AbstractCredit programmes aimed at individual smallholders in Africa have had disappointing results, particularly with regard to loan repayment. This article enquires whether group lending under terms of joint liability is a more effective approach. Data are derived from the performance of smallholder credit schemes in Zimbabwe in the period 1980–1984. The findings are as follows: (a) access to credit is easier for small farmers if they belong to voluntary agricultural associations; (b) loans issued on terms of joint liability have lower administrative costs; (c) most importantly, joint liability arrangements lead to higher repayment rates than schemes based on individual liability; (d) although joint liability is better enforced by mandatory sanction than by selective incentive, this advantage is offset by a disintegrative effect on farmer organizations. The conclusion is that a policy of group lending is generally more viable than an individual approach, but only in the context of the creation and strengthening of local farmer institution

AbstractDevelopment management in national rural development has been the subject of much discussion as old‐style integrated rural development planning met with increasing criticism. The Royal Government of Thailand is currently attempting to arrive at comprehensive reform of the development management system within the framework of implementation of its national five‐year plans. This article highlights the reforms and the analysis of past failures. It introduces the new management organization and some procedural highlights. A first experiment with the new system which is currently being carried out in the province of Nakhon Ratchasima is documented, and the opinion of government officials on its performance is reported. The overall reaction is positive: the system does provide a more coordinated implementation. AbstractIn the evolution of Papua New Guinea from dependent territory to independent entity, public financial administration has experienced a series of changes. Each historical group of changes may be represented by a characteristic paradigm which identifies the nature of the underlying concepts and their essential dynamics in the context of the political, economic and social environment. From the early days of Australian settlement, public financial administration was dominated by the colonial paradigm as the two constituent territories—initially separately and then jointly—relied almost exclusively on Canberra for the provision of funds, supply of expertise and formation of policies. More recently, since national independence, legislative and staffing changes have occurred in public financial administration but there have been no infrastructural innovations in response to current needs and priorities. AbstractDecentralization involves changes in administrative structures which induce conflict as vested interests are affected. Such problems have occurred in Sri Lanka. The responses of the different interests involved in development administration to decentralization are examined. A number of propositions concerning group conflict are applied to the implementation of decentralized development policies in Sri Lanka. Decentralization has restructured power among the Kachcheri officials, Members of Parliament and departmental officers. Consequent conflicts within the administration have led to increased problems in the completion of projects. Power struggles could have been avoided by synchronizing political and administrative decentralization and by making the division of power within the bureaucracy explicit.

AbstractDuring the past two decades Nigeria has invested heavily in scientific research, by developing country standards. Yet these investments at best have had only marginal impacts on the activities of the production and service sectors even though there are many priority development activities which could benefit from inputs from Nigerian researchers. At the national level efforts to direct or even co‐ordinate the planning and budgeting of research have been seriously hampered by frequent changes in organizational responsibilities and by repeated budget cuts. Historically, the activities of the federal research institutes have been poorly tuned to the interests and capabilities of the potential users of their research products. Neither these institutes nor the universities with research activities are in a position to develop products or processes which can compete with imported technologies that are saturating the economy. However, the research institutes, and to a lesser extent the universities, should make greater contributions in applying science to improved use of the nation's natural resource endowments, although significant changes in research management at the project level are needed if this objective is to be realized. The Government should provide incentives to the multinational companies operating in Nigeria to develop joint programmes with the research institutes and universities as one mechanism for diffusing the administrative and technical capabilities of the companies. Meanwhile, selected public sector enterprises should be encouraged to expand technological innovation efforts which could be directly applied to their production activitie

AbstractThis paper describes the first phase (1981‐1984) of a programme being carried out by the Government of Zambia to improve the organization and management of in‐service training for civil servants. General guidelines for an effective training function are outlined. These are compared to the problems of civil service training in Zambia in 1981, where responsibility was fragmented, co‐ordination was poor, work concentrated on routine administration, and the background of training staff was often inappropriate. A set of recommendations was agreed for resolving these problems, including the creation of a central training directorate and a cadre of full‐time training staff. The package of proposals was designed to increase accountability, improve co‐ordination, improve the quality of training staff, and introduce systematic training procedures. The progress with implementing these changes is evaluated; the greatest progress was in setting up the cadre of training staff, although significant progress was also made in other areas. The paper concludes that the conditions for an effective training function have been created and that a longer‐term programme to develop the new training cadre is now required.
