The effect of measurement error on the operating characteristics of one-sided (normal distribution) variables sampling plans is discussed. A table showing the effect on the operating characteristic curves for the proportion nonconforming is given in terms of the ratio of the standard deviation of the measuring device (including the effect of the operator of the device) to the standard deviation of the item being measured, for a properly calibrated measuring instrument. This effect is salutory for the consumer, but unfair to the producer. A similar table is given for the case of a biased instrument which has no measurement error. Here the effect can be either in the consumer's favor or the producer's favor, depending on the direction of the bias. An alternative analysis gives the effect of measurement error and instrument bias on the consumer's and producer's risks for a specified plan. The results of the alternative analysis change from plan to plan, while the first analysis is independent of the plan and the resulting tables apply universally to variables sampling plans based on the normal distribution.

Trace analysis has become increasingly more important because of its connection with recent environmental, chemical, and biological concerns; therefore, measurement techniques often must be evaluated particularly for their ability to measure low concentrations with acceptable accuracy and precision. A methodology is presented here for determining objectively the lower (or upper) limit associated with a linear regression; that is, the point below (or above) which a regression model fails. Methods are also given for determining, provided the data include multiple observations at somexvalues, whether problems observed beyond the limit are due to increased variability or to breakdown of the linear relationship. The methodology is applied to calibration curve data from four chlorine measurement techniques, to estimate lower limits and to show that the principal problem found below the lower limit is dramatically increased variability.

Assuming a Poisson model, formulas are derived for the mean number of observations required to reach a decision when sampling is semi-curtailed. It is shown how the result can be obtained from the corresponding binomial solution with the Poisson approximation and from a direct argument using a waiting time distribution. Some numerical results are considered.

A skip-lot sampling program is described consisting of three states:(1)lot-by-lot inspection(2)skip-lot inspection(3)skip-lot interruption.The proposed switching rules are based on controlling three characteristics:(1)the number of lots inspected during the lot-by-lot state until qualification(2)the number of lots inspected during the skip-lot state until detection of a change in quality(3)the probability of resuming skip-lot inspection from the interruption state.The program has been submitted as a proposed ANSI standard to the ASQC Statistical Standards Committee and currently is in the Draft 2 stage of acceptance.

A FORTRAN computer program is presented that performs a simple test for normality based on the fact that the mean and variance of a sample are independent if and only if the underlying population is normal. The program provides the approximate descriptive level of significance for the test. A description of the procedure is given along with a numerical example.
