AbstractCanada has been a world leader in administrative reform, eager to experiment during turbulent times in public administration. Public Service 2000, an attempt to instill the Canadian public service into a people‐ and results‐oriented management culture, has been widely heralded as among the boldest of recent Canadian administrative reforms. Results from implementing PS2000 were expected within a decade of its 1990 launch. Halfway through that timeframe, the results are surprising, complex, contradictory and paradoxical. For example, in the second year of implementation, the longer term solutions of PS2000 conflicted with a financial crisis demanding fast results, and PS2000 principles, throughout implementation, contradicted certain traditional public service values. Reflecting on their experience, individuals who participated in PS2000 confirmed lessons in the extant literature, and suggested lessons specific to Canadian circumstances. PS2000 has been an unavoidable and much‐needed effort to reform the Canadian public service, though perhaps inevitably it fell short of expectation. Yet, inside opinion remains mixed, seeking rationalist explanations, and expressing dissatisfaction over the progress of implementation. PS2000 has been absorbed into a much broader plan to reinvent federal government administration and the role of the state in Canadian society. AbstractThe Hadejia and Jama'are rivers rise on the Basement Complex of Kano and Bauchi States, and on entering the area underlain by sedimentary rocks, they lose most of their water in their passage through Jigawa, Yobe and Borno to Lake Chad. Water resource developments on the Hadejia branch are now so far advanced that effectively the entire flow is consumed before the confluence, where the river changes name to the Yobe. These developments have taken place in the absence of a coherent, integrated water management policy, either nationally, for the river basin, or at a local level. The Jama'are tributary is so far undeveloped, although this is unlikely to remain so for much longer. In this article proposals for an analytical framework for water allocation policy in the river basin are made, together with an analysis of the characteristics of the major existing water‐using activities. AbstractThis article argues that a major problem with contemporary policy analysis is that it has difficulty coming to terms with complex economic change. This in turn is probably influenced by a view of socioeconomic systems that still harks back to the classical mechanics of the nineteenth century and a relatively stable world in which social action could reasonably be informed by disinterested scientific research of a traditional kind. By means of a review of some recent policy analysis literature and by focusing on issues relating to development issues in contemporary Africa, the article maintains that a more realistic approach would recognize the evolutionary nature of modern socioeconomic systems and base policy interventions accordingly. AbstractRenewed interest by the Indonesian government in decentralization and cost‐recovery practices has led to both real and illusory reforms, though the distinction between the two is often not clear. This is particularly true with respect to infrastructure planning and finance. Recently, the allocation criteria for capital grants to local governments have been substantially revised, nearly every year, to reflect long lasting concerns regarding differences in interregional development needs and resources. In addition, the level of funding for local government investment has risen dramatically to support increased local responsibility in planning. Most development spending does not pass through local budgets, however. In either case, the project planning process has remained firmly under the direction of the central government's technical ministries.Infrastructure investment thus tends to be segmented, not only by sector, but also by funding source. The rate at which these two factors balance off in current practice does not indicate a strong commitment to effective decentralization. The article suggests that greater regional government participation in the national planning process would be beneficial. To deal with the fragmented nature of sectoral planning is more problematic, as a more integrated approach would in the long term require either a new layer of bureaucracy or a substantial reorganization of the technical ministries. AbstractAid donors are increasingly seeking to link assistance to sustainable reform, including the provision of a responsible and responsive political and legal framework, the improvement of recipient countries' social, health and educational prospects, and the promotion of economic development and liberalization. Much attention is given to the first of these because of the size and cost to the state and the perceived constraints it exercises on the longer‐term changes to the economy and society; in general terms,good governmentis an essential precondition forgood governanceand economic development. Increasingly donors have focused on corruption, both as a core obstacle to the encouragement of good government, and on the steps taken to dealing with it as evidence of commitment and the will of recipient countries to their introduction. While the types of activity associated with corruption are readily identifiable, as are the means to attempt to deal with it, it is usually much more difficult to determine effective implementation, particularly with limited resources at a time when longer‐term political and economic reforms are also being promoted. AbstractDrawing on experience of providing women for senior management programmes in developing countries and in the UK, this article considers the issues associated with management training for women. In particular, it discusses the approaches currently adopted in the west, the attitudes that inform these and their shortcomings. It describes the outcomes achieved through an approach to training designed and implemented with women from developing countries, which is somewhat different to experience in the west. It goes on to suggest that at a time when developing countries are importing management training at an increasing rate from the west, measured critique should be applied to assessing the efficacy of programmes, not in respect of their appropriateness in a development context, but on a basis of whether they are effective in their place of origin. Moreover, it is argued that, in fact, the west has much to learn for its own applications from developing countries.
