In the late 1920s and early 1930s the interests of agricultural economists in Britain were wide, including farm management, marketing, agricultural history, policies, rural social and demographic issues. However, supplying farmers' needs for management advice was a principal aim of their work. Subsequent developments included some increase in the fields of interest, improvements in the supply of statistical data and great advances in analytical techniques. As a consequence, the original broad field tended to segregate into areas of specialised study. Aims now would seem to be diverse, including the pursuit of knowledge for its own sake and the servicing of those who frame policy. Achieving the integration between the segregated special fields necessary for the application of research results presents problems. In seeking to solve them agricultural economists need to scrutinise the essential aims which motivate them in their work.RésuméDOMAINES D'INTÉRÉT DES ÉCONOMISTES AGRAIRES BRITANNIQUES DEPUIS LES ANNÉES 1920A la fin des années vingt et au début des années trente, les centres d'intérêt de l'économie agraire britannique étaient vastes, couvrant la gestion agricole, la commercialisation des produits, l'histoire de l'agriculture, les politiques agricoles et les problèmes sociaux et démographiques ruraux. Toutefois, un des principaux buts de lew activiti concernait les conseils aux agriculteurs en matière de gestion des exploitations. L'évolution ultérieure apporta un accroissement des domaines d'intérêt, des perfectionnements dans la diffusion des données statistiques et de grandes avances dans les techniques analytiques. A la suite de cela, le champ étendu d'hier a eu tendance à se diviser entre différents domaines d'étude spécialisée. Il semble done que les objectifs d'aujourd'hui soient divers, comprenant la poursuite de la connaissance comme un but en soi, et les services destinés à ceux qui définissent le cadre des politiques. Später entwickelte sich ein grösser werdender Interessenbereich, das Angebot an statistischen Daten verbesserte sich und grosse Fortschritte wurden bei den analytischen Verfahren erzielt. Die Folge war, dass Spezialstudiengebiete aus dem ursprünglich so weiten Feld hervorgingen. Die Ziele schienen jetzt mannigfaltig zu sein und schlossen Wissensstudien als Selbstzweck ein undsie dienten denen, die den Rahmen für die Politik abstecken. This paper is concerned with trade in agricultural products in the context of the development of the international economic framework. Starting with a discussion of the post‐war arrangements for the international monetary system, the management of trading policies and the flow of capital to the developing countries, it traces some of the factors in the deterioration of the international economic relations especially in the last decade. In particular, it considers the pressure from developing countries for improvements in market access for their products, and in the flow of capital and appropriate technology to assist in their development. The Lome Convention and U.N.C.T.A.D.'s Integrated Programme for Commodities are also discussed. Finally, with reference to agriculture, suggestions are made about the role of agricultural economists in the analysis and discussion of policy developments.RésuméLE ‘NOUVEL ORDRE ÉCONOMIQUE MONDIAL’ ET LE RÔLE DES ÉCONOMISTES AGRAIRESCet article concerne le commerce des produits agricoles dans le contexte du développement du cadre économique international. Commençant par l'examen des dispositions d'après‐guerre relatives au système monétaire international, des décisions en matière depolitiques commerciales et du flux des capitaux qui s'écoulent vers les pays en développement, il cerne certains des facteurs de détérioration des relations économiques internationales, particulièrement dans la dernière décennie. Il examine, plus particulièrement, les appels pressants des pays en développement pour obtenir un meillew accès aux marchés afin d'écouler leurs produits et un flux plus abondant des capitaux et techniques nécessaires pour les aider dans leur développement. Der Artikel beginnt mit einer Diskussion der Nachkriegseinrichtungen des internationalen Geldsystems, der Führung der Handelspolitiken und dem Kapitalfluss an die Entwicklungsländer. Er zeigt dann einige Faktoren auf, die zur Verschlechterung der internationalen wirtschaftlichen Beziehungen geführt haben, besonders im letzten Jahrzehnt. Besondere Beachtung wird dem Druck geschenkt, den die Entwicklungsländer ausüben, um Verbesserungen des Marktzugangs für ihre Produkte zu erreichen, sowie dem Kapitalfluss und der angemessenen Technologie, die ihnen bei ihrer Entwicklung helfen. A conceptual framework is described for analysing the provision of public access in the countryside for recreational purposes. Private and public institutions are seen as negotiating the reallocation of property rights for the purpose of access, and a threefold classification scheme of the ways in which this may be achieved is drawn up. The third (1975) E.E.C. Farm Structure Survey covers in the nine member states some 600,000 agricultural holdings for which member states are sending individual data to the S.O.E.C. This provides material not otherwise available from national sources on:(i) basic statistics;(ii) background figures for agricultural policy in particular structural aspects.Topics covered include crops, livestock, machinery, labour, land tenure, co‐operation, contracts, occupiers' education and non‐farm activities. A first basic publication will be followed by analyses based on a Community farm classification. Other ways of using the data are being examined. In the 1920s agricultural policy in Western Europe was little developed: there was, however, much controversy, largely revolving around the tariff issue, as to the appropriate role of agriculture in an increasingly industrial economy. During the crisis starting in 1929, far‐reaching protective action was taken on behalf of agriculture, leading to direct intervention on agricultural markets. The Second World War caused greater acceptance of the need for permanent guarantees to farmers: during the post‐war recovery period, most countries introduced legislation to this effect.Subsequently, agricultural policy problems have become increasingly complex. Agricultural supply has pressed on available outlets, the cost of support has increased, farm income disparities remain serious, trade problems have sometimes been acute. The European Community, in seeking to create a common agricultural policy, has at the same time had to face these basic problems. Recently, new factors have gained importance: thus social and environmental considerations have increasingly to be taken into account, especially in relation to the adjustment of farm structures, while questions are raised concerning the role of Western European agriculture in view of uncertainties concerning world markets and world food problems.RésuméCINQUANTE ANNÉES DE POLITIQUE AGRICOLEDans l'Europe occidentale des années 1920, la politique agricole était peu développée. During the past few years increasing attention has been paid to the employment problem in developing countries. Despite the growing volume of literature on this topic, much is of little value for analytical or policy implemenation purposes. The main reasons for this are probably a failure to appreciate the conceptual complexity of ‘employment’ in agrarian societies together with a neglect of the political dimensions of employment problems.RésuméL'ÉCONOMIE POLITIQUE DE LA CRÉATION D'EMPLOIS DANS L'AGRICULTUREAu cours des quelques dernières années une attention accrue a été réservée au problème de l'emploi dans les pays en développement. Capital theory is at once, difficult, controversial and of central importance in understanding the economics of production, pricing and income distribution. This paper is concerned mainly with its application to agricultural production. A model of production is described in which the time dimension is emphasised. This serves to illustrate the effects of technological change and the difficulties created by forcing dynamic processes into static accounting procedures and production functions. Doubts are raised as to whether the annual return on capital is a useful or meaningful concept. The second part of the paper is concerned with forward planning and in particular the problems of specifying a future time horizon and an intertemporal utility function.RésuméTHÉORIE DU CAPITAL ET ÉCONOMIE DE LA PRODUCTION AGRICOLELa théorie du capital est tout à la fois difficile, sujette à controverse, et d'une importance cruciale pour la compréhension de l'économie de la production, de la fixation des prix et de la répartition des revenus.
