Abstract:This study examines the strategies and approaches adopted in SAPs in sub‐Saharan Africa over the 1980s in order to draw lessons for determining the feasible and desirable SAP over the 1990s in this sub‐region. It reviews the underlying theory and objectives behind such strategies and presents some evidence of actual programmes implemented. There are three main sections. Section I covers the visible symptoms of the structural imbalances and the corresponding policy implications. Section II examines the invisible structural constraints and their associated orthodox SAP prescriptions. The final section focuses on the case for adjustment with the human face and considers various alternative programmes initiated by different agencies to achieve that objective.résumeacute;Cette étude examine les stratégies et les approches adoptées dans les programmes d'ajustement structure] (PAS) en Afrique subsaharienne dans les années 80 afin de tirer des leçons pour établir les PAS qu'il est possible et souhaitable de mettre en application dans cette sous‐région dans les années 90. Abstract:Kenya has one of the best developed financial sectors in Africa. Much of the dynamism of the financial sector is due to the role of government, via parastatal financial institutions. Parastatal banks spurred growth generally in the seventies, and since 1979 stimulated growth outside major urban areas in particular. They were important in increased lending to Kenyans of African origin, the creation of non‐bank financial institutions, and extensive rural branching. Financial parastatals played a key role in changing the behavior of what was once a tight oligopoly, making it more dynamic and competitive.This paper reviews the growth and development of depository institutions, including commercial banks (CB) and non‐bank financial institutions (NBFI) from 1971–87. An account is given of the entry of the Kenya government into direct participation in the sector. The performance of the parastatal firms is compared with the performance of the financial sector as a whole.ResuméLe Kenya posséde un des secteurs financiers les mieux développés en Afrique. Le dynamisme du secteur financier découle du rôle de l'Etat par le biais des établissements financiers parapublics. Les banques semiétatiques ont, de façon generale, favorisé la croissance dans lesannées 70 et l'ont stirnulée, depuis 1979, en dehors des principaux centresurbains en particulier. Elles ont joué un rôle important dans le volume accru des prêts octroyés aux Kenyans d'origine africaine, dans la création d'établissements financiers non bancaires et dans l'ouverture de nombreuses agences rurales. Les établissements financiers parapublics ont joué un role clé dans la modification du comportement de ce qui était jadis un oligopole fermé, le rendant plus dynamique et plus competitif. Abstract:The relationship between economic development and different political arrangements is, even in the best of circumstances, difficult to explore. However times are changing, both in Africa and dramatically so in other parts of the world. This essay seeks to reflect on aspects of this issue with special reference to Africa. It introduces the subject by drawing upon the recommendations of two recently published Reports; and proposes three broad elements which may be used in studying the inter‐action between economic development and political organization.résumréLes relations existant entre le dréveloppement réconomique et les divers dispositifs politiques sont, dans le meilleur des cas, difficiles à analyser. Mais la situation a révoluré d'une manière assez notable en Afrique et, de facon spectaculaire, dans d'autres rrégions du monde. Le prrésent article aborde divers aspects de ces relations, en se rréfrérant particulièrement à 1'Afrique. Abstract:As levels of living deteriorate in tropical Africa, donors and government officials are searching for ways of finding and managing funds to establish smallscale (or micro) enterprises to increase family incomes, nutrition, and employment. Often these funds are provided by donors in cooperation with host governments and administered by existing government parastatal (Tanzania), a gouvernment ministry (Malawi), or nongovernment organizations (NGOs) (Kenya, Tanzania and Malawi). [In one case, Botswana, funds came from the national government and a separate government agency was established (Due and Kurwijila, 1991).].How can these funds best be allocated and administered? Are nongovernment or government agencies more efficient? Which models have had higher repayment experience? What rates of interest have been charged? Should funds be allocated only to poor women (with greatest needs) or to middle income women with higher levels of education and income who, in theory, could provide better management of funds and higher rates of repayment since they have other funds on which to draw in emergencies? Should the funds be allocated to individuals or groups?Answers to some of these questions are found in the models tried in Kenya, Tanzania and Malawi. Although many of the programs are for both men and women, this report focuses on funding for women.RésuméAvec la détérioration des niveaux de vie en Afrique tropicale, les donneurs et les hauts fonctionnaires recherchent les moyens de trouver des fonds, et de les gérer, pour la création de petites (ou micro) entreprises en vue d'augmenter les revenus familiaux, d'améliorer la nutrition et decréer de nouveaux emplois. Ces fonds sont souvent fournis par les donneurs en coopération avec les gouvernements bheficiaires et administrés par les entreprises parapubliques existantes (Tanzanie), un ministére (Malawi) oudes organisations non gouvernementales (ONG) (Kenya, Tanzanie et Malawi). Abstract:Both price and nonprice elasticity estimates are important in understanding the relative importance of these factors in aggregate agricultural supply behavior and they form part of the critical inputs in macroecomic reforms of most of Sub‐Saharan Africa (SSA). However, elasticity estimates must be obtained from models that approximate the realities of the these economies if these elasticities are to be relied upon for policy prescriptions.Using our knowledge of six countries in SSA namely, Cameroon, Kenya, Malawi, Nigeria, Senegal and Tanzania, we demonstrate that the empirical literature on agricultural supply behavior in SSA is full of models that are deficient either in their methodology or choice of relevant explanatory variables. This is because the models failed to recognise the structure of agricultural production in these countries and over simplified the issues and constraints facing the farmers.A thorough discussion of these issues and constraints should form part of the empirical analysis and, should also, moderate the claims of the models. These discussions are very useful since an understanding of the factors that explain the obtained elasticities are as/important as the elasticities themselves.RésuméLes estimations de I'élasticité des prix comme des facteurs non liés aux prix sont nécessaires pour comprendre I'importance de ces facteurs dans le comportement de l'offre agricole globale; elles font partie des éIéments qui entrent pour une part déterminante dans les réformes macro économiques de la plupart des pays de 1'Afrique subsahanenne.
