AbstractThe political role of senior civil servants in Africa cannot be differentiated from their administrative roles. An analysis of specially commissioned ‘diaries’ kept by 40 permanent secretaries or their deputies reveals that their roles include all the organizational functions described by Mintzberg. Their functions in order of priority as measured by time spent are ‘resource handling’, liaison, analysis/planning, monitoring, acting as spokesmen, entrepreneurship and dissemination. The political neutrality of permanent secretaries appears to survive in the sense of escaping party discipline. However, politicians and bureaucrats in. the countries surveyed both act as conservators and innovators. Environmental circumstances other than politics have the greatest influences on the activities of top civil servants. The similarities in functions performed are striking, given the different ideologies, colonial heritages and traditions of the countries

AbstractEmploying the usual profit criterion to evaluate performance of the commercial parastatals in Nigeria, as revealed in the case of Kwara State, the enterprises are a failure. The differences in the management of the parastatals and similar but private enterprises may have accounted for differences in performance. Among the features of management of the parastatals are the role of government in the appointment of chief executives without necessary regard to merit; the relatively poor conditions of service as obtained in the civil service; and the huge debts owed the parastatals by governments. To improve performance, the following measures should be adopted. There is need to remove commercial parastatals from the civil service to attract quality management staff while government control should be substantially relaxed. Improved funding should be guaranteed through the financial houses while government should settle their debts to the organizations. The issue of privatization is worth proper consideration with a view to selling the companies to the private sector.

AbstractThere is an increasing interest in using local community organizations to assist in the development process. Observers who evaluate the contribution of such groups frequently classify them into two clusters: those which are closely tied to the government and focus on service delivery, and those which guard their autonomy and engage in development rather than service delivery. This dichotomy, however, downplays the developmental role of groups allied with local governments and obscures some important contributions they can offer. Three different models are proposed and two case studies of service‐oriented groups in Cairo are presented. The cases suggest that an important criterion in assessing voluntary groups is the extent to which their service delivery role enables them to develop an organization. From this perspective their role is potentially much broader than expediting government service

AbstractWith the implementation of primary health care policies the need for more effective management support at the intermediate or district level has become apparent, but experience is poorly documented. This article reviews the management experience of large‐scale district‐level projects in Ghana, India, Iran, Korea, Philippines, Thailand and Zaïre. The lessons point to a strong need to strengthen district‐level management and for greater decentralization. These in turn will require a review of the present organizational health structures and the strengthening of national‐level planning and management

AbstractThis paper reviews the evolution of programme and performance budgeting (PPB) in Malaysia from its beginning in 1969, through the in‐depth implementation phase which began in 1972, to the present day. It outlines the system in the Ministry of Health, where PPB has been extensively developed and comments on the systems established in other in‐depth ministries, in several of which little appears to have been achieved. In 1981 all other agencies were asked to adopt PPB in their budget submissions. Compliance has been superficial. The paper explores the constraints to the further development of PPB. These range from difficulties of securing appropriate staff, lack of top‐level commitment and information problems, to the inherent difficulties of programming and performance measurement. In seeking to evaluate the success of PPB the paper adopts two approaches. The first, involving a small questionnaire survey amongst those involved in PPB, reveals rather guarded opinions concerning its usefulness and progress. The second, which explores the use made of PPB, reveals little use by legislators, budget officers or line managers, and no link between PPB and the planning process. AbstractIn a comparative analysis of 15 rural development projects the author finds five problem areas in their administration: project economics; design and location of infrastructure; design of project technical outputs (‘software’); support services; and maintenance and management of infrastructure. All but one of the projects reviewed were severely hampered by one or more of these problems. The author suggests that these problem areas are caused by three general patterns: disjunction between project designers and managers' working models of reality and reality in the field; goal conflict among diverse agencies involved; and the simple technical complexity of the rural development task. The author concludes by noting these three patterns are found throughout developed countries as well as the less developed, but may have more severe consequences in the less developed because of the absence of organizational and social redundancy to catch, correct and circumvent these perhaps unavoidable features of centraliy administered, complex projects. AbstractLending to small farmers is often too risky for commercial banks; consequently extremely high interest rates have to be paid. Agricultural development banks go some way towards solving the problem. However, default rates tend to be high, so that credit has to be subsidized by government grants or overseas aid. One cause of the problem is that loans lack proper security. Risks are increased by uncertainties of weather, disease and produce prices. The paper proposes a system of compulsory insurance of crops and livestock. The risks and associated costs are quantified for one particular case: the Small Farmer Development Programme administered by the Agricultural Development Bank of Nepal. The scheme is assumed to run on a no‐profit, no‐loss basis. The data suggest that the cost of insurance premiums, when added to Bank interest rates, would still leave the Bank competitive as a source of rural credit.
