&NA;Twenty‐four OEO Neighborhood Health Centers have been audited to determine the extent to which selected criteria were met in the fields of adult medicine, infant care, and obstetrical care. Principles of group operation, sample selection, the scoring process and findings are presented. The centers were ranked by their scores and various characteristics were examined. Program design, patient volume, medical school affiliation and, most important, administrative “know‐how” were concluded to be major factors associated with high performance ratings. Audits of the professional judgments used in clinical management in six major specialty fields and dental care audits under‐way at the present time are described. Although comparable data is presently unavailable from other settings, it is believed that the majority of the centers are performing at a satisfactory level.

&NA;Utilization studies have generally used volume of visits over time to make inferences concerning differential response to sickness. The results of three household interview studies conducted in OEO health center target areas are reported. Rather than volume of visits as a dependent variable, these studies use differential response to activity limiting illness episodes. Poverty and usual source of medical care were found to be only weakly associated with physician visits, with strength of the associations dependent on relative seriousness of the episode‐causing condition and presence of Medicare or Medicaid.

&NA;A widely held, but unproven assumption holds that health insurance which financed more comprehensive services for ambulatory patients would significantly lower the rate of hospital admissions. This study reports on an attempt to test this assumption through a statistically controlled experiment. The Kansas Blue Cross/Blue Shield Plan provided free out‐of‐hospital benefits to an experimental group of 5,000 contracts for eight months during 1968. This group's inpatient claims experience was tested for significant changes by comparisons with prior experience and with a control group of 10,000 contracts. While the experimental benefits did not significantly alter the experimental group's total inpatient utilization rates, further analysis suggests that the benefits might have affected the distribution of inpatient care.
