AbstractThis article attempts to examine familiar things through a different comparative focus. The results given here are preliminary and intended for comment and further development. The article takes as its basis the tradition which has arisen from the export of methods to developing countries in all manner of scientific and technical development projects. In the area of global development the traditions of technology transfer and development intervention by donor agencies and their related consultancy groups is well documented. Not so well covered in the literature is the related issue pertaining to the export of the methods which accompany and, to some extent, confer respectability upon all manner of technology, intervention and work towards nation building. The article is concerned with what might be called the ‘tyranny of methods’, which, it is argued, are applied often uncritically in development work. The mindsets which are invoked by traditional western scientific methods are reviewed using a psychological model. Following from this, the article investigates two areas of existing experience in the adoption of methods and then goes on to develop a critical perspective of one particular form of information systems development method, drawing on the experiences related. The article briefly investigates traditional, linear methods and makes links to the experiences of fanning systems research and rapid rural appraisal. AbstractGhana's District Assemblies were created in 1989 as ‘integrated’ decentralised authorities, combining oversight of deconcentrated line Ministries with the revenue powers and functions of devolved democratic local government. The frequently invoked but little studied relationships among democratisation, decentralisation and changes in the performance of government institutions are analysed on the basis of two case‐study Districts, defining performance as output effectiveness, responsiveness and process acceptability. Although development output did increase after democratisation, it remained inadequate and did not show any significantly closer responsiveness to popular needs. This was mainly because local accountability was undermined by continuing central control over staffing and finances, the clash with national policies of retrenchment and the continued power of central government agents. The communal, non‐party basis of representation also had a perverse effect on the ability of elected representatives to enhance the legitimacy of local taxation, particularly as the system embodied an unresolved contradiction between notions of community based self‐help and representative district government. One of the lessons of the Ghanaian experience is that genuine local autonomy in an agreed area‐the basic condition for effective accountability‐is better based on more modest, local‐level authorities, leaving larger, expensive functions as well as supervision of a deconcentrated civil service to more powerful regional

AbstractOne problem in the management of agricultural research is the integration of research and extension. The links between research and extension are tenuous for many reasons, including institutional and administrative factors that thwart collaboration; geographic isolation of extension staff; differences in status, prestige and educational attainment between extension workers and researchers; and motivational issues impeding stronger ties between extension and research personnel. This article argues that the problem with much research intended for extension audiences is that it is supply driven and not demand driven. Using a social science research unit within the Agricultural Research Center of the Egyptian Ministry of Agriculture as a case study, this article analyses the research produced by the unit and assesses its potential usefulness for extension. It then attempts to show why it does not reach this potential. Among the reasons are that the researchers lack experience and background in rural issues and agricultural extension; research results lag behind extension's need for the information; and there is no plan to disseminate the results to the extension community after research is completed. The article offers some suggestions for overcoming such barriers, including involving extension in the design of research projects and holding seminars on research results after projects are completed; changing the incentives for researchers to do more applied research; and diversifying the methods and disciplines used to conduct the research.

AbstractIntegrated rural development is often presented as an effective strategy against rural poverty in Indonesia. In this article the author discusses the case of the Pompengan Integrated Area Development Project (PIADP) in Luwu, South Sulawesi, Indonesia, where a programme for land reform was part of the ‘integrated’ approach. In explaining the outcome of PIADP, the author analyses two properties of intervention itself in relation to the context in which it took place: first, land reform as a donor development priority which was planned and implemented as a purely technical and administrative operation; and, second, the production‐oriented character of planning, which further isolated land reform from its local context. It is concluded that PIADP was characterized by fragmentation, competition and conflict rather than ‘integratedness’. Therefore, rather than taking such policy language for granted and accepting the policy instruments it represents as ‘models for development’, we should critically analyse the sphere of policy implementation. AbstractFemale and male managers of the Malaysian civil service were surveyed in an attempt to elucidate the factors that have facilitated and hindered their careers. The emphasis in this article is on career differences between women and men. Many of the conditions which inhibit the careers of female managers elsewhere in the world were also reported by those sampled. Family requirements and resulting role conflict were evident. Many women have not married. There was some evidence of sexual harassment. There is a suggestion that women may suffer from low self‐esteem and attribute their career progress primarily to luck. On the positive side, and despite a government policy that has resulted in more public resources for higher education being awarded to men than to women, women managers have achieved career success.
