The article shows how application and consideration of the scientific context in which statistics is used can initiate important advances such as least squares, ratio estimators, correlation, contingency tables, studentization, experimental design, the analysis of variance, randomization, fractional replication, variance component analysis, bioassay, limits for a ratio, quality control, sampling inspection, nonparametric tests, transformation theory, ARIMA time series models, sequential tests, cumulative sum charts, data analysis plotting techniques, and a resolution of the Bayes-frequentist controversy. It appears that advances of this kind are frequently made because practical context reveals a novel formulation that eliminates an unnecessarily limiting framework.

In this article an economic analysis is presented for the problem of selecting the most favorable quality distribution for an industrial process. An important special case is that of selecting the best mean (target) value. The analysis, which takes into account the stochastic nature of the process, is illustrated by considering the problem of choosing the optimal amount of overfill in a filling operation. A detailed solution is given for situations in which the distribution of the quality measurements is approximately normal; for that case a table is provided that simplifies the solution of the problem in practice. Industrial examples are considered. Lognormal and Poisson distributions are also discussed.

The design of an experiment involves much more than deciding on a matrix of experimental points. This is demonstrated by six recent experiments, dealing with such diverse subjects as evaluating the reaction of birds to different noises, comparing computer programming methods, and optimizing a chemical reaction. These experiences and others are generalized in some basic guidelines for designing experiments. Some technical challenges and educational programs are also discussed.

Weissman (1978) suggested percentile estimators based on the joint limiting distribution of theklargest order statistics. The present work identifies situations where Weissman's estimators are a significant improvement over the usual sample percentile estimators and gives practical advice on how to use these new estimators effectively. In particular, large reductions in mean squared error can be made when the tails of the distributions are approximately exponential andp≥ .95.

A Markov chain representation is given for the two-sided, possibly asymmetric, cumulative sum (CUSUM) procedure of Ewan and Kemp (1960) for integer-valued random variables. The approach taken by Brook and Evans (1972) for the one-sided CUSUM procedure to determine exact and approximate expressions for the run length distribution, its moments, and its percentage points is extended to the two-sided CUSUM procedure. The number of states included in the Markov chain is minimized in order to make the methods as efftcient as possible.

Hill (1980) states that aD-optimal design for the estimation of a subset of the parameter vector in a partially nonlinear model depends on only those parameters that appear nonlinearly in the model. In this note we demonstrate that Hill's statement is incorrect and present a suffkient condition under which it is valid.
