Hospital cost levels are related to the general economic inflation. The government should support financial and technical innovative approaches to cost control. The burden of risk should shift to physicians, and patients should be given incentives to avoid hospitalization and seek lowcost services without damage to quality.

Although the Colorado Hospital Commission's cost-containment efforts were successful in its two and a half years of existence, it faced implementation problems which eventually led to its discontinuation. The cost-containment debate, however, is not finished in Colorado.
