AbstractThe vacuum left by the collapse of colonial empires has been filled by new forms of cultural and ideological imperialism conceived largely in the West. AbstractThe debate over public service reform is taking place at a time of flux when old models are being challenged everywhere. This article discusses issues of institutional transfer, as between western and east and central Europe, relative to civil service reform and democratisation. It presents several models to describe the place of the civil service in the democratic state and the implications of each for civil service organisation. It argues for a better balance between a legal approach, which tends to dominate advice coming from some continental European countries, and one which emphasises ‘good’ rather than just ‘correct’ relations between administration and citizens. This distinction is fundamental in so far as, under the UK Citizens Charter for example, the citizen is seen as a ‘customer’ rather than a mere ‘user’ of services he has no influence over. The article concludes that, given the differences in culture, political climate and economic situation of ‘recipient’ countries in east and central Europe, each must search for its own reforms, looking for questions

AbstractThe challenge of introducing greater equity into a society as unequal and as poor as Malawi's has become is a daunting one. It involves nothing less than attempting to commence the reversal of a historic process that originates in the colonial system of production and has continued, even intensified, during three decades of political independence. In that process a very small elite arrogated all of the major components of political power and economic privilege. Attempting to restore, even to a limited degree, fairness in the distribution of assets and opportunities to such a society involves numerous, complex, and sometimes contradictory, sets of questions and responses. It also requires an unpackaging of the notion of ‘equity’ and the category of‘women’. This article sets out to explore some of those questions from a management perspective. First, in order to demonstrate the complexity and scale of the problem, as well as the limits of this particular experiment with reform, it will provide a brief historic background to the present structure and dynamic of Malawian agriculture. Second, it will, even more briefly, explain US AID's Agricultural Sector Assistance Programme (ASAP), which sought to alter in a modest way some of the major elements of agricultural inequity in Malawi. Third, it will analyse some of the procedural and management dilemmas confronting the programme. And, finally, it will set out some principles for responding to these management p

AbstractIn recent years, Botswana's international reputation as a nation with sound development management has been slightly tarnished and the country's government has become increasingly concerned about the declining performance of its development management machinery. This concern of the government has been translated into a series of reform measures designed to bring about rapid change. This article discusses and analyses those reform measures and their potential impact on the development management process in Botswana. It was determined that the reform measures were, for the most part, carefully crafted and are being purposefully implemented, showing the nation, once again, to be one with good governance.

AbstractThis study analyses the programme impact of a strategic decision to privatize public housing development. It provides theoretical insights and assesses the ‘filtering’ (trickle down) theory of housing development underpinning this strategy. Analysis of distributional effects ensuing from the project demonstrates that developmental benefits (additional supply of housing) have simply filled the demand of those who can cater to the forces of the marketplace. Furthermore, macroeconomic determinants, acute shortages and distributional problems in the housing market that typically characterize urban centres in developing countries counteract that filtering process.
