摘要:
The creative process of qualitative thinking is an integral part of decision making. There are information systems that support creative thinking and aspects of qualitative reasoning. These systems, however, are not designed to directly bolster qualitative thinking in the comprehensive, dynamic, and integrated manner required for effective decision making. A new framework, called a qualitative thinking support system (QTSS), can provide the desired support. This article demonstrates how QTSS can improve decision making. It overviews the decision making process, identifies gaps in information systems support for the qualitative aspects of this process, describes the QTSS concept and its role in closing the support gaps, and measures the impact of the QTSS on the process and outcomes of decision making. The paper also examines the implications of the analyses for information systems research and practice.

摘要:
This paper presents SPEP, a decision support system for manpower planning in large organizations. SPEP maps all positions under consideration as nodes of a network model. Distances between nodes represent required service times at a previous node before transfer. Other position prerequisites (education, abilities, mobility etc) are also represented. The model can be used to identify alternative career paths using network algorithms. Simulation techniques are also used to simulate period-to-period movements on the network, as well as in and out of it. Simulation results are helpful in identifying medium term staffing needs according to department, required technical skills, training needs etc., as well as longer—term problems concerning lack or over—supply of available qualified personnel in particular areas. SPEP has been implemented in the Commercial Bank of Greece, the second largest commercial bank in Greece, and it has helped significantly in various personnel and strategic planning decisions.

This article's purpose is to introduce the notion of an open problem as opposed to that of a formal problem, and to indicate the importance of these notions for those who develop decision support systems. These two notions emerged out of a study on the feasibility of interactive planning systems. Typically, developers of automated information systems think in terms of formal problems while planners deal with their planning tasks as open problems. This leads to problems of communication. Adopting a participative development method in itself is not enough to overcome these problems. Explicit search for open aspects of the planners' problem, and explicit concern for them during DSS design, are also needed. Open aspects should be searched for and agreed upon. An important guideline for the design of a DSS is that if open aspects are found, it may be wise not to hard—wire them into a model, because that might rob the planners of the flexibility they need.
