TheNiagaraFruitBeltof Ontario was first delimited in the 1950s on the basis of area in fruit and vegetables as a percentage of area in occupied farmland, using census subdivisions as mapping units (Figure 1).1The Fruit Belt in 1951 consisted of ten townships on or close to the south shore of Lake Ontario between the western edge of Hamilton and the Niagara River. Even though complete municipal government reorganization and wholesale municipal boundary changes have occurred since 1951, the township names and boundaries shown in Figure 1 are used throughout this paper for the convenience of reference and comparison.

Time‐distanceis defined as the time required to travel a specific distance. Consider the time‐distances amongnplaces. They are tabulated in annbynmatrix and it is assumed that each element of the square array represents the minimum travel time to go from one place to another. Usually the matrix will be non‐symmetrical with all diagonal elements equal to zero. Imagine a graphic representation of those places in a two‐dimensional space. Theoretically it is possible to determine two configurations, one arising from tripitoj, the other from tripjtoi, such that the locations of allnpoints approximate then(n‐1)/2 time‐distance relations.1In practice, however, the geographer will not be satisfied with a solution that does not preserve geographic neighbourliness. He will argue that geographical order is a necessary ingredient to the understanding of place relations. In most cases, a total solution that reconciles the geography with the metric is unattainable and only segments of the time‐distance matrix are mapped. On polar isochronic maps, for instance, places are located according to their geographic azimuth and their time‐distance with respect to one single origin. Therefore only one row or one column of the original matrix is plotted. The number of maps required for representing the entire data would be twice as large as the number

Geographers, in contrast to many other social scientists, have devoted relatively scant attention to skid rows. In a recent paper, however, J. Ward (1975) examined “the geographical manifestations of the phenomenon" of the skid rows in six North American cities, concluding that the subject “might be usefully studied by geographers, since its spatial, functional, network‐linkage and territorial characteristics make it particularly amenable to geographical analysis” (295‐6). In essence, Ward appears to be suggesting that skid rows should be subjected to the same type of scrutiny by geographers as has previously been accorded to thecbd, zones in transition, rural‐urban fringes, and the like. Although pattern description and analysis have a place, a fundamental need is to evaluate more fully theprocessesthat give rise to and maintain skid rows, and their relative locations within urban areas. The main objectivesof the study were to measure and evaluate the impact of the Lesser Slave Lake Special Area Programme (Figure 1) on income and employment in north‐central Alberta. The programme was administered jointly by the federal Department of Regional Economic Expansion (dree) and the Government of Alberta.
