AbstractDecision makers need the right information at the right time but in rural development much information generated is too costly and inappropriate. Rapid rural appraisal forms part of the attempt to learn about rural conditions in a cost effective way. Such appraisal involves avoiding the traps of quick and dirty or long and dirty methods and using instead methods that are more cost effective. To do this means ignoring inappropriate professional standards and instead applying a new rigour based on the two principles of optimal ignorance—knowing what it is not worth knowing—and proportionate accuracy—recognising the degree of accuracy required. The article reviews a range of approaches and techniques for rapid rural appraisal that are less rigid and exhaustive than many traditional methods and yet more rigorous in relation to cost and use. Time is emphasized as a critical factor in effective appraisal and rapid rural appraisal methods increase the chance of reducing the bias against the poorer rural people in the promotion of rural develo

AbstractDecentralization has been a common aim in administrative reform and this article points to common themes in the decentralization programmes of Tanzania, Zambia and Papua New Guinea. The programmes involve both developing field administrative structures on an area basis in which horizontal links between the field staff of different ministries are at least as important as the vertical lines of authority linking field staff with headquarters' departments, and also decentralizing authority over planning and implementing development programmes to local decision making bodies. The impact of these decentralization programmes has not hitherto been adequately monitored or evaluated, and experience of attempts at doing this in Tanzania emphasizes the importance of building into a decentralization programme a method of monitoring it which produces usable information. The article points to the plans for monitoring to be pursued in Zambia.

AbstractAmong the various functional types of public corporation and statutory authority, those concerned with the regulation and provision of economic opportunities and social amenities constitute one of the most interesting developments in West Africa's parastatal sector today.Taking as a case study the recent initiatives of the Ghana Government ta promote indigenous enterprise (which have had an important demonstration effect on neighbouring Nigeria), the article analyses the performance of parastatal organizations that have been instrumental in fulfilling public policy objectives in this area. It examines first the management objectives established by the guiding legislation, secondly the corresponding choice of organizational structure, and finally the ways in which parastatal managers therein endeavour to implement the tasks of redistributing opportunities between foreign and indigenous private enterprise. Particular emphasis is placed on the innovative roles played by public officials and their organizations in mediating between government and the two segments of the private sector (foreign and indigenous). This includes especially the organization for disinvestment and the management of access to opportunities thereby created: identification of affected business and evaluation of their assets, provision of information for applicants, determination of rules of eligibility for the channelling of demand, supervision of purchase, transfer of management and labour relations during the period of negotiation and transfer.Finally, the article considers the effectiveness of resources use by recipients of enterprises, including patterns of distribution amongst the latter, in order to determine the impact of parastatal organization procedures on policy outcomes.

AbstractQuestions concerning the distribution of income and wealth, and access to services have attracted increased attention during the 1970s to complement the earlier emphasis on the promotion of macro‐economic development. This article provides a comparative review of service needs in Asia. It presents an inventory of the types of services provided by, or through, government, and assesses their adequacy for rural development. It explores problems with mobilizing resources and delivering services, and it identifies arrangements that appear most effective. The article emphasizes the problem of extending the coverage, and increasing the quality, of social and productive support services for vast rural populations and it stresses that more appropriate ways must be found of delivering services that are needed. A second article, to appear in the next number ofPublic Administration and Development, reviews ways of improving the capacity of governments and local communities to provide services needed by rural population

AbstractSince 1960 a succession of different formulae have been used to allocate revenue under Nigeria's constitutions. This article reviews the formulae used and suggests ways in which they have contributed to the stability of the federation. The author then argues that in the 1980's the revenue allocation system should take more account of the need to reduce economic and social disparities in the different geographical areas of the country and so safeguard in the longer term the political stability of this federation.
