摘要:
How can the participation of experts and laymen be fairly balanced in the formulation of science policy? Few questions pose greater challenges to the design of institutions for effective environmental decision making. And few questions have been as hotly or unproductively debated over the last decade.

摘要:
The past 15 years have seen a remarkable change in our views of the systems that make life possible on the planet. The change has come from recognition of the interlocking character of the cycles of carbon, nitrogen, sulfur, and phosphorus. This article outlines major features of those global biogeochemical cycles. It also suggests how fossil fuel emissions or farmers' use of fertilizers or forest cutting may combine to affect the health of air, water, soils, vegetations, and animals over large areas and the globe as a whole. Later articles will explore these linkages in greater detail and will point out their importance to managing a sustained environment.

摘要:
One of the basically perplexing issues in resource management is the extent to which long-term productivity of the soil is affected by transformations in land use and treatment. Changes in cropping, seeds, herbicides and pesticides, fertilizers, and other practices may alter the soil and its biota in ways that either enhance or degrade capacity to produce food and fiber. However, there are no easy ways to estimate precisely how much agricultural output increases or decreases as a result of altering the soil. For example, soil erosion is much more difficult to measure in economic terms than in physical quantities. This article presents recent economic thinking on what soil erosion costs society.
