New guidelines implemented by the U.S. Department of Health and Human Services exempt broad categories of social science research from regulation by university review boards. The analysis examines how exemption from regulation will change the way researchers manage ethical matters in the future. Social scientists will wish to protect the rights of research subjects and, at the same time, study sensitive social issues by scientific designs. As in the past, these goals will be incompatible in various ways. The analysis examines the parameters within which researchers will deal with several ethical and methodological dilemmas.

The thesis is advanced that sociology's strong links with welfare‐state liberalism have also led to the widespread acquiescence to “liberal taboos” regarding some topics of social research such as affirmative action. The relationship between sociology and liberalism is examined. Radical and neoconservative influences are also noted. Adverse encounters with affirmative action taboos by intellectuals and social scientists are discussed as is the “fashionable” consensus on affirmative action in sociology. That this consensus may sometimes be shallow and relatively uninformed is suggested by reactions by the author's Southern California colleagues regarding his proposed studies of (1) the extent of widespread public discussion of affirmative action in the 1970s. and (2) the social psychological impact of such policies upon white males. The paper concludes with a discussion of related taboos in sociology and other fields and the dangers involved in ideological allegiances.I'm not saying that cities are doomed places, but I will say that the hard core of the welfare society is doomed. This article examines recent economic and political trends constraining the production of social science knowledge. Particular attention is given to the Reagan Administration's attempt to contract public sector programs and curtail financial support for social science research. Trends in the private economy, especially within the publishing industry, that affect the production of social science knowledge are also discussed. Over the past few years, the market for social science knowledge has seriously eroded. The erosion of this market is examined within the larger framework of a shift in public policy from legitimation to capital accumulation, a shift that has accompanied right‐wing ascendancy in American politics. The efforts of the Reagan Administration to cut government funding for the arts and the social sciences reflects not only a general desire to curtail government spending but also a specific conservative effort to “defund the Left” by eliminating especially those programs regarded by conservatives as the basic source of liberal and radical social change in the United States. This paper examines the conservative animus against government support for the arts and the social sciences. The discussion has four parts: The first traces the history of contemporary American conservatism and identifies its central ideological themes. The second argues that the belief that government and intellectuals are the two main sources of liberal social change has led conservatives to target government programs allegedly guilty of social activism and to develop their own relatively autonomous counterintellectual network. The third examines how this political agenda and institutional structure have influenced conservative opposition to government funding of the social sciences and the arts. Over the past seventy‐five years, separate disciplinary associations have been created for each of the social sciences in the United States. As a consequence, cooperation among the associations has only been periodic and delimited. These associations have been primarily focused on member services and have been less concerned than the biological and physical science associations with issues of governmental science policy.The first Reagan budget was constructed to reduce the already sparse research support by the federal government for the social sciences. That intent mobilized the national social science community to develop collective and coordinated action. Building on a latent structure that had emerged from the common Washington location of the disciplinary associations, the Consortium of Social Science Associations was institutionalized to make a response. COSSA's initial success minimized some of the potential negative consequences. That success suggested the value of such cooperative efforts and also confirmed the necessity of the continuation of COSSA in the futur
