The paper starts by examining the importance of the food manufacturing industry‐to the economy, to British agriculture and to consumers. It goes on to consider the economic nature of the industry's products and how the industry has expanded its market by launching new products and increasing its international competitiveness. In a Community context, the high degree of self‐sufficiency can be considered an asset. Internally the income situation of the farm population is still a source of some difficulty. However, in the last ten years, rapid increases in productivity have raised incomes to an acceptable level, and there is scope for further progress, particularly in the production of field crops. Nevertheless, higher prices may be needed to cover the rapidly increasing costs of land which represent a very heavy burden especially for young farmers.RésuméL'AGRICULTURE FRANÇAISE DANS LA COMMUNAUTÉ EUROPÉENNEL'Agriculture joue encore un rǒle très important dans l'économie française, mais cette caractéristique pent ětre considérée comme un atout ou comme un handicap. Pour la communauté dans son ensemble, un degré élevé d'auto‐suffisance peut ětre considéré comme un avan‐tage. En France méme, le niveau de revenu des agriculteurs reste un élément de préoccupation. On doit noter cependant qu'au cours des dix dernières années, une forte augmentation de la productivité a permis une sensible élèvation du revenu, en particulier pour les productions végétales. This paper deals with the reality of the farmworker's job and conditions which is not always revealed in the official statistics. The ‘typical’ worker on the larger arable farm does a highly specialised and often monotonous job and his earnings are generally low, unless much overtime is worked. The situation is aggravated by the level of unemployment, the housing shortage and the general lack of alternative job opportunities in rural areas. Not surprisingly the goal of farmworkers and their Union remains that of parity with industrial earnings.RésuméLA CONDITION DES OUVRIERS AGRICOLES ‐ UN POINT DE VUE SYNDICALISTECet article se propose de faire connaǐtre la réalité en ce qui concerne le travail de l'ouvrier agricole et les conditions qui l'entourent, réalité que ne révèlent pas toujours les statistiques officielles. Dans une exploitation agricole de grande surface cultivable le travailleur ‘type’ accomplit une tǎche très spécialisée et souvent monotone avec, en général, un faible salaire, à moins de faire un très grand nombre d'heures supplémentaires. La situation est encore aggravée par le niveau du chǒmage, la pénurie de logements et le manque de possi‐bilités de mutation d'emploi dans la plupart des régions rurales. This paper attempts to review the case for stabilisation in agricultural markets. It starts with a review of some of the theoretical literature on stabilisation. A clear distinction is drawn between stabilisation as a by‐product of income support, and stabilisation with no intended transfers over the long‐run. Considering only the latter objective, and with regard also to the choice of appropriate target for stabilisation (price, income, net income or expenditure), doubts are raised about the applicability of direct market intervention instruments for stabilisation. It is suggested, from the producers' viewpoint, that policies such as tax deferral or tax averaging may be better suited to achieving the desired results.RésuméCERTAINS ASPECTS DE l'ÉCONOMIE DE LA STABILISATIONL'Auteur cherche à établir le pour et le contre du principe de la stabilisation dans les marchés agricoles. Unter Berücksichtigung nur der letzten Möglichkeit und im Hinblick auf die Wahl des ange‐messenen Ziels der Stabilisierung (Preis, Einkommen, Nettoein‐kommen oder Ausgaben) werden Zweifel bezüglich der Anwend‐barkeit direkter Marktinterventionsinstrumente zur Stabilisierung erhoben. Many of the experiences of recent technological change, whether brought about by a process of explicit planning or by default have not contributed to improving the welfare of the poor who live in rural areas.This paper seeks to understand some of the processes behind recent changes in agricultural and rural technology. It starts by looking at five different levels of rural technology decision‐making and discusses how these levels are interrelated. Case studies from high population density areas of Asia are used to illustrate some of the reasons for looking at social structures and reward systems at different levels of decision‐making. Suggestions in the concluding section include the need for more rural technology case study research, the use of a rural technology checklist, and the strengthening of national, regional and decentralised research and production systems and a greater emphasis on collaborative work between disciplines when addressing problems of rural poverty.RésuméPLANIFICATION DES TECHNOLOGIES RURALES DANS LE CONTEXTE DES STRUCTURES SOCIALES ET DES SYSTÈMES DE RÉMUNÉRATIONNombreuses sont les expériences récentes dévolution technologique, qu'elle soit due à des programmes d'aménagement explicite ou accomplie par défaut, qui n'ont pas contribué à améliorer la condition des classes pauvres vivant dans les régions rurales.Cet article cherche à expliquer certains des procédés sur lesquels reposaient de récents changements apportés dans la technologie agricole et rurale.II commence par examiner cinq niveaux différents d'appareils de décision en matière de technologie rurale en regardant de près comment ces niveaux sont reliés entre eux. The changing technology of livestock production has led to an increase in the extent to which external costs are caused within the locality of the farm. While producers are constrained in a number of ways, their operations continue to give rise to concern. Survey results have suggested that a high proportion of livestock units in fact cause little environmental impact but that a number of factors influence its extent where this is not the case. There is some concentration of intensive livestock production around the major urban centres and it is in these areas that problems are most likely to arise. A wide range of methods is available for the control of external costs, both before and after units have been established. Finally, the nature of the problem requires that controls must be exercised through subjective judgements on individual cases or by reference to general zoning regulations.RésuméL'IMPACT DE LA PRODUCTION DU BÉTAIL SUR PIED SUR L'ENVIRONNEMENT LOCALl'évolution technologique dans la production de bétail sur pied a conduit à L'Accroissement de l'ordre de grandeur dans lequel les coǔts extérieurs ont une origine située dans les par ages de l' exploitation agricole. The effects of four factors on demand are inferred from cross‐sectional evidence: the age structure of the population, the date of birth of the representative housewife, the level of living of the representative consumer and the extent of ownership of deep freezers. These effects are combined forward to 1991 to provide a set of conditional forecasts at constant prices for a wide range of foodstuffs at retail level.RésuméCERTAINS ÉLÉMENTS DE PRÉVISION DE LA DEMANDE: VOS SÉRIES TEMPORELLES SONT‐ELLES VRAIMENT NÉCESSAIRES?Les données recueillies auprès d'un échantillonnage multiple per‐mettent de déduire que quatre facteurs influent sur la demande, à savoir, la structure d'ǎge de la population, L'Année de naissance de la ménagère représentative, le niveau de vie du consommateur repré‐sentatif et le pourcentage de ménages possédant un congélateur. The Price Commission was established in April 1973 as a major element in the Government's attack on inflation. Five years later, the Commission remains in existence, but under entirely new management and operating under legislation very different in form, content and intention from the 1973 Counter Inflation Act. In designing land ownership policies to benefit agricultural production and the national economy, a fundamental distinction must be made between the separate skills of farming and land ownership. It is essential that the landowner, whether State, financial institution or private individual has the capital and technical resources needed for modern farming. The possibility of setting up a National Land Trust, with a central Commission and regional and local boards, should be considered as a means of maintaining the condition of estates, augmenting the supply of tenanted land and increasing the opportunities for new entrants into farming.RésuméLA POSSESSION DES TERRESDans la définition des politiques de propriété foncière dans un sens favorable à la production agricole et à l'économie nationale, il importe de faire une distinction fondamentale entre les compétences séparées del'exploitation agricole d'unepart et de la possession des sols d'autre part. Es ist wichtig, dass der Landeigen‐tümer, egal ob Stoat, Finanzinstitution oder privates Individuum die Kapital‐ und technischen Resourcen hat, die für die moderne Landbestellung nötig sind.
