In the greater Yellowstone area, there is a perceived controversy between conservation efforts and economic well‐being. This controversy is fueled by misconceptions about the economy and the role played by public lands in the region. In this article, three commonly held myths are addressed by describing changes that have taken place in the economy, and, in view of these, a more appropriate role of public lands management is identified.

Tourism development in the greater Yellowstone region is examined using the tourism life cycle concept. This concept postulates that, over time, tourism destinations experience known and ordered stages of development. The stages include exploration, involvement, development, consolidation, stagnation, and then a series of choices ranging from rejuvenating to decline. Few empirical assessments of the tourism life cycle concept exist for federally managed resources. Four dimensions provided data for monitoring the tourism life cycle. They are visitation trends, growth of the service economy in the region, host residents’ perceptions of current tourism development, and current biological indicators of the ecosystem. These four sources of information indicate that tourism development in the greater Yellowstone region is more intricate than the life cycle concept would suggest. The information reveals that development is not at a specific stage in the cycle. Development and its attendant impacts on the resource are uneven with local residents, the business community, and visitors exhibiting development stage characteristics and the biological indicators suggesting the region is in the consolidation stage. Policy implications for future management of tourism development in the greater Yellowstone region are discussed, along with a commentary on the methodology needed to assess development using the tourism area life cycle concept.

Yellowstone National Park and the surrounding areas are acclaimed for the quality and preservation of their natural environment. The social system enmeshed with that natural environment has received minimal theoretical consideration. The natural and human environments are interdependent, each largely dependent yet conceptually independent of the other. The national parks and adjacent wilderness exist by political fiat and are subject to future modification because of social and cultural factors. Conversely, the natural system presents considerable opportunities and limitations for human uses. A human ecological perspective is utilized to describe the relationships between the natural area and the social system, following Park and Burgess (1925) and Schnore (1958). Characteristics of the population, their technology, and social organization are summarized for five concentric zones emanating out from Yellowstone and Grand Teton National Parks. The processes of development and preservation in the region are described, particularly in peripheral areas lacking the legislated protection of the national parks.

Efforts to reintroduce the wolf to the greater Yellowstone ecosystem were stalled again in 1991 when Congress rejected the recommendations of the Wolf Management Committee (WMC). I suggest that wolf reintroduction is a difficult policy problem, in part, because the human dimensions of the problem are difficult to assess and manage. Estimates of livestock depredation used by the WMC are analyzed to illustrate how they can be interpreted as incorrect and antagonistic by some stakeholders. Alternative estimates of livestock depredation and costs of compensation are presented. It is argued that what is important about such estimates is the process by which they are developed. Federal agencies working toward wolf recovery need to recognize that wolf reintroduction is a “stalking horse”; for the larger issue of land use change in the greater Yellowstone ecosystem. Therefore, wolf reintroduction needs to be treated as a major policy conflict. A state‐of‐the‐art environmental impact statement is now underway, but that is not enough. A broadly structured and well‐integrated program of social assessment, public participation, and conflict management is needed to enable wolf reintroduction.

The red drum (Sciaenops ocellatus) was effectively removed from Florida's near‐shore commercial fishery in January 1989. Fishing revenue losses may be mitigated through redirection of effort from the restricted species to other unrestricted species. A revenue Junction is specified for two time periods over which two different harvest regulations for red drum were effective. The empirical results indicate that fishermen were able to compensate for lost revenue due to the harvest restrictions, although the ability to do so differed by gear and regional considers.

Patterns of forest clearance, land acquisition, and forest use in national reserved forests in Thailand are related to patterns of migration and settlement. Migration patterns also influence social conflict and community cohesion. In particular, migration patterns have created inequitable acquisition of forest land, and this is the basis for present conflicts between different groups of migrants. Information learned from this study provides answers to important questions about forest use and land allocation in terms of the best implementation strategies for a social forestry project, and allows the author to make specific forest management recommendations.
