SummaryEstimates of the social costs associated with the consumption of hazardous commodities such as alcohol, cigarettes and illicit drugs feature prominently in the current debate on prevention policy. Such figures are being increasingly used to urge greater government action on prevention. This paper presents an introduction to the welfare economics of government intervention in markets for hazardous commodities and concludes that—contrary to what is often presumed—social cost estimates can never identify situations where greater government involvement is warranted. SummaryThe purpose of this paper is to provide a framework for later research reporting of the DAIGE (Drug Agencies Information Gathering Exercise) Study. This paper will not give any data from the major research endeavour which has just been completed but reflects many of the discussions which have been held with staff of voluntary agencies during the course of fieldwork. This paper provides discussions on: why this research is needed, key issues in the development of treatment and rehabilitation policy in Britain and the problems with which voluntary drug agencies are currently confronted. Linked with these discussions, the question as to whether the dichotomy between ‘treatment’ and ‘Rehabilitation’ mirrors inappropriately old social divides (e.g. between state and church,‘doing good’ and professionalism, regular budgets and support by jumble sales, etc.

SummaryFirst, this paper attempts an assessment of recent developments in British drug policies. In the 1980s British drug policies are in a state of transformation in which it appears that medicine is being displaced from a central role, and being replaced by a more extensive and diffuse response involving a broader range of agencies and ideas about drug problems. A more active role is being played by central government, the debate on drugs is becoming politicized, and there is a new emphasis on law enforcement, and legal and penal control. It is now questionable whether the British approach to drug problems is as distinctive as it once was. Given that research on contemporary drug policy is negligible, the second task of this paper is to identify a number of areas and issues worthy of policy analysis.

SummaryForty‐eight early‐stage problem drinkers were recruited through a newspaper announcement and randomly assigned to one of four outpatient treatment groups: (1) Bibliotherapy‐ Behavioral Self‐Control Training (BSCT), (2) BSCT‐therapist directed, (3) Training in Coping Skills and (4) a combination of BSCT and Coping Skill Training. The weekly alcohol consumption in all groups decreased significantly from intake to 3, 6 and 12 month follow‐up. There were no significant differences among the groups. At the same time the number of life problems decreased significantly. The majority of the clients reduced their alcohol consumption during the assessment period, before treatment started. The absence of a non‐treatment control group means that we cannot be sure about the reasons for this early change. Theoretical implications of these results

SummaryConflicting results have been reported as to whether habitual caffeine use is associated with symptoms of poorer health. The aim of the present study was to further examine the association between caffeine use and somatic and psychological symptomatology while controlling for potentially confounding influences such as concurrent substance use. Information was obtained on the somatic and psychological health, substance use, and biographic background of 96 individuals divided into three equal‐sized groups matched on age and sex. One group consisted of subjects who were chosen specifically because of their habitually high caffeine intake. The other two groups consisted of comparison subjects of psychiatric patients and university students who represented widely varying levels of somatic and psychological health. SummarySixteen patients referred for withdrawal from their chronic benzodiazepine usage were treated over a 28‐week period using a primarily cognitive approach in a group or on an individual basis using telephone contact. The withdrawal regime was individually tailored for each patient according to the intensity of withdrawal symptoms. Anxiety management and cognitive restructuring techniques were used to help patients relabel their withdrawal symptoms as cues for the implementation of coping strategies. Patients in both groups were successful in reducing their intake over the treatment period but patients treated in the group showed lower attrition rates and better long‐term outcome. Withdrawal symptoms, anxiety and depression improved alongside the reduction in drug intake and improvements were maintained at a 3 month and 1 year follow
