AbstractThe public sector in Latin America has been characterized by the proliferation of national semi‐autonomous bodies known as ‘decentralized agencies’. This article focuses on such agencies in Colombia from the 1960s onwards. Attention will be paid to their institutional proliferation and how this affected local government, particularly in the fields of water and sanitation. Such changes in state organization have not been problem free. The growth of ‘decentralized agencies’ has been associated with problems of inefficiency, administrative confusion and problems of social and political unrest. AbstractIn 1987 the Indian State of Karnataka implemented panchayat reform legislation. The ideological orientation of the Janata Government's reforms is considered, together with the question of whether stronger local government in India increases the state's autonomy within the federation. The Karnataka reforms are expected to be significantly different from the reforms enacted in other states. Participation by marginalized groups may assist the Janata party in incorporating them into its network of patronage. Local level planning has been made more effective. The legislation gives the zilla parishad control over the line departments of the State Government. Administrative power is likely to experience increased local political direction. However the financial independence of the zilla parishad is by no means assured. The final outcome will also depend upon the attitude towards the reform of the Congress Party, anxious about its power base in the Karnataka countryside.

AbstractThe first part of this article [vol 9, no. 1] examined the ways in which the structure and division of responsibilities within public administrations often rendered them unable to perceive or cope with broad problems of environmental decline. In the developing world this is compounded by the contradictions between pressures for economic survival versus the long‐term considerations for sustainability and conservation in the policy arena. In this second part the author reviews and evaluates further areas of administrative innovation in this area and considers the climate for policy and institutional change 25 years after the Stockholm Conference. AbstractThis paper explores normative commitment using a sample of 60 agricultural extension workers in a voluntary rural development programme. Organizational commitment is related to participation, standardization, and coordination in order to examine their relative influence on the visit effort of extension agents. Age, education, salary, tenure, position, and participation did not have any influence on normative commitment, whereas standardization negatively influenced it. Commitment, along with red tape, influenced visit efforts. Two major conclusions emerge. The first is that traditional personal and role‐related antecedents of commitment may be related to instrumental but not to normative commitment. The second is that normative commitment can predict behaviour outcomes in public organization

AbstractThis article is primarily concerned with the functions of bureaucracy in a minimal state and with how those functions might change in response to economic growth. It is predicated on the assumption that bureaucracy is necessary for economic growth even in those countries which seek to achieve such growth through the relatively free operation of the economy within the rubric of a capitalist state. Hong Kong is a case in point. Although it has often been taken as the epitome of the benefits which can be derived from keeping government out of the economy, the bureaucracy has in fact played a critical role in support of economic development. Aside from the functions which must be performed by any state, such as the maintenance of law and order, the administration of justice, and the provision of public works, three features of Hong Kong bureaucratic practice appear to have been important in the definition of the bureaucracy's tasks in the economic growth process. These are ‘value for money’ and the constant need to justify government expenditure; effective line implementation; and the ability to manage crises. If these constitute minimal essential requirements for such governments, they may provide useful criteria which small or micro‐states, following capital growth models but not yet experiencing rapid economic development, can apply in assessing the capabilities of their own bureaucr

AbstractThis paper presents an overview of issues in NGO project identification, formulation and start‐up in the context of rural development in Thailand. It identifies the types of projects, the methods used to identify them, the initial activities in projects, the problems faced in project formulation and the influence of various factors on the process, e.g. government regulations and the NGO staff in the organization. There is limited pressure on NGOs from the government even though recent regulations may lead to more control of their activities. The importance of leadership training in the initial stages of a project is emphasized. In particular, when comparing small with larger NGOs, the technical inputs in project identification and formulation seem to be a constraint for small NGOs. Usually project identification methodology consists of following up on existing projects. AbstractThis paper contrasts the recent experiences of two different institutions in providing credit and savings facilities in the countryside of Tamil Nadu, southern India. Ever since the late‐1960s, there has been a rising demand for credit to finance investment in agriculture. This has been reinforced by Government policy over the last two decades, and especially since 1980, to provide credit both to priority activities, including agriculture, and to disadvantaged rural groups. Part of that policy has been to encourage the commercial banks to offer services in the countryside, alongside the previously well‐developed network of cooperatives offering formal rural credit.The commercial banks have had considerable success in expanding their network of branches, and in increasing bank deposits and loans in rural areas. Operating as corporate bureaucracies, the banks have been able to expand without being crippled in the process. On the other hand, their institutional strength has meant that Government credit policy has been implemented cautiously. The agricultural credit cooperatives, no newcomers to the countryside, have still to fulfil their long‐declared function of providing short‐term credit for crop production to the majority of agricultural households. Loan recovery by the cooperatives has been weak. The cooperatives have suffered partly from the internal contradictions inherent in any cooperative structure imposed upon the peasantry, from major flaws in the organizational structure of Tamil Nadu cooperatives, as well as from the increasing appropiation of the cooperatives for party political ends.The contrasting experiences of the two different institutions in providing rural credit illustrate how policy applied through different institutions can produce quite different outcomes.
