SUMMARY.The importance of children in their own right and of their healthy development for the health of society, have been affirmed at an international level by the United Nations Convention on the Rights of the Child in 1989 and by the Children Act 1989 in the United Kingdom. In the UK fifteen years ago, the report of the Court Committee set out a framework for Child Health Services based on the same recognition of the value of children. This paper describes how in spite of the far‐reaching recommendations made by the Court Committee, the health of children in this country is far from satisfactory; how health policy and services have failed to meet their health care needs; and how other recent legislation such as the NHS and Community Care Act may well lead to further difficulties in working for the best interests of the chil

SUMMARY.In this issue ofChildren&Society,there are two articles on the joint Social Work Department and Central Scotland Police initiative, begun in 1989, for joint investigations of child abuse referrals. The second paper is an evaluation of the scheme.This first paper gives a brief description of the operation of joint investigations involving police and social workers with a discussion on strengths and weaknesses of the joint approach. The author goes on to focus on some of the difficulties which emerge in child protection systems which are characterised by adherence to procedural guidelines and which are further characterised by the strong influence of centralised management. Such a view may have applicability to other parts of Scotland and the U.K. and may be recognisable, too, to professionals further a field. This article is based on a presentation to the 8th International Congress on Child Abuse and Neglect, Hamburg, 1990.

SUMMARY.The previous article in this issue described the joint police and social work initiative in Central Region for the investigation of child abuse allegations from the point of view of a social work manager. This paper sets out the main findings of an independent evaluative study of the same scheme, focusing on its impact on the way investigations were handled, the aspiration to make procedures more child‐centred, and the development in practice of the concept of co‐ordination. The study, described more fully in Brown and Fuller (1991), was carried out by the Social Work Research Centre, University of Stirling, and funded by the Social Work Services Group of the Scottish Off

SUMMARY.This paper presents a model for counselling families of young handicapped children. It is argued that the process that parents go through following the birth of a handicapped child is akin to bereavement following loss. Therefore, professionals on a wide range of disciplines should be sensitive to the grief that parents are experiencing. The authors have used Le Poidevin s theory of adjustment to loss to structure their own theories and to devise a checklist to aid other professionals. SUMMARY.An experiment was conducted to examine whether the use of different camera shots‐medium or close‐up‐affected the way in which child witnesses were perceived by adult raters. School children were video‐recorded describing an event in which they had participated, and students rated the children s perceived credibility on a number of scales. Type of shot used did not influence perceived credibility in a consistent manner, although it did influence some aspects of a child's credibility when the child's age and/or sex was taken into account. Children seen in medium shot were judged more honest than children seen in close‐up. Age of the child was the most influential factor, with older children generally perceived as more credible than younger children; this effect was particularly noticeable for girls and children seen in medium shot. SUMMARY.During this century, the main features of child care policy in Britain have been the creation of a separate system of juvenile justice, the extension of state responsibilities for child protection and substitute care, a growing emphasis on foster care in preference to residential care, and increased professionalism and co‐ordination of services. This article, the second in a two‐part series, begun in issue 5(2) looks particularly at differences in child care policy between Scotland and England, the most striking of which has been in the juvenile justice arrangements.
