SamenvattingDe verdeling van een steekproef‐quantiel is, gelijk bekend, asymptotisch normaal. De bewijzen in de meeste bekende leerboeken richten zich op de waarschijnlijkheids‐dichtheid van deze verdeling. SummaryThe Dispersion of Bids in Public ContractingThe analysis is concerned with the coefficients of variation (standard deviation divided by mean) of bids in public contracting by the municipal authorities of a big city in the period 1946–1953. Three factors are investigated as to their impact on these coefficients of variation. The first is time; it is shown that the dispersion decreased gradually, probably as a result of increased cartelization. The second is the nature of the object (road building and earth‐work, waterworks, and sewerage); waterworks seem to be characterized by a smaller dispersion of bids. The third is the size of the object, and it is shown that the dispersion is smaller for large objects than for small ones, probably as a result of the greater care of cost calculation for large objects. An attempt is also made to ascertain the interaction of these fact

SummaryIn a dairy products plant the problem arose that the milk‐carrying tankcars had considerable waiting times at the receiving platform. This was supposedly caused by too small a capacity of the raw milk storage room.In order to study this problem the stream of milk through the storage room was followed for three weeks continuously. The storage room proved to operate mainly as a daily buffer. This function could be expressed in a linear equation. Its discussion led to some simple measures resulting in a considerable increase in efficiency of the storage room.The study further proved that the waiting times of the tankcars were caused to only a small extent by the storage room capacity and that this effect could be eliminated by the above mentioned measures. It was concluded, therefore, that the storage room need not be enlarged.The principal cause of the waiting times proved to be the limited unloading capacity of the receiving platform. And this in its turn was due to a strong periodicity in arrival frequencies of the cars. So, the solution of the problem had to be found in better car schedules, capable of breaking the periodicity.Apart from this periodicity the capacity of the existing receiving platform was ample, as was shown by means of queuing theory.Further, a special application of queuing theory was used to calculate the optimal design of a receiving platform. It was shown that few high capacity receiving installations are preferable to a larger number of smaller installations. The practical optimum is a platform of three installation

SamenvattingDe financiële govolgen van beleidsfouten en voorspellingsfouten bij de dynamische kwadratische kostenminimering.Dit artikel gaat nader in op een probleem, aan de orde gesteld door Holt c.s 94, 5, 6], van een verffabriek die de productieomvang en de personeelsbezetting op een dusdanige wijze tracht vast te stellen en aan te passen dat de kosten over de tijd worden geminimeerd. De procedure is gebaseerd op de veronderstelling, dat de kosten kwadratisch afhankelijk zijn van de relevante bepalende factoren, of althans met voldoende nauwkeurigheid met kwadratische functies benaderd kunnen worden. Zo worden bijv. de kosten verbonden aan het aantrekken resp. het doen afvloeien van personeel benaderd door, waarbij c een positieve constante is en wtde personeelsbezetting in maand t; hetgeen laat zien, dat de kosten van personeelmutaties snel stijgen naarmate deze mutaties van groteromvang zijn. Een ander voorbeeld is dat van het werken op een niveau dat afwijkt van de normale capaciteit; ook de hieraan verbonden kosten worden kwadratisch afhankelijk gesteld, nl. van het verschil tussen feitelijke productie en de productie behorend bij de normale capaciteit (afgezien van enige correctiefactoren), waarbij de normale capaciteit op haar beurt evenredig gesteld wordt met de personeels‐bezetting. Een gedetailleerde uiteenzetting van de kostenstructuur vindt men.De kostenfunctie blijkt dan afhankelijk te zijn van productieomvang en personeelsbezetting zoals deze zicn ontwikkelen in de loop van de tijd, en het probleem is haar te minimeren met inachtneming van de eenvoudige restrictie die zegt dat het verschil tussen productie en afzet gelijk is aan de toeneming van de voorraad. Is het toekomstig verloop van de afzet bekend, dan is dit probleem eenvoudig op te lossen. In feite is dit echter niet het geval; en de beste oplossing is dan het formuleren van een beslissingsregel, op ground waarvan men aan het begin van iedere maand dat productie‐ en personeelsniveau kan bepalen waarvoor de mathematische verwachting van de kosten het kleinst is, gegeven de ter beschikking staande afzetvoorspellingen. Dit leidt tot een zgn. lineaire beslingsregel, die productie‐ en personeelsniveau lineair uitdrukken in de verwachtingen van de toekomstige afzet.In feite is het dus niet mogelijk de werkeliljke optimale beslissingen te nemen, gegeven de onzekerheid van het toekomstige afzetverloop. Dit artikel handelt over de financiële consequenties van afwijkingen tussen optimale en feitelijke beslissingen, i.h.b. wanneer de laatste gebaseerd zijn op afzetvoorspellingen zoals in de vorige alinea is aangeduid. Het blijkt van groot belang te zijn bij voortduring rekening te houden met de stroom van binnenkomende informatie inzake het afzetverloop; doet men dit niet en houdt men star vast aan eenmall gekozen posities, dan komt men tot een verlies dat bijna het dubbele is van het bereikbare minimum, althans in het hier onderzochte geval. Daarentegen blijkt de gevoeligheid voor variaties in de i nachtgenomen horizon aan de lage kant
