AbstractPower at the centre of the Russian state is divided, weak and lacking in legitimacy although management in the regions, while formally bureaucratic, also depends for its effectiveness on relationships of patronage and exchange of favours. In these circumstances, the design and implementation of a reform programme for the civil service is a brave endeavour, and one which is likely to be protracted and punctuated by setbacks. Paradoxically, although there is acknowledged to be a great need for training and retraining, there are also large obstacles to applying the new knowledge and skills. This predicament is compounded by deficiencies in the provision for training. These inauspicious conclusions have implications for strategies of technical assistance and, in particular, the danger that such initiatives unintentionally become part of the problem rather than its solution. The article draws upon three visits by the author to Western Siberia as part of two EU TACIS projects.

AbstractThis article presents the Civil Service Reform Programme (CSRP) in Uganda. It outlines the context in which the CSRP is being implemented and establishes the link between the CSRP and other reform programmes, particularly constitutional decentralization, liberalization/privatization and army demobilization. It also analyses the progress made so far, given certain obstacles, and attempts to assess and make some suggestions for the road ahead. The issues of civil service reform go beyond addressing the need for pay reform and improving organizational structure. While these are important pieces of the puzzle, they cannot stand alone. Issues of greater participation, transparency and accountability in decision making—all of which strangthen democratization—are also at stake. The aim of these reforms is to enable the state to function more rationally and effectively, as the duties it performs—as well as the country's needs—become more complex and varied. The overarching theme is to develop the state's own capacity in order to create sustainable reforms in the quest for long‐term development. The close of the cold war has brought many changes. In recent years, for example, the international donor community has paid increasing attention to reform issues. It has called on recipient governments to participate in the design and implementation of these programmes. In recipient countries, the movement toward decentralization, privatization and commercialization of many government functions has increased the range of opportunities available to citizens. It has also brought demands for greater responsiveness on the part of the government and parastatal agencies. AbstractThe events of the 1980s generated the end of an era in central Europe—an era characterized by central, planned economies and totalitarian political structures. As each new country struggled to create democratic political processes and market economies, many problems emerged; one of the most vexing was the privatization of housing. In Slovakia, individual family housing had never been nationalized, leaving most of the rural and village families owning their own homes. Apartment houses, as well as multiple dwellings and estates, however, had been nationalized. Consequently, the state created a Restitution Act early on (1990), so that people could reclaim properties unjustly taken from them. In addition, the state had built considerable housing units (usually high‐rise apartment blocks); many of these units were simply rented to individual families. But there had also been state construction companies that operated as co‐operatives, such that rent payments were credited toward the eventual ownership of the housing. Lastly, many large industries (state owned) had built housing units, which they rented to their employees. But there were not nearly enough housing units, and many people, especially young people, newlyweds, and elderly, were on waiting lists for housing. In all cases ‘rent’ was almost negligible as were utilities, and since there were no taxes or insurance, the total amount of a family budget spent for housing was, on average, quite meagre. This, then, was the situation confronting the new government in 1990. AbstractThis article, which is the first empirical study of upper‐level female managers in Central America, extends the exploration of similarities and differences between public and private sectors in human resource management to the context of developing countries. A comparison of work hours, recruitment and selection practices, mentoring, political pressure, gender discrimination and sexual harassment, reported by female managers in public and private organizations in Nicaragua and Costa Rica, yielded no sector‐based differences and few country‐based differences. We conclude, therefore, that the public sector is not a more supportive or more fair employer for women in management than the private sector in these two countries, contrary to the assumption in the women‐in‐management literature that the public sector is a more hospitable environment. AbstractThis article describes assistance that is being provided as part of an institution building project with a view to making a lasting impact on the development of a democratic public service of Ukraine. It explains the nature of the project and the strategies adopted to overcome difficulties. It compares and contrasts approaches adopted by technical assistance projects in assisting administrative reform. It also examines the special nature of the Ukraine project that arises out of the distinctive context and needs of Ukraine. The article continues by examining the role of external assistance in validating the Ukrainian Institute of Public Administration and Local Government's Masters in Public Administration and the contribution made to the development and delivery of the Masters programme. A special feature of the project is the series of one‐month internships when IPALG students visit London. The internship programme allows students to identify aspects of UK experience relevant to changes that Ukraine wishes to make in its administrative culture. As part of this programme, students are placed in government organizations and NGOs. The placements are complemented by a series of change management seminars that enable students to evaluate options for change, to assess their own role in the change process and recognize the key stages in the change process.
