Abstract:This paper investigates the causal interlinkagcs between regional integration, security and development in Southern Africa, with special emphasis on the role of regional integration in the promotion of security in the region. It surveys the economic potentials of the region, the security concerns, and the development of institutions for regional integration. The paper then recommends new regional arrangemments for the promotion of joint security in the region with the objective of achieving both security and regional sustainable development.Résumé:Cet article s'interroge sur les liens de cause à effet entre l'intégration régionale, la sécuritéét le développement en Afrique australe, en insistant tout particulièrement sur le rôle de l'intégration régionale dans la promotion de la sécurité, au niveau de la région. Abstract:Freight movement by trucks is of particular interest to governments and raises a number of key policy and technical issues respecting transportation productivity and highway infrastructure performance. The linkage between the regulations governing the size and weights of freight trucks and highway infrastructure performance and management in less developed countries focusing on sub‐Sahara Africa is presented. The format and enforcement of the regulations play a key role in the management of highway infrastructure. A framework for formulating regulations that reflect local highway infrastructure and transportation characteristics is presented. It is concluded that enforcement is a critical clement of the regulations and strategies for doing so should take into account the availability of resources, transportation network and operating characteristics. As a rule, the first and necessary step for an effective enforcement programme is to involve the trucking firms or motor carrier unions in the enforcement process at a very early stage.Résumé:Le transport de marchandises par camion présente un intérêt particulier pour les gouvernements et pose un certain nombre de questions importantes concernant la productivité des transports et la performance des infrastructures routières. Le lien qui existe entre la réglementation régissant la taille et le poids des camions affectés au transport de marchandises d'une part et le fonctionnement et la gestion des infrastructures routières d'autre part dans les pays en développement est présenté en mettant l'accent sur l'Afrique subsaharienne. La structure et le respect de la réglementation jouent un rôle clé dans la gestion de l'infrastructure routière. Un cadre de formulation d'une réglementation à 1'image de l'infrastructure routière et des conditions de transport locales est présentée. Il est conclu que la misc en application est un élément déterminant de la réglementation et les stratégies nécessaircs doivent prendre en compte les ressources disponibles, le réscau de transport et les conditions de fonctionncment. En régle générale, le premier pas nécessaire à un programc efficace de mise en ocuvre de la réglemcntation consiste à associcr les sociétés de transport ou les syndicats de

Abstract:This paper examines the impact of adjustment programme on manufacturing industries in Nigeria. A survey of 370 manufacturing industries randomly selected was undertaken in several parts of the country. It is found that the adjustment policies had different effects on profits, capacity utilization, sales, exports, employment and production costs in different industries. Overall, the results show that industrial sub‐groups such as food and beverages, textiles and clothings, and other consumer products, most of which Nigeria has comparative advantage benefitted positively from the reforms. Capital industries in the chemical, pharmaceutical, electronics, electrical and metals were severely affected in terms of profits, capacity utilization and local sourcing of raw materials.Résumé:Ce document examine l'impact du programme d'adjustement sur les industries manufacturières au Nigeria. Une étude portant sur un échantillonnagc aléatoire de 370 unités industriellcs a été menée en différentes régions du pays. Cette étude a démontré que sclon l'industrie en cause, la politique d'adjustcment a des incidences différentes sur les bénéfices, l'utilisation des capacités, les ventes, les exportations, 1'emploi et les autres produits de consommation pour lcsqucls le Nigéria bénéficie d'une avantage comparatif, les réformes ont cu des retombées favorablcs. En revanche, les industries à forte intensité de capital, telles que l'industrie chimiquc et pharmaceutique, l'électroniquc, l'électricité et la métallurgie, se sont fortement rcsscntics des conséquences des réformes en termes de profits, d'utilisation des capacités et d'approvision

Abstract:This paper makes use of Kaldor's first growth law to investigate the growth linkages between agriculture and the entire economy, as well as the agricultural and non‐agricultural sectors in Ghana. Annual growth rates data used in the analysis to examine the significance of agricultural growth to overall economic growth indicate that growth in the agricultural sector is quite essential for general economic growth. Two‐Stage Least Square analysis employed to handle the issue of interdependence between the agricultural and non‐agricultural sectors also reveal that the magnitude of the growth linkages between the agricultural and non‐agricultural sectors is quite significant.Résumé:le document utilise la première loi de la croissance de Kaldor pour explorer, dans le cas du Ghana, les liens de croissance qui existent entre l'agriculture et l'économic tout entière, et entre le secteur agricole et les autres secteurs. Les données de croissance annuelle utilisées dans l'analyse pour examiner l'importance de la croissance agricole pour la croissance économique globale, font ressortir que la croissancc du sectcur agricole est une condition essentielle de la croissancééconomique générale. Abstract:Lack of sufficient analytical capacity in most of the developing countries in sub‐Saharan Africa has been suggested frequently as a major factor determining the appropriateness of development policy interventions. This paper documents an approach implemented in Malawi for the past three years to develop decentralized capacity to analyze development policies and programs. A conceptual framework for identifying the areas of capacity strengthening in development policy analysis is developed. Generalizable lessons from Malawi's experience in decentralized capacity strengthening arc presented. Various issues that relate to enhancing the efficiency of capacity building programmes in sub‐Saharan African are addressed. It is argued that continuous dialogue between development researchers and policy decisionmakers and between the trainers in academic institutions and donor agencies is fundamental for achieving the goals of improved capacity for development policy analysis.Résumé:On avance souvent que l'absence de capacité d'analyse suffisante dans la plupart des pays en développcment d'Afrique subsaharienne constitue l'un des facteurs qui conditionne l'opportunité des interventions en matière de politique de développement. Ce document présente unc approche mise en ocuvre au Malawi au cours des trois dernières années en vuc de développer la capacité décentralisée à analyser les politiques et programmes de développement. Il met au point un cadre conceptuel pour l'identification des domaines nécessitant un appui institutionnel au niveau de 1'analysc des politiques de développement. Des leçons susceptibles d'être généralisées sont tirées de l'expérience du Malawi en matière de renforcement de la capacité décentralisée. Diverses questions ayant trait à l'amélioration de l'efficacité des programmes de renforcement des capacités en Afrique subsaharienne sont abordées. Abstract:Nigerian government's food production strategy is to make farming more attractive by improving considerably the income of farming households. Irrigation development has, of recent, been identified to be a very crucial component of that strategy. Thus, government has continued to invest in the development of a number of irrigation schemes in all the ecological zones of the country.This study therefore evaluates the extent to which government's goal of improving the income of the farmers is being achieved through such development by estimating the direct private benefits of participation in a rice irrigation scheme in the Lower Anambra Basin.Results indicate that although non‐irrigators appear most productive in the use of resources by recording the highest net profit per hectare, conjuctive operators (farmers combining irrigation and rain‐fed farming) net the highest annual income per household as a result of their ability to practice multiple cropping. Pure irrigators did poorest on both counts due to the high cost of production, which arises from their high use of purchased inputs.Partial budgeting results indicate that a non‐irrigator should adopt irrigation as a conjuctive operator, rather than as a pure irrigator, if he hopes to improve the household annual income.A case was made for the introduction of rotational irrigation or the development of well irrigation at the tail, as a way of improving irrigated crop yields and income of irrigators in the Basin.Résumé:La stratégie du gouvernement nigérian en matière de production alimentaire consiste à rendre l'agriculture plus attrayante en améliorant sensiblement 1e revenu des ménages agricoles. Le développemcnt de 1'irrigation est considéré depuis peu comme une composante déterminante de cette stratégie. Ainsi, le gouvernement investit sans cesse dans un certain nombre de programmes d'irrigation dans toutes les zones écologiques du pays.Cettec étude évalue dans quelle mesure, par de telles initiatives, le gouvemement a atteint son objectif d'amélioration du revenu des agriculteurs en cstimant les avantages découlant directement de la participation a un programme d'irrigation rizicole dans le Bassin inférieur de l'Anambra.D'après les résultats, bien que les agriculteurs ne pratiquant pas l'irrigation semblent les plus productifs en matière d'utilisation des ressources avec le bénéfice le plus élevé par hectare, les agriculteurs combinant irrigation et agriculture pluviale possèdent le revenu annuel par habitant le plus élevé du fait de la possibilité qu'ils ont de cultures multiples. Ceux qui s'adonnent à l'irrigation pure ont obtenu les résultats les moins bons dans les deux cas en raison du coût de production élevé lié au rccours intense à des intrants achetés.Les résultats partiels du budget montrent qu'un agriculteur ne pratiquant pas l'irrigation devrait la combiner avec l'agriculture pluviale et non l'adopter intégralement, s'il veut améliorer le revenu annuel de son ménage.L'introduction de l'irrigation rotative ou le développement de l'irrigation par élévation sont préconisés pour améliorer les rendements des culture
