摘要:
Historically the Victorian national park system developed sporadically between 1898 and 1970. Since then the area of national parks has increased well over tenfold through a combination of strong community support and the operation of the Land Conservation Council. This article examines Victoria's national park system in detail and describes the legislation, administration and resourcing of the Victorian park system over the period 1970–1993 in particular. The discussion centres on the question of Victoria's ability to make the transition from the phase of acquisition of substantial areas to the national park estate to the phase of high quality management of those areas. Such a transition would have to be against the background of the parlous state of the Victorian economy, the pressures of increased tourism and the need to rejuvenate an administrative organisation which has been subject to almost constant change over the last decade. The article concludes by considering what lessons the Victorian experience holds for other States and Territories.

摘要:
Environmental events in Australian forests are considered in this article as falling into orders of prominence. Major events which attract national attention, mark the development of public policy, and are discussed in the professional and academic literature are termed “first order” events. Those which occur at a local scale, attract only local attention, are usually concerned with implementing rather than making policy, and are not discussed in the literature are termed “second order” events. They can have significant effects on people's lives and livelihoods.

摘要:
Integrated Pest Management (IPM) is viewed as an environmentally-friendly, sustainable strategy for protecting crops from insect and other pests. In 1992 the United Nations Conference on Environment and Development declared IPM the preferred pest management strategy, but IPM implementation around the world has often been slow and uneven. The premise of this article is that government intervention is a necessary (but not sufficient) condition for the speedy implementation, and sustained use, of IPM. The article reviews selected national government policy strategies, beyond simple funding of IPM research and development, which have acted to promote IPM implementation.

摘要:
There is mounting evidence of public disenchantment and frustration with current approaches to coastal resource management in Australia, and the processes employed and their outcomes. There are also lingering doubts about whether these processes adequately represent the diversity of views within the wider community. A recent “Coastwise” project, “Images from the Edge!” involved a pioneering attempt to document the nature of coastal landscape and lifestyle values in the Far North Coast region of New South Wales. The project employed an interpretive approach to public consultation and utilised a range of media techniques spanning the creative arts and applied sciences. The central element of the project, a touring exhibition, attracted some 9,000 participants. Surveys of approximately 1,200 exhibition participants, regional residents and visitors indicate that there is an intricate and inseparable link between coastal landscapes and lifestyles. The community values coastal landscapes highly, is knowledgeable about their functioning, and deeply concerned for their future. The community is demanding increasingly responsive planning, and is prepared to play an active part in landscape management if its values and efforts are integrated into a coherent action programme.
