International Conferences for Nuclear Cooperation in Asia(1CNCA) have been held annually since 1990 in order to discuss common issues in Asia and to promote regional cooperation. In the field of utilization of research reactors, several workshops have been carried out in Indonesia and organized by BATAN (The National Atomic Energy Agency of Indonesia) and some topics, such as neutron activation analysis, radioisotope production, safety operation and maintenance of research reactors, neutron scattering, etc., have been discussed since 1992.

The “tunneling” meeting, officially known as the Workshop on Quantum, Atomic and Molecular Tunneling in Solids, was hosted by KFA Jiilich from September 3–5. 1997. This workshop regularly attracts many “old hands” and a healthy number of newcomers. While there are always some new fundamental aspects of tunneling to be discussed, the majority of presentations were concerned with the exploitation of tunneling as a probe in polymers, small biologically important molecules, and surfaces, as well as the more usual crystalline environments. Experiment, theory and numerical modeling are now moving forward together and we look forward to an exciting future in this field.

The committee of the European Neutron Scattering Association (ENSA) gathered for its eighth meeting from December 8–9, 1997 at Delft (The Netherlands). The ENSA delegates enjoyed the tremendous hospitality of the local organizers, A. Verkooijen and A. van Well, and the highlight of asplendid Indonesian dinner in the picturesque old town of Delft. This social event was very much appreciated, as the delegates had to work through a very dense agenda, as usual. The Norwegianand Polish Neutron Scattering Societies were accepted as new full members of ENSA. which now comprises 14 national user organizations. The delegates reported on the numerous activities going on in the national user groups. Particularly impressive are the many courses, schools, workshops and symposia attended to a large extent by Ph.D. students and young scientists, which gives us a great deal of optimism for the future development of neutron scattering in Europe.

The Neutron Symposium—the annual meeting of the Neutron Scattering Association of Japan (NSAJ) was held inTokai, Japan from December 8–10, 1997. This symposium started in 1992 when NSAJ was established as a representation of the neutron scattering community of Japan. The purpose of this symposium is to gather together to present the latest results of research and to exchange information. Future plans on neutron sciences, not only in Japan but also in Asian countries, are also discussed. (The present president of NSAJ, Y. Fujii (ISSP), will review the activities of NSAJ in a forthcoming issue ofNeutron News.)

Representatives from major largescale facilities with SAXS or SANS instruments met at Grenoble from February 4–6, 1998 for the jointly organized (ILL/ESRF/DUBBLE) workshop on Collective Aid for Nomadic Small Angle Scatterers. This was a first attempt to try to alleviate the problems that beset visiting users of these facilities due to differences in the data formats between each facility and existing data analysis software.

From February 19–20, 1998, Klaus Yvon, chairman of the ILL Science Council, organized The Lehmann Wilkinson Workshop on single crystal diffraction. It was named in honor of Mogens Lehmann and Clive Wilkinson, who have both contributed much to the development of ILL diffractometers and who are both retiring this year. Marie–Rose Guillermet, assisted by Alan Hewat, made the local arrangements. This single crystal review followed earlier reviews of small angle scattering. inelastic scattering and other instruments, i n acontinuous effort to ensure that the ILL instrument profile correponds to user needs and makes the best use of limited resources.

A local meeting entitled the SNSl HFIR Workshop was held from February 26-27, 1998, and was jointly sponsored by Oak Ridge Associated Universities, Oak Ridge National Laboratory (ORNL), Southeastern Universities Research Association and the University of Tennessee. An important step towards the construction of a new neutron source for the Unitedstates tookplaceonMarch3 and 4,1998. About 250 attendees representing all of the major US neutron scattering facilities joined forces to present a convincing case for the importance of neutron scattering research for science, education and industry. The $1.3 billion Spallation Neutron Source (SNS) project will be built by a consortium of Department of Energy (DOE) laboratories, Oak Ridge National Laboratory (ORNL), Brookhaven National Laboratory (BNL), Argonne National Laboratory (ANL). Los Alamos National Laboratory (LANL) and Lawrence Berkeley National Laboratory (LBNL). LBNL will be responsible for designing and building the SNS's front-end system, which includes an ion source, beam formation and control hardware, and low-energy beam transport and acceleration systems. LANL will be responsible for the linac, which accelerates the H-beam from 2.5 to 1000 million electron volts. ANL and ORNL will be responsible for developing the neutron scattering instrumentation and moderator designs. BNL will be responsible for the accumulator ring structure, which bunches and intensities the ion beam for delivery onto the mercury target to produce the pulsed neutron beams. ORNL will be responsible for the coordination, installation and operation of the new source, project management, conventional construction, and design and construction of the liquid mercury target.

We report on the current status of the neutron scattering instrumentation and activities at the refurbished research reactor JRR-3M at the Tokai Research Establishment of the Japan Atomic Energy Research Institute (JAERI). The instruments have been installed by the neutron scattering groups of JAERI, the Institute for Solid State Physics (ISSP) of the Univ. of Tokyo, the Physics Department and Materials Research Institute (MRI) of the Tohoku Univ. (TOHOKU) and the Kyoto Univ. Reactor (KUR). The Ministry of Education, Science, Sports and Culture (MONBUSHO), responsible for the research activities at the national universities, has designated the Neutron Scattering Laboratory (NSL) of ISSP to organize the national universities' user research activities on the instruments of the latter three institutions. The JAERI instruments, the operation of which is approved by Science and Technology Agency (STA), are accessible for outside users on the basis of collaboration in accordance with the JAERI research projects institutions. Spin-Peierls (SP) transition is a phenomenon where the antiferromagnetic. uniform S=1/2 chain system dimerizes and forms a nonmagnetic spin singlet ground state, SP transition was predicted theoretically already in 1962 [1] by an analogy with the Peierls transition based on the electron–lattice interaction, and experimentally observed in an organic compound TTF–CuBDT at 1975 [2]. In 1993, Hase et al. [3] reported the first inorganic SP compound, CuGeO3. For this material, a large single crystal can be grown with enough volume to study the dynamics of both lattice and spin systems and the interplay between them by means of neutron inelastic scattering. In this short article, we review some of the neutron scattering studies on magnetic excitations in CuGeO3, performed at the Japanese Research Reactor, JRR–3M of the Japan Atomic Energy Research Institute (JAERI) in Tokai, Japan. The experiments were performed on ISSP–PONTA and JAERI TAS–I triple axis instruments under the cooperation with the Akimitsu group of Aoyama–Gakuin University.
