摘要:
Evaporation basins are attractive engineering solutions to the problem of the disposal of groundwater and saline drainage from irrigated areas. Typically, environmental impact assessments are restricted to estimates of biological or conservation losses, for example of populations, species or habitats. Generally they fail to anticipate what biological characteristics are likely to develop and what social effects these could have. As these characteristics can sometimes require active and continuing management they may contribute, perhaps significantly, to the operating costs. The Wakool-Tullakool Evaporation Basins, in southern New South Wales, Australia, are used to illustrate these points. In the ten years since construction began, these basins have acquired a rich aquatic plant flora and become a wetland of local, regional and, arguably, international significance for waterbirds and waders. In addition to these positive characteristics, the basins have also developed some negative ones, including economic losses to the rice industry caused by a few waterbird species.

摘要:
Tourism has emerged as an important economic activity in Australia. Australia's protected natural environment areas are amongst the nation's major tourist attractions. This article presents new estimates of the considerable financial value of tourism in five of Australia's World Heritage Areas (WHAs). An economic interpretation of the management objectives for protected areas has been developed to illustrate the nature of the problem of maximising the combined benefits of all uses, including conservation, over time. The role of tourism and the proper measures of economic benefits are defined within this model. The model also incorporates expenditure on management to prevent reductions in environmental quality. The financial value estimates for the five WHAs are compared with management budgets and revenue collected from users and this leads to questions about the adequacy of funding for management and the potential for raising more revenue for management from users. It is argued that these questions can only be properly answered using the economic measures of surpluses and information on demand functions.

摘要:
In this article the experience of Australian indigenous communities with project assessment is considered. Project assessments carried out under Environmental Impact Assessment legislation for resource development proposals and for economic development projects designed to improve the economic self-sufficiency of indigenous communities are examined. The article argues that project assessments in indigenous domains poorly accommodate indigenous cultural perspectives, precipitating substantial social impact. The authors suggest that the need for reform is compelling. They argue that there is a need to improve the technical competence of practitioners working in cross-cultural contexts. In addition, reference to recent theoretical developments in planning suggests that reform of project assessment must recognise the social and political context of planning. In particular, this highlights the importance of effective participation by indigenous communities to ensure that assessments meet local as well as other needs.

摘要:
The Graduate School of the Environment and Macquarie University Library created an Environmental Impact Assessment (EIA) Database that is available to users who have direct or electronic access to the library's computer catalogue, and which will eventually be marketed on CD Rom. The database records all bibliographic information in a consistent form, along with keywords and phrases that reflect the contents of the documents. The CD Rom version allows searches to be customised so that users can search on the particular fields that store keywords that identify locality, original data content, biophysical and socioeconomic setting, type of activity, impacts investigated in detail, major issues arising and management responses.
