AbstractThis article explains the methods developed for gathering necessary data to make assessments of village viability in Tanzania during the period 1975‐78. The need for methods arose out of the consolidation into villages of dispersed rural settlements and the problem encountered by an unknown number of new villages of deficiencies in the available and accessible physical environment. What was required was a means of identifying those villages where priority should be given to population resettlement and the identification of new village sites. The initial attempt at establishing a standard village viability assessment procedure involved devising a procedure which assumed the need for a high level of environmental data. This presupposed the use of staff with considerable expertise, and, given the scale of the problem, this expertise was not available. A revised procedure was therefore developed which was based on more realistic assumptions about what was available. This involved making fresh estimates about the level of expertise, the amount of assessment time available and the degree of data accuracy required. AbstractWith the establishment of provincial government in Papua New Guinea, the Organic Law has conferred on the provincial governments the authority to raise revenue using local revenue bases including retail sales taxes. These taxes have significant advantages and a sales tax on beer has particular benefits in P.N.G. in terms of potential yield and ease of administrative management. The tax is levied on the two breweries and the breweries collect the tax at their breweries and wholesale warehouses on behalf of the provincial governments. For the brewery with the dominant share of the market the arrangement under which it collects the tax for a commission and pays over quarterly to the provincial governments brings financial advantage. The brewery with a smaller share of the market and localized sales is less likely to be benefitting by the arrangement. For the future given expected beer consumption a change from a quantity based tax toad valoremrates would be financially advantageous to the provincial governments, and would reduce the need for some provinces to seek tax sources elsewhere, but experience shows the general benefit of raising the tax, not at the point of final sale, but on the wholesaler or manufacturer.

AbstractThe performance of the Western Nigeria Development Corporation and its separate projects shows the limitations of profit and profitability as a basis for evaluation. Judged on the basis of profit most projects have been failures. The objectives stated for the corporation specify the fostering of economic development, but these are expressed in the law in such general terms that they do not provide alternative criteria on the basis of which the Corporation can be measured, and the Economic Plan of Western Nigeria in 1955 was similarly unspecific. The article argues that objectives should be specified in more precise terms, and that Corporations should be required to operate, thereafter, on business principles with unprofitable services paid for by government if provided at government's behest.

AbstractOne of the most significant problems developing nations have faced in recent years has been finding effective ways of implementing development plans and programmes. This is in large part due to the dearth of knowledge about programme implementation, and the lack of attention given to the design of implementation strategies by planners and administrators in third world nations.But, implementation is now becoming a central concern of governments in developing countries and of officials in international funding institutions. Also, development administration theory in the 1980s is likely to have as its dominant focus the improvement of implementation management of development programmes and projects.One way to improve the management of development programmes and projects is to analyse those development projects that have succeeded, identify the factors that appear to influence successful implementation, and disseminate this information as broadly and quickly as possible to relevant administrators and administrative theorists. It is revealing that relatively few studies of this type have been completed.This article outlines the lessons learned from a programme that the Government of the Bahamas is successfully implementing‐the encouragement of foreign private sector investment in the Bahamas. The article (a) briefly outlines th'e plan for encouraging foreign investment, (b) describes the basic approaches and techniques the Bahamian Government has learned to use to improve the prospects of implementing this programme, and (c) indicates how this experience may be potentially useful in guiding the implementation of similar programmes in other developing countrie

AbstractA ministerial system of government has been developed in the tiny micro state of Niue, and in this article the pattern of ministerialization is compared with a typology derived from a study of the ministerial systems in other countries with ministries and ministerial departments. In Niue while the foundations of responsible government were being laid, and functions and powers transferred to an elected executive committee, no corresponding moves were made to reorganize established public service departments and there is, therefore, a mismatch between ministers and departments. Niue like New Zealand has a form of ministerialization that initially appears to conform to the least developed mode in the typology. Niue, however, has a unique arrangement in having a Secretary to Government who is the head of the public service and chief administrative officer with control over all departments, and with a right to attend Cabinet meetings and speak on any matter. Niue, as a consequence, has a ministerial system which overall does not conform with the typology and has interest as an attempt to develop a form appropriate to a micro state.

AbstractIn 1968 administrative reforms were announced in Zambia which have been interpreted as involving a commitment to decentralization. The announcement came against a background of moves to strengthen party control over the bureaucracy, and a feature of the reforms was the reinforcement of this control. Subsequent developments have been characterized by the establishment of greater control over governmental administration in provinces and districts by party political appointees and by closer control over local party officials by party appointees from the centre. These developments have not been accompanied by decentralization within ministries, and functional ministries retain control over their field agents.

AbstractBecause of the domination of development and administrative planning by economists there has in the past been a concentration on variables that are mostly economic and measurable and a tendency to give insufficient attention to socio‐cultural and socio‐political variables. Now perspectives are changing and there is an awareness of the need to use more accurate and complete data on social and cultural phenomena.
