AbstractThe decade of the 1980s signalled major changes within public administration and development‐oriented activities. As a consequence of the internationalization of the agendas of practitioners and academics working in these areas, there is today a growing convergence among public policy, public management, public administration and political science. Given the complexity of the public sector cross‐nationally, what has become necessary in public management education is the design of programmes that meet specific needs and priorities and which are responsive to very different national settings. This particular case study is centred around one endeavour to achieve more effective interfacing between theory and practice, in the teaching of public management and the design of development programmes in the United States (US). It is based on an assessment of a 10‐year co‐operative endeavour between the National Association of Schools of Public Affairs and Administration and the US Agency for International Development. AbstractThe article argues that the essence of economic policy reform programmes—both their substance and their pace—runs counter to the central notions of sound institutional development. Attention is first given to some fundamental concerns about the relationship between the two processes, in particular focusing on questions of culture, speed of change and the political environment. The article then provides some illustrations from Malawi, looking in turn at collateral institutional damage, the new generation of semiautonomous organizations, confusing incentives systems in the areas of salaries, housing and training, and lack of serious concern for the sustainability of the reforms. AbstractThe underlying assumption in this paper is that autonomy and accountability are both fundamental prerequisites for the effective functioning of state‐owned enterprises. The paper first examines the traditional, dichotomous approach to the autonomy‐accountability conundrum. This approach posits the relationship as process oriented, pervasive, quantitative and based ona prioricontrols. A more recent view of control and accountability asa posteriori, qualitative, strategic, results‐oriented and non‐zero sum is then briefly analysed. The paper presents a review of the theory and practice of performance contracts (PC) as tools to implement the latter approach. Three basic models of PCs—Senegal'scontratplan, Pakistan's signalling system and India's memorandum of understanding—have been analysed, comparing the negotiating process, major players, substantive elements and results. Thecontratplan is more of a legal document, at least in formal terms, than the other two. None of the three models, however, provides any sanctions in case of a violation of the contract by the governments. Although the Indian and Pakistani PCs appeared to be more successful than the Senegalese contracts, the relationship between financial performance and performance contracts remains far from conclusive. AbstractThis article provides a comparative description and analysis of medium‐term effects of two development approaches geared towards poverty alleviation in Bangladesh. One approach, which was studied in a programme of the Bangladesh Rural Advancement Committee, emphasizes a combination of group formation, awareness building, saving and selective confrontation with the rural elite. The other approach emphasizes provision of credit to the rural poor; it was studied in an area where the Grameen Bank has been implementing its programme since an early stage. The study on which the article is based included a mixture of qualitative and quantitative research methods.
