摘要:
Some twenty-six articles have been published in the“Reviews of Standards and Specifications”since the advent of this section nearly seven years ago. The time is here to review the subject and to chart a possible course for the future. This review is an introduction to a proposed ASQC publication which will present these articles under a single cover in order to make them available to a wider audience. Because there is virtually no limit on what might be brought together under the general subject matter heading if selections from other journals or periodicals were included in the publication, a decision was made to use only the articles which have been published in this section.

摘要:
This broad survey of the field of quality standards and specifications discusses what they are and how they come into being. It is in contrast to the usual review in this section which discusses the background, content, and application of individual quality standards. Citing the output of the many government agencies involved in standards making, and the more than 350 non-governmental agencies in this country alone, the article infers that the individual standards approach can be an endless road.

Editor's note: This paper by Dr. Singh on the work of the Indian Standards Institution (ISI) in the field of quality control brings to mind the earlier days of that institution. This editor attended the opening of the new Standards building in New Delhi, the Manak Bhavan, more than a dozen years ago when he was assisting the Statistical Quality Control (SQC) Units of the Indian Statistics Institute. At that time considerable cooperation existed between those two institutions in getting the developed standards put into practice. Many obstacles existed, for at that time some companies did not produce any materials to conform to Indian Standards, and others produced only a very small percentage to standards, the rest being made and sold under strenuous competitive price pressures. One hopes that situation has changed. Meanwhile, in addition to the quality control activities of the ISI reported herein, the training and consulting program of the SQC Units goes on and is reported monthly in their QC News, the January 1972 issue of which was Vol. V, Issue 9.

Editor's note: Compared with the older standards, the tables in MIL-STD-105D were simplified and made more self-consistent by the adoption of a pattern of sample sizes following an approximate geometric progression with the same common ratio as the progression used for AQL values. This paper discusses the methods used in choosing the sample sizes and acceptance and rejection numbers for the single, double and multiple sampling tables, for normal, tightened and reduced inspection.

MIL-STD-105D switches too frequently to tightened and reduced inspection when producers are just meeting the acceptable quality levels (AQL's),. The MIL Study Group of the Japanese Standards Association suggests three slight corrective actions. Otherwise, MIL-STD-105D stands intensive scrutiny well.

This Japanese Industrial Standard is almost entirely taken from MIL-STD-105D, with certain changes made in the switching rules and in the reduced inspection tables. These changes were explained in some detail in the JQT article“MIL-STD-105D and the Japanese Modified Standard”published in April 1970. In the letter published below, the ASQC Standards Committee opposed the proposed changes, especially that involving the addition of a limit number table for tightened inspection. A rejoinder was then made by the principal Japanese authors. Meanwhile, Professor Pedro Mendizabal of the University of Madrid made extensive Monte Carlo simulations of the MIL-STD-105D tables which illuminate certain aspects of the differences.

摘要:
The paper, as a sequel to the historical and theoretical approach of Part I, provides the practical information on the matching of variables sampling plans to those in the existing attributes standard. Of the many possible types of matching possible, two types are tabulated here. The first is a match on two points of the OC curve, namely at the AQL and P.10points. The second is a one-point match at the AQL with constant sample size for each Code Letter. The k values obtained in this second methodarecompared with those of MIL-STD-414.
