The number of permanent exclusions from school continues to rise. The number excluded in the 1994–95 school year, the first full year after the implementation of the sections of the 1993 Act, stands at over 12000. Some 84% of permanent exclusions are from secondary schools and over 45% of these are estimated to be in years 10 and 11. Recent changes in provision for children who have been excluded from school have involved the establishment of Pupil Referral Units (PRUs). This paper proposes that many of the difficulties which face both teachers and young people working in PRUs are replicating problems that have traditionally existed in segregated education. Using the views of young people who have been excluded from school and those of their teachers it notes the similarities between current provision and the ‘off‐site units’ for so‐called disruptive children of the 1970s and 1980s. Fifty years ago the Curtis and Clyde reports set out the blueprints for a new children's service. They contained an emphasis on the personal needs of deprived children, an insistence on fostering as the method of care best suited for them and the recommendation that a completely new local authority department was required. The following Children Act (1948) established the Children's Departments which soon became synonymous with enlightened child care. The origin of the reports is often attributed to the campaigns of Lady Allen in 1944 and the scandal of the death of a foster child in 1945. But the real origins stemmed from events precipitated by the Second World War, while the contents of the reports can be discerned in even earlier years.

This article looks at the needs of children and families now that there is increasing inter‐agency conflict. The situation is considered from the perspective of one agency, educational psychology and it is suggested that the pressures on one agency are common to all agencies. This paper examines the relationship between family support and the health of children. The impact of the decline in the structural support for child rearing is considered first, followed by an examination of the health effects of support provided in home visitation programmes. The subject is play and day‐care services for school‐age children. The paper draws on research carried out by the author and colleagues at Thomas Coram Research Unit (TCRU). It reports a survey of 120 services, randomly sampled, from 20 local authorities in England and Wales. This provides data about the standards to be found in such services when they became subject to registration and inspection under the Children Act 1989, and identifies shortcomings with regard to material resources and practice. The paper then draws on two case studies, and reports and discusses the problems met by local authorities in carrying out their new duties under the Act. These included their inexperience of services for over fives, the lack of resources available to improve services and the transient nature of holiday play schemes. It covers ways in which registration personnel used the Act to raise standards, eg ‘counselling out’, making requirements and conditions, and advising and resourcing service providers.
