. SummaryWhile the eight types of agrarian organizations we identified in rural Kerala have a measure of independence, there exists three types of objective linkages (common leadership and clientele, sponsorship and formal relations) and two types of subjective linkages (opposition and co‐operation) between them. In evolving a strategy of building agrarian organizations in Indian rural society characterised by deep‐rooted traditional bonds and extreme inequalities, it seems to be necessary to transform the prevalent primordial collectivism into instrumental collectivism. It is also necessary to forge a meaningful linkage between economic organizations (e.g. co‐operatives) and political organizations (e.g. labour unions). A fusion of the instrumental collectivism of co‐operatives and the ideological collectivism of unions is a pre‐requisite so that the economic gains secured by the rural poor through political struggles can be consolidated through co‐operatives by promoting habits of thrift, savings etc. Such a structural linkage may help in solving several problems such as inadequate internal financial resources, scarcity of altruistic leadership, widespread corruption etc., faced by these organizations at present.RésuméBien que les huit types ?organisations agraires identifyéd en Kerala rurale aient une certaine indépendence, il existe entre eux trois types de liaisons objectives (leadership et clientèle communs, initiateurs et relations formales) et deux types de liaisons subjectives (opposition et cooperation). La société rurale indienne est charactérisée par des liens traditionels aux racines profondes et par des inégalités extrèmes. Pour développer une stratégie de formation ?organisations agraires, il semble nécessaire de transformer le collectivisme primordial prévalent en un collectivisme instrumental. II est aussi nécessaire de forger une connection rationelle entre organisations économiques (par exemple coopératives) et politiques (par exemple syndicats) pour consolider les gains acquis par les pauvres ruraux par une participation organisatoire. La fusion du collectivisme instrumental des cooperatives et du collectivisme idéologique des syndicats ouvriers est une condition préalable, si ľon veut consolider les gains économiques obtenus par les couches rurales pauvres par des luttes politiques en encourageant des habitudes ?industrie et ?épargne dans les coopératives. Une telle liaison structurelle pourrait aider à resoudre plusieurs problemès que ces organisations facent à présent, comme par exemple ressources financiaires internes inadéquates, manque de leaders désintéiessds, corruption épandue.Ces gains peuvent être consoledés par des coopératives.ZusammenfassungDie 8 Typen agrarischer Organisational, die im ländlichen Kerala festgestellt werden konnten, haben ein gewisses Maβ von Unabhängigkeit. Es existieren aber dreierlei objektive Bindungen (gemeinsame Führung und Klientel, Initiatoren und formale Beziehungen) und zwei Typen subjektiver Bindungen (Opposition und Kooperation) zwischen diesen. Die ländliche Gesellschaft Indiens ist charakterisiert durch tiefverwurzelte traditionelle Bindungen und extreme Ungleich‐heiten. Bei der Erarbeitung einer Strategic für den Aufbau agrarischer Organisationen scheint es notwendig, den vorherrschenden primor‐dialen Kollektivismus in einen instrumentalen Kollektivismus umzu‐formen. Es ist auch notwendig, eine sinnvolle Verbindung zwischen okonomischen Organisationen (z.B. Genossenschaften) und politi‐schen Organisationen (z.B. Gewerkschaften) zu Schmieden. Eine Ver‐schmelzung des instrumentalen Kollektivismus der Genossenschaften und des ideologischen Kollektivismus der Gewerkschaften ist eine Voraussetzung, um die ökonomischen Gewinne zu sichern, die die Dorfarmut durch politische Kämpfe errungen hat. Diese können konsolidiert werden durch Genossenschaften, die die Gewohnheiten des Sparens fördern. Eine solche strukturelle Verbindung konnte helfen, mehrere Probleme zu lösen, wie z.B. den Mangel an angemes‐senen internen Geldmitteln, die Knappheit an altruistischen Führern, die weitverbreitete

SummaryThe study amid the nomad population in the south of Iran (Qashgai tribe) was carried out during the summer of 1973 on a random sample consisting of 2930 married couples. It studied given fertility, genetic and matrimonial history, knowledge and practice of contraception. The fertility study involved 2167 married women (from 15 to 44 years of age). The nomad population is characterised by early and widespread marriages. 80% of the marriages take place before the age of 20. The average age of marriage for women was 18.2 years and, on the other hand, the ideal age of marriage was 17 years.With marriage at 18.2 years for women, the legitimate fertility rate would be 377%0‐ The average number of pregnancies for women was 4.3. The ideal number of children was 6.1 (4.3 sons and 1.9 daughters). 92% of those studied were of the opinion that the size of the family depends on the will of God. The families in which few children had died indicated ideal sizes lower than those in which many children had died.From 67% of married persons who had heard of family planning, 17% approved of its application; knowledge about contraception varied very little with the age of those studied. Practice of contraception lags behind favorable attitude forward family planning and knowledge about contraception. The percentage of those studied who practiced contraception is considerably less than the percentage of those who displayed a favorable attitude toward family planning. The effectiveness of contraceptive measures increases considerably when the desired number of children has been attained.RéuméL'enquête parmi la population nomade du sud de ľIran (tribu Qashqai) a été entreprise pendant ľété 1973 sur un echantillon de 2930 ménages tirés au hasard. Elle étudiait la fécondité actuelle, ľhistoire génésique et matrimoniale, la connaissance et la pratique de la contraception. L'enquête sur la fécondité a porte sur 2167 femmes mariées (agees de 15 à 44 ans). La population nomade se caractèrise par une nuptialité intense et précoce. 80% des mariages sont célébrds avant 20 ans. L'âge moyen au mariage des femmes était de 18,2 and et, ?autre part, ľage idéal au mariage était de 17 ans.Avec un âge au mariage de 18,2 ans pour les femmes, le taux de fécondité légitime s'établirait à 377%0Le nombre moyen de grossesses par femme était de 4,3. Le nombre idéal ?enfants dtait de 6,1 (4,3 fils et 1,9 filles). 92% des enquêtées estimaient que la dimension de la famille dépendait de la volonté de Dieu. Les families où peu ?nfants étaient décédés ont indiqué des dimensions idéales plus basses que celles qui en avaient perdu beaucoup.Des 67% des épouses qui avaient entendu parler du planning familial, 17% approuvaient son application, la connaissance de la contraception ne variant guère avec ľâge des enquêtées. La pratique de la contraception est en retard sur ľattitude favorable àľégard du planning familial et sur les connaissances relatives à la contraception. Le pourcentage des enquêtées qui pratiquaient la contraception est considérablement moindre que le pourcentage de celle qui manifestent une attitude favorable àľégard du planning familial. L;efficacité des procédés anticonceptionels augmente beaucoup lorsque le nombre désiré?enfants est atteint.ZusammenfassungDiese Untersuchung der Nomadenbevölkerung im Süden des Iran fand im Sommer 1973 statt. Das untersuchte Sample bestand aus 2930 verheirateten Paaren, die über eine Zufallsauswahl gefunden wurden. Die zentralen Fragen waren die bestehende Fruchtbarkeit, die Ge‐schichte von Genetik und Ehe sowie der Wissensstand und die prak‐tische Anwendung der Geburtenkontrolle. Die Fruchtbarkeitstudie stiitzt sich auf 2176 verheiratete Frauen im Alter von 15 bis 44 Jahren. Das Charakteristische an den Nomaden ist das niedere Heiratsalter. 80% aller Ehen wurden geschlossen, bevor die Ehepartner 20 Jahre alt waren. Das durchschnittliche Heiratsalter für Frauen lag bei 18,2 Jahren, während auf der anderen Seite deren Vorstellung vom idealen Heiratsalter 17 Jahre betrug.Bei einem durchschnittlichen Heiratsalter von 18, 2 Jahren für Frauen wäre die eheliche Fruchtbarkeitsrate 377%,.Die durchschnittliche Anzahl der gewunschten Schwangerschaften je Frau betrug 4,3, währenddieKinderzahlbe16, I lag(4,3 für Söhneund 1,9 fürTöchter). 92% der Untersuchten waren der Meinung, daß die Familiengröße vom Willen Gottes abhangt. Die Familien, bei denen wenige Kinder gestorben waren, wünschten sich weniger Kinder als diejenigen, bei denen vicle Kinder gestorben ‐waren.Von den 67% aller verheirateten Personen, die von Familienpla‐nung schon einmal gehört hatten, befürworteten 17% deren Anwen‐dung. Das Alter der Befragten spielte für das Wissen über Empfängnisverhütung keine große Rolle. Die praktische Anwendung der Verhütung bleibt hinter der positiven Einschätzung von Familien‐planung und dem Bekanntheitsgrad von empfängnisverhütenden Me‐thoden zurück. Die Anzahl derjenigen, die Empfängnisverhütung praktizieren ist beträchtlich geringer, als die Zahl derjenigen, die eine positive Haltung gegenüber Familienplanung haben. Di

SummaryThe purpose of this paper is to show that the economic approach should not be solely applied to analyze the fiscal relationships and processes within a given federative system. This approach may be used also to understand the emergence of federative decision‐making structures, thus, to help to explain which factors determine the demand for fiscal decentralization. This view is emphasized by a series of hypotheses (derived mainly from economic arguments) which are successfully tested in a further empirically oriented stage of the analysis.RésuméDans cet article nous essayons de montrer que ľemploi des méthodes ?analyse économique n'est pas du tout restraint àľétude des relations et des phénomènes fiscaux dans un système fédératif donne. Ces méthodes peuvent aussi être utilisées pour analyser la formation de structures fédératives, et aussi pour aider à découvrir les facteurs qui déterminent la demande de décentralisation fiscale. Cette idée est démontrée àľaide ?une série ?arguments, économiques pour la plus part, lesquels sont par la suite testés empiriquement ‐ et ce avec un succés non négligeable.ZusammenfassungIn dieser Abhandlung versuchen wir darzulegen, daß der ökonomische Ansatz keineswegs nur dazu verwendet werden sollte, die fiskalischen Bezichungen und Vorgänge innerhalb eines gegebenen föderativen Systems zu analysieren. Dieser Ansatz kann auch dazu sinnvoll eingesetzt werden, die Bildung foderativer Entscheidungsstruk‐tuien zu verstehen, und damit zu erklären helfen, welche Faktoren die Nachfrage nach fiskalischer Dezentralisierung bestimmen.
