AbstractContracts with private firms offer one mode of alternative provision for public services. Evidence on this approach to the operation of municipal wastewater treatment facilities indicates that performance advantages may be possible for certain types of communities. Savings are possible in larger facilities and when the local government assumes a relatively active and energetic oversight role.
